INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Dec. 10: Sprague ambulance personnel responded to the unattended death of a 51-year-old woman in the 400 block of West 6th Street.

One person was transported to Lincoln Hospital in Davenport after a one-vehicle collision of SR 231 near Reardan. Extensive damage was reported to the front of a vehicle which had four occupants.

A caller reported two cattle dogs were missing from property in the 10000 block of Polenske Road and may have been shot. The dogs were described as being light tan in color with black faces.

Deputies investigated an alcohol offense involving a juvenile and a harassment incident. Additional details, including locations, were not included in the dispatchers' log.

Dec. 11: Deputies investigated the theft of a stereo unit from a locker room at Davenport High School.

A deputy helped a resident in the 30000 block of Carl Schulz Road East get the water shut off to her home after hearing running water under the house.

Two Seven Bays residents were allegedly involved in an assault incident after deer manure had been removed from one property to another in the 100 block of Blossom Court.

Deputies caught up with a recklessly driven vehicle that was involved in tailgating and forcing other drivers to pull over on SR 2 west of Reardan.

Two mailboxes were ripped from the ground and in pieces in the 8000 block of Jack Brown Road North near Sprague.

Deputies assisted Lincoln Hospital with a young woman with two young children who said she was a domestic violence victim.

Dec. 12: A van slid off SR 2 near Davenport and went into a ditch.

Reardan EMTs were sent to a one-vehicle rollover collision on SR 231.

Deputies responded to a malicious mischief report involving about $200 damage to Christmas decorations at Serene Meadows at First and Marshall streets in Davenport. The suspect vehicle is believed to have hit garbage cans in the south side of the city.

A vehicle traveling on SR 2 near Wilbur collided with a fence.

Emergency personnel from Creston responded to the scene of a one-vehicle rollover collision on SR 2 about a mile east of town.

A hunter was reported to be trespassing on property along SR 21 in the Wilbur area.

A vehicle was reported in the ditch at the intersection of Fitness Lane and Eighth Street in Davenport.

Deputies assisted Wilbur Police with a domestic incident in the 400 block of NW Dellah.

Dec. 13: Reardan EMTs and Davenport ambulance personnel responded to a one-vehicle rollover and a separate report of a van involved in a rollover collision. Both occurred on SR 2.

A Davenport man said his wallet and a jar of quarters were stolen from the kitchen of a residence in the 900 block of Adams Street.

A Davenport area woman told dispatchers about a phone call from someone in Mexico claiming to be her grandson and wanting money. It was the latest incident in a scam based in Canada.

A Tramm Road resident reported trespassers on property just south of the railroad tracks.

A caller advised dispatchers he fired warning shots at three dogs he believed had chased his cattle in the Hawk Creek area.

A woman reported she had been harassed by a woman and juvenile boy in the Rocklyn area.

Dec. 14: A Seven Bays resident reported the theft of a rifle.

A vehicle went into the ditch and landed on its side at the intersection of Euclid Road and SR 231.

A Creston woman told dispatchers she had been harassed by kids placing prank calls.

Creston firefighters advised a man to stop burning tires or oil in the 100 block of SW Watson.

A vehicle struck a guardrail on the SR 2 bridge east of Davenport.

Wilbur Police responded when 8-Bar-B Motel personnel found drug paraphernalia in a room, but determined it was marijuana-related, so "no crime" had occurred.

Odessa Police investigated a woman's claim that a man was continually following her, even to the point of entering her home unannounced whenever he wished.

Dec. 15: Sprague ambulance personnel responded to a report that a man was having an asthma attack in the 300 block of East Brooke. The patient asked that an air sample be taken because he believed the government is pumping gas into his house. A Washington State Patrol trooper later advised the man to contact the state Department of Ecology about that.

Deputies tracked down a missing juvenile boy and returned him to his residence in the Davenport area.

Personnel at Davenport Lanes and Café reported a man was inside looking at the camera system and coin-operated machines.

No injuries were reported as a result of a one-vehicle rollover collision at the intersection of Indian Creek and Hawk Creek roads.

Odessa Police responded to a report that two intoxicated juveniles were on the foot bridge at Third Avenue and Division Street. It was later determined that the two juveniles actually were sober.

Dec. 16: Several slide-offs were reported, involving vehicles traveling on SR 2 and Spotted Road, and I-90 near Sprague.

Almira EMTs and Wilbur ambulance personnel assisted a 79-year-old man having a diabetic reaction.

Deputies responded to a verbal dispute between a man and his wife in Davenport.

Davenport ambulance personnel assisted two adults and two children who were occupants of a vehicle that was in a rollover collision on SR 2 east of Wilbur.

Wilbur firefighters and Avista personnel responded to an arcing power line in the 30000 block of Sherman Road North.

Two people were unhurt after a vehicle got slid off SR 174 near Bagdad Road and ended up in a ditch about 20 feet from the road.

Odessa Police investigated a man's claim that a group of juveniles spent the day making harassing phone calls.

Criminal Dispositions

Guy Nelson, 45, Creston, must serve 30 days jail (12 credited as served) and pay $500 court costs and attorney fees to be determined after his conviction for bail jumping. The charge was filed when he failed to return to court for sentencing on a controlled substance offense from 2011.

Rodney B. Crain, 39, Sprague, pleaded guilty Dec. 4 to reckless driving (amended through plea negotiations from hit and run injury accident) in connection with an Oct. 28 incident during which a 13-year-old boy was struck by a vehicle driven by Crain after it hit a rock at Poplar and D streets in Sprague. The boy suffered a leg injury and rolled into a ditch, but the driver left the scene. Crain must serve 30 days jail and pay $700 court costs and yet-to-be determined restitution and attorney fees.

Patricia Pearl Card, 49, Lincoln, pleaded guilty Dec. 11 to third-degree theft (amended through plea negotiations from second-degree theft). While employed at Sandy's Food City in Wilbur between June 23 and July 8, she took lottery tickets without paying for them, scratched off the coating and took the cash prizes for herself, with a total valuation at about $2,000. She was sentenced to five days jail and must pay $700 court costs plus yet-to-be-determined restitution and attorney fees.

Oleg Viktorovich Saley, 29, Spokane, was sentenced to 17 months in prison, with credit for time served, upon his conviction for second-degree burglary (reduced from three counts of second-degree burglary, three counts of third-degree theft and four counts of first-degree criminal trespass). The charge involves an Aug. 9 incident in which welding equipment, tractor batteries and scrap metal were taken, resulting in a two-day shutdown of harvest operations for Dale Landreth, who told the court it was "a large strain on the family, coming at our busiest time of the year." Saley must pay $5,450 restitution to Landreth, along with $1,675.30 to Pacific Steel in Spokane, $800 court costs and attorney fees to be determined.

New Criminal Case

Erin Kay Chapman, 34, Spokane Valley, is charged with possessing a legend drug without a prescription and with intent to deliver, along with three counts of child abandonment, in connection with a Nov. 20 incident in Davenport that involved children age 4, 5 and 9.

New Civil Case

Curtis Nelson and Sherene Nelson seek $1,500 in unpaid rent, plus attorney fees, court costs and other relief from Timothy and Barbara Kannas in an unlawful detainer matter involving property at 34033 Miles Creston Road in Creston.
