INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Nov. 26: No drugs were found by the drug dog during a visit to the Reardan School.

A caller advised that a stop sign was found in Cottonwood Creek near the Davenport skatepark.

Wilbur ambulance personnel transported a woman who had fallen during the night and couldn't get up to Lincoln Hospital in Davenport.

A large mound of dirt, possibly placed there by a farm implement, was determined to be a traffic hazard on Little Falls Road near its intersection with SR 231 north of Reardan.

Sprague ambulance personnel were sent to the scene of a one-vehicle rollover collision on I-90.

A man who spoke as two different people in a single voice told dispatchers he had been assaulted with his own hands.

Officers were on the alert for a possibly intoxicated woman who picked up children from school in Reardan.

Nov. 27: Damage was estimated at $300 after a tree and bench were vandalized in the 1000 block of Washington Street in Davenport.

Personnel at the Black Bear Motel found what appeared to be counterfeit money left behind in one of the rooms.

After checking out a report of trespassing hunters on property on Baldridge Road, dispatchers learned the vehicle involved was that used by state Fish and Game officer Curt Wood, who was investigating a possible violation. He also was busy responding to a report of dogs chasing and killing a white tail buck in the Hawk Creek area.

A wallet-size purse with a Batman symbol was found along Miles Creston Road and turned in.

Dispatchers took a report of a possible chimney fire, with smoke backing up into a residence in the 200 block of Marshall Street in Davenport.

Deputies investigated a reported rape in the Davenport area.

A Davenport woman reported several items were taken from a vehicle in the 500 block of Maxwell Street, including keys, a GPS device and CDs worth between $300 and $500.

Sprague firefighters responded to a fire in a horse trough heated by a water heater on property in the vicinity of Schirr Road East and Ringwood Road.

Nov. 28: Davenport ambulance personnel and Reardan EMTs assisted a 64-year-old man who apparently suffered a seizure at a residence in the 500 block of East Cottonwood.

A woman lost a purse, $5 cash and a driver's license after someone broke into a vehicle parked in the 400 block of Marshall Street in Davenport. A second incident of vehicle prowling was reported from the 1000 block of Maxwell, where a pickup truck was entered and items "gone through."

Multiple road signs along Riffe Road between Zwainz and McRae roads were reported knocked down. A responding deputy advised of evidence that a vehicle was used to pull some of the signs from the wet ground.

Nov. 29: A caller advised his truck collided with a guardrail after sliding on black ice on SR 2 near Davenport. A flat tire and damage to the front and rear bumpers were reported.

A caller described an encounter with an ostrich in the roadway by Gravelle and McLain roads near Reardan.

A Sprague man reported that he received several harassing and threatening phone calls while at his workplace in Airway Heights.

Deputies investigated a domestic assault incident in the Edwall area.

Someone cut through shrink wrap around a set of a table and six chairs and took one of the chairs from the deck of a Mondovi Road residence.

A deputy assisted a state Fish and Wildlife officer in response to a report that a domesticated deer was being kept without the proper permits at a Sprague area residence.

Heavy black smoke was produced by what turned out to be a controlled burn in front of Can Du Marine in Creston.

Nov. 30: A cutoff saw and generator were reported stolen during a break-in at a construction site associated with the Sprague emergency response facility on Old Airport Road. Locks were cut to enable the perpetrator(s) to gain access to tool sheds there.

About $50 damage was reported to a drink machine at the Pacific Pride facility in Davenport. Deputies believed this is related to other recent malicious mischief incidents.

Reardan Police responded to a woman's report of two unwanted persons in her front yard in the 300 block of North Birch Avenue.

Dec. 1: Two deaths required the attention of the county coroner's office. An 89-year-old man collapsed and died upon arriving at a residence on Coffeepot Road. Another man was run over by a cow on property adjacent to Kintschi Road in the Edwall area.

A vehicle stolen from a Spokane residence was spotted on the outskirts of Creston.

Dec. 2: A repairman was sent to deal with a broken railroad crossing arm on Burlington Northern Santa Fe's Yarwood Road crossing in the Lamona area.

Responding to 100 block of South Lake Street in Reardan, deputies and emergency personnel assisted a man who said he accidentally shot himself with a 22-caliber gun. The bullet went through his hand and into his hip. He was transported to a Spokane hospital.

After being found in a residential yard in the 1000 block of Merriam Street in Davenport, a cow ran down several streets until finally winding up at the sports complex adjacent to McInnis Road. The incident didn't end without reports of livestock trailers and a car getting stuck in the field.

Wilbur Police were brought in to check on a possibly intoxicated man who locked himself in a bathroom at the 8BarB Motel.

National Park Service personnel determined the source of gunshots heard in the Hawk Creek campground area was two duck hunters.

