    DAVENPORT--A train transporting grain through town derailed around 2 p.m. Friday, Nov. 20 behind the grain elevators between Third and Fourth Streets. The derailment caused Highway 28 to be closed in both directions for about 2.5 hours before re-opening when Kyle Mattox used his tractor to move train cars blocking the highway.     DAVENPORT--Highway 28 is closed in both directions at milepost 130 near Fitness Lane due a train derailment. According to sources in the Lincoln County Sheriff's Office, several grain cars derailed behind the elevators near Fourth Street. Drivers can detour on Third and Fitness Streets. Third Street was originally blocked by derailed cars, but crews were able to clear that to create a detour. No estimated time of re-opening has been given, and no injuries have been reported.     DAVENPORT—High winds occasionally gusting over 60 miles per hour swirled through the Inland Northwest Monday before dying down throughout Tuesday, felling trees and causing power outages. However, it appears the eastern Lincoln County area dodged severe damage from the storm.     DAVENPORT—The Lincoln County Health Department has been allotted $490,000 a year over a two-year span in Foundational Public Health Funding as part of the state budget. The money will be disbursed in six-month increments beginning July 1, public health administrator Ed Dzedzy told the Lincoln County Commissioners at the commissioner’s meeting Monday, Nov. 15.     The county has lost its public health officer and doctor providing jail health services. Dr. Ralph Monteagudo has resigned and is moving to the East Coast, Lincoln County Health Department public health administrator Ed Dzedzy informed the county commissioners this week. Monteagudo has worked with the county since 2014 and also provides emergency medicine services at Lincoln Hospital and all three North Basin Medical Clinics.
