INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for

response by local police and emergency agencies. The Lincoln County

Sheriff’s Office does not release names of individuals who report

possible criminal or suspicious activities to dispatchers or alleged

victims for this column.

Monday, Feb. 9: A collision involving a vehicle and deer took place on

SR 25 about 13½ miles north of Davenport.

Two male basset hounds were found without tags on their collars at the

top of Hawk Creek Road.

Responding to the 700 block of SE Pope, Wilbur ambulance personnel

assisted a 14-year-old boy who suffered two burns, each the size of a

silver dollar, after sitting on a wood stove.

A Davenport woman reported that a house guest believes he was being

followed and harassed. Her daughter added that she had seen an occupied

suspicious vehicle in Davenport that matched the guest’s description.

One of the drivers involved in a two-vehicle collision at Laurel and

Broadway in Reardan appeared to be having a heart attack. Reardan

emergency personnel responded with a Davenport ambulance crew.

A Creston woman reported a fraudulent $1,399 charge on a department

store card.

A portion of a U.S. Bureau of Reclamation weather station adjacent to

Bates Road East was reported stolen for a second time.

A deputy helped calm a Davenport boy who appeared to be threatening harm

to himself.

A Reardan man reported that loud music originating from the 300 block of

North Laurel Street was preventing him from getting to sleep. A

responding deputy successfully persuaded the offender to turn down the

volume.

A vehicle was reported on fire at Alder Street and 4th Avenue in Odessa.

Tuesday, Feb. 10: A caller told dispatchers of the discovery of a trash

bag with needles and a broken smoking device in the Almira area.

A deputy investigated a suspicious broken window at a residence in the

300 block of Washington Street in Davenport.

No injuries were reported after two cars collided in the rear parking

lot of Odessa Memorial Hospital.

Wednesday, Feb. 11: Firefighters from Reardan, Edwall and Davenport

responded to a basement fire in the 31000 block of Tramm Road North.

After Davenport school personnel reported a female student was missing,

her mother advised dispatchers that the girl was with her and fine.

Reardan Police investigated a theft report originating from the AgLink,

Inc., facility.

Thursday, Feb. 12: Responding to the 100 block of NE Knox in Wilbur,

Creston ambulance personnel assisted a 21-year-old woman who may have

been having a panic attack.

Malfunctioning railroad crossing arms were reported on Sunset Highway

and Four Corners Road east of Davenport.

Deputies handled a report from the Harrington area that a teenage boy

attempted to contact a girl at her bedroom window against her parents’

wishes at 1 a.m.

County Public Works personnel requested deputies prevent a fully loaded

logging truck from turning onto Gunning Road from Hawk Creek Road in

violation of weight restrictions.

Noticing that a Davenport man hadn’t paid his utility bill in normal

fashion, City Hall personnel asked deputies to check on his welfare.

Deputies took custody of a 59-year-old man after Stevens County officers

responded to a domestic violence report in Ford.

Reardan Police responded to a report of a possible assault at school.

Friday, Feb. 13: An illegal dump that included non-budding marijuana

plants was discovered near the intersection of Burchill and Neil Canyon

roads.

A Wilbur caller reported incidents of verbal and physical abuse against

a young boy.

Tools valued at $30 were stolen from outside a garage in the 400 block

of West Railroad Avenue in Sprague.

A check for $1,737 to cover assessments to the Lake Roosevelt Views

Community Association on property on Lupine Drive North, Wilbur, was

returned for insufficient funds.

An occupied mini-van was reported stuck in mud on Sam Knack Road about a

mile north of U.S. 2.

A broken window at a residence in the 800 block of Park Street in

Davenport was caused by a board that was leaning against the building

and slipped, striking the window.

After receiving a report that someone was shooting a long gun in the 100

block of 3rd Avenue, Odessa Police determined it was an Airsoft gun.

Saturday, Feb. 14: A deputy advised a resident of the 100 block of West

Alice Street in Harrington not to do any further burning in the city

limits on dates not established by municipal officials.

A vehicle backed into and broke off a stop sign at Seventh and Marshall

streets, outside Davenport High School, where youth basketball games

were being played.

Deputies checked out a report of illegal logging on property adjacent to

Sterling Valley Road.

Sunday, Feb. 15: Deputies responded to a domestic dispute in Creston

that apparently began when a woman received one man’s gift of a box of

chocolate candy – and another man became agitated.

Criminal Sentencing

Thomas Michael Colwell, 51, of Spokane Valley, pleaded guilty Feb. 3 to

second-degree malicious mischief (amended through plea negotiations from

first-degree malicious mischief and third-degree theft). His sentence

included 14 days jail (credited as served), $9,000 restitution to Avista

Utilities, $800 court costs and a prohibition against firearms. The

charge involved the taking of wire cut from poles owned by Avista in the

vicinity of Riffe and Bergeron roads in the Reardan area last September.

Juvenile Offender Dispositions

Christopher J. Wynne, 16, of Reardan, pleaded guilty Feb. 10 to

cyberstalking (amended through plea negotiations from communication with

a minor for immoral purposes). His sentence included one day detention,

50 hours community service, 12 months community supervision, restitution

to be determined and $100 court costs. The charge is connected to an

incident involving a 12-year-old girl and the use of an electronic

communication device.

A 15-year-old Odessa boy charged with third-degree assault in connection

with a Jan. 8 incident involving Odessa Police Chief Helen Coubra was

dismissed when the court determined he “lacks the necessary capacity to

be held responsible for” assaulting her and kicking the side and windows

of her patrol car.

Civil Judgments

In an unlawful detainer matter, Keith Powell was awarded restoration of

property at 44609 SR 174 N in Grand Coulee from Kevin Lee Heeb and

Celina Robinson, and a $1,000 default judgment on Feb. 10.

Martin and Glinski (Gary B. and Sheila F. Martin and Myrtle C. Glinski),

doing business as The Viking Drive-in at Sprague, must pay $2,173.06 in

taxes owed to the Washington State Department of Revenue.

Pinkys Market & More LLC, of Almira, must pay $671.82 in worker

compensation taxes owed to the Washington State Department of Labor and

Industries.

New Criminal Cases

Nancy L. St Pierre-Walsh, 60, of Davenport, is charged with possession

with intent to manufacture or deliver methamphetamine in connection with

the discovery of illegal drugs and paraphernalia at a residence on

Paradise Lane North, Creston, on Aug. 26 of last year.

Michael Kevin Hurlburt, 50, of Spokane, is charged with possession of

methamphetamine and unlawful manufacture, use, possession and storage of

explosive, improvised device or components in connection with the

discovery of illegal drugs, paraphernalia and pipe bomb-making materials

at a residence on Paradise Lane North, Creston, on Aug. 26 of last year.

New Civil Case

Alleging trespassing and damage to fencing on her property, Marie Johns

seeks quiet title of property adjacent to Johns Rocky Way northwest of

Davenport from John F. Diviney III, Sherry E. Diviney, Ali Diviney and

Ron Smith. She also filed an affidavit of prejudice against Judge

Strohmaier, who ordered that another judge be assigned to hear the matter.