Nov. 27: Maria V. Sanchez, 28, Okanogan, arrested by Lincoln County Sheriff's Office (LCSO) for failing to appear for driving while license suspended and making a false statement.

Nov. 28: Elton D. Scott, 36, Edwall, arrested on an out-of-county warrant (Lynnwood, Wash.) for failing to appear for driving while license suspended.

Floyd M. Gendron, 31, Spokane, arrested by LCSO for failing to appear for driving while license suspended.

Reggie M. Boyd, 28, Fruitland, arrested by LCSO for driving while license suspended.

Nov. 29: Taylor A. Swearingen, 21, Lynden, Wash., held under contract with City of Cheney for reckless driving.

Andrew F. Campion, 65, Camano Island, Wash., arrested by LCSO for driving while under the influence.

Nov. 30: Clifford C. Phillips, 41, Wellpinit, confined 5 days by the court for a probation violation (driving while license suspended).

Dec. 1: Chad L. Stiner, 36, Spokane, confined 2 days by the court for failing to comply with a sentence for driving while license suspended.

Albert M. Thatcher, 32, Spokane, confined 30 days by the court for failing to comply with a sentence for driving while under the influence.

Raymond C. Schmitt, 71, Sprague, confined by the court 10 days for driving while license suspended.

Dec. 3: Nicole F. Hickman, 25, Spokane, arrested by LCSO for failing to appear for driving while license suspended and obstructing law enforcement.

Dec. 4: Tyson J. Heath, 23, Davenport, confined on a state Department of Corrections warrant for escaping community custody.

Criminal Sentencings

Christine Nicol Dorris, 30, of Moses Lake, pleaded guilty to possession of a legend drug without prescription (amended through plea negotiations from possession of a controlled substance without prescription and possession of a controlled substance). She was sentenced to 2 days jail (credited as served), fined $1,000 (suspended), must pay $550 court costs plus attorney fees, and complete drug/alcohol evaluation and treatment. The case involved a July 12 incident during which deputies responding to a report of a vehicle stuck in a ditch along SR 21 found pills, scrap metal and a gun nearby.

Derrick Leon Wilson, 27, of Cheney, was sentenced on Nov. 7 to 68 months to life in confinement (with credit for time served) after violating conditions of an alternative sexual offenders program, including having contact (including romantic) with minors and consuming alcohol while in a sexual deviancy treatment program in 2011 and 2012. Convicted in 2007 of molesting a 5-year-old girl in Lincoln County, he was due in court in October on the violation but escaped his parents' custody while being permitted to visit an eye doctor in Spokane. He pleaded guilty to first-degree escape and was sentenced to a year of confinement and $800 court costs last month.

Timothy Robert Bland, 27, of Suquamish, Wash., pleaded guilty Nov. 27 to possession of a stolen vehicle. He was sentenced to two months in jail with credit for time served, $800 court costs plus attorney fees, and $1,757.65 in restitution to the Bainbridge Island, Wash., man whose vehicle he was found with by law officers when stopped for speeding on I-90 near Sprague on July 9.

Civil Judgments

Central Mortgage Co. won a foreclosure judgment of $128,753.45 against Dean A. and Connie Mann, U.S. Farm Service Agency/Farmers Home Administration and Horizon Credit Union in a matter involving property at 5283 North Estate Road in Sprague.

Charles Douglas Potts and Cheri Diane Potts, doing business as Banks Lake Pub in Wilbur, were ordered to pay $617.39 in unpaid workers compensation taxes to the Washington State Department of Labor and Industries.

Carl Oscar Gronlund and Amber Lynn Gronlund, doing business as Carl's Tire in Wilbur, were ordered to pay $821.85 in unpaid workers compensation taxes to the Washington State Department of Labor and Industries.

New Criminal Cases

Joshua Glen Mings, 30, of Almira, is charged with first-degree burglary in connection with a Nov. 18 incident involving alleged alcohol use, displaying a gun and assault at a residence in Almira.

Zachary Tyler Hay, 18, of Odessa, is charged with two counts of second-degree burglary, along with a count each of third-degree malicious mischief and third-degree theft. The charges stem from break-ins at the Odessa School District bus barn and football field concession stand on Nov. 12. Several buses were damaged and food items were removed from the concession stand, which was entered by means of a pry-bar.

Adam Bronson Cain, 27, of Harrington, is charged with second-degree theft in connection with the alleged fraudulent deposit of a $1,850.50 fake check into an account at Wheatland Bank in Davenport on Oct. 26 and receiving back $850 in cash. He also is alleged to have subsequently attempted to withdraw another $400 from the account.

New Civil Case

Columbia Grain Co., an Oregon-based business, seeks $309,426.27 in money it claims is owed by Inland Empire Oilseeds LLC, of Odessa, for purchases of canola seed.
