    DAVENPORT—The most recent Lincoln County ballot tabulation conducted Wednesday, Nov. 16 indicated that there was a 75.13% voter turnout in this year’s general election with 16 ballots left to tally Monday, Nov. 28 before the election is officially certified.     REARDAN–Public works director Bob Winn, representing the town’s employees, requested a 4.5% cost-of-living adjustment increase at the town council meeting on Nov. 17. He presented data showing the proposed COLA would be in line with those adopted by other communities in the area.
