    At Monday night’s meeting of the Odessa Town Council, the rewritten draft ordinance defining a “fence” was seen by council member Frank White as too restrictive and likely to cause more problems for the council than it solved.     Earlier this year, Tax Foundation released a study detailing the wireless service tax and fee rates in the U.S. The map below shows the state and local tax and fee rates on wireless service. The average state and local rate is 11.36 percent. Oregon has the lowest rate at 1.85 percent and is tailed closely by Nevada at 2.13 percent and Idaho at 2.28 percent.     The highlight of the Independence Day holiday in Odessa was the firemen’s barbecue held at Reiman Park last Thursday. Odessa’s rural and town volunteer firefighters and their families provided a feast that fed approximately 200 people, most of whom stayed around to visit and relax after the lunch.     Stephanie Holman of Odessa has been awarded a Bachelor of Arts degree, Magna Cum Laude, in Speech Communication from Whitworth University. Located in Spokane, Wash., Whitworth is a private liberal arts university affiliated with the Presbyterian church. The university, which has an enrollment of nearly 3,000 students, offers 60 undergraduate and graduate degree programs.
