INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Feb. 15: Deputies investigated a theft of a motor vehicle report originating from Wilbur.

Emergency responders assisted a Harrington woman who had reportedly consumed an entire bottle of Tylenol.

Tuesday, Feb. 16: Davenport ambulance personnel transported a 59-year-old woman described as “unresponsive” to Lincoln Hospital.

The driver of a semi-truck that had rolled onto its side and struck a power pole along SR 28 near Harrington was trapped inside while emergency responders worked to remove power lines from the vehicle. He had swerved to avoid a collision with a car traveling in his lane and went off the roadway. An electrical outage occurred in both Davenport and Harrington as a result.

Deputies investigated a dispute between residents of Mill Canyon Road North near Davenport that concerned a dog’s behavior and alleged threats of violence.

Wilbur Police investigated a local man’s report of scam artists operating over the past three months who knew his address and where he banks.

Wednesday, Feb. 17: A collision involving a vehicle and deer was reported on SR 231 near Circle Road in the Reardan area.

A Davenport woman, noting that she discovered an open gate on her property in the 400 block of Adams Street and “feathers everywhere,” believes a dog may have entered her chicken pen.

Returning home from school, three children found themselves locked out of their residence in the 1200 block of Eighth Street in Davenport and used a shovel to break out a window to try to get their mother’s attention.

A woman told dispatchers she received phone calls from three separate numbers, each having personal information including her Social Security and old bank account numbers, and advising her of “open accounts with old debt” she hasn’t paid. After investigating, a deputy determined it was a phishing scam.

Thursday, Feb. 18: A resident of the Devils Gap area north of Reardan told dispatchers someone followed her home the previous night from Spokane County, exchanged words with her in her own driveway, then left when her husband and son appeared on the scene.

Semi-trucks delivering manufactured homes reportedly traveled streets in Wilbur in violation of weight restrictions in place.

Dispatchers learned of a chimney fire in progress, with flames visible, at a residence on Gunning Road North in Davenport.

Responding to the 500 block of Sinclair Street, Davenport ambulance personnel assisted a 71-year-old man who had fallen and was unable to get up.

Odessa police responded to a report that a man with short-term memory and other health problems left a residence in the 400 block of East 3rd Street during the night.

Friday, Feb. 19: A suspicious square metal box that was buzzing in a garbage receptacle at the I-90 Sprague rest area turned out to be a phone with an alarm going off.

Lincoln Hospital personnel requested a deputy’s presence while treating a 13-year-old girl who had been bitten by a dog.

Reardan Police responded to an unwanted person report in the 100 block of East Railroad Avenue.

Saturday, Feb. 20: A Davenport woman reported being harassed after receiving a phone call, allegedly from Microsoft, offering a virus software program for her personal computer. After using a credit card to pay the $50 requested, she began to believe it was a scam and discovered she was charged $70. The harassment began after she cancelled the transaction with the bank.

A caller reported someone broke into and damaged a locked mailbox on Piper Lane East north of Reardan.

When an 18-year-old Davenport man failed to return home from a skiing trip to Chewelah at the expected time and his mother received an unusual Facebook message from him, searchers discovered he was delayed after losing and trying to find his phone on the mountain.

An Odessa resident reported receiving threatening phone calls.

Deputies investigated a report of six possible gunshots and/or flashes originating from a residence in the 200 block of West Adams Street in Harrington. They were unable to determine what actually occurred there.

Sunday, Feb. 21: A Davenport man filed a complaint alleging neighbors at Mick’s RV Park were revving engines, making noise and had “even come over and asked (him) for tinfoil.”

Responding to the 200 block of West 2nd Avenue. Odessa Police investigated a domestic dispute that included alleged threats to harm one of the people involved.

Feb. 19: Daniel I. Camacho, 22, Moses Lake, arrested by Washington State Patrol for driving while license suspended and having no ignition interlock.

Justus Snyder, 38, Worley, Idaho, confined by the court for first-degree negligent driving.

Thomas D. Baroni, 29, Spokane, held under contract with City of Airway Heights.

Feb. 21: Donald O. Thome, 24, Grand Coulee, arrested by Lincoln County Sheriff’s Office for driving under the influence.

From Feb. 16 to 22, 12 inmates from outside Lincoln County were held in the county jail under contract with the Washington State Department of Corrections.

Criminal Sentencing

Karmaneha Jordan, 44, of Davenport, pleaded guilty Feb. 16 to attempted second-degree assault (amended through plea negotiations from second-degree assault) in connection with a June 28, 2015, incident at a Logan Street residence in Davenport during which a man was “severely” beaten and kicked about the back, ear, mouth and feet with a five-foot stick, a baseball bat and a sling shot. She must serve 45 days in jail and 18 months probation, pay $860 court costs and an undetermined restitution, comply with a no-contact order protecting the victim, and have no firearms or other dangerous weapons. Two other defendants Marlie Lynn Rose and Kevin Curtis Hilliard, offered guilty pleas to fourth-degree assault late last year and received separate sentences.

New Criminal Cases

Charles Edward Pearson, 51, of Spokane and/or Cheney, and Jason Lee Priest, 45, are both charged with second-degree burglary, first-degree theft and first-degree malicious mischief in connection with the taking of more than $5,000 worth of copper conduit, hardware and wire from a building owned by American Tower Corp. on Macabee Road near Sprague between March 1 and May 8 of last year. The property owner estimated the cost of repairing the facility at $33,880. The same charges were previously filed against Corey Lynn Butler, 44, of Airway Heights and/or Spokane; Corey Lynn West, 26, of Airway Heights, Spokane and/or Yakima; Justin Henry Galles, 29, and Patricia Marie Doree (Bruns), 51, both of Spokane.

New Civil Cases

The parents of an 18-year-old Davenport woman who suffers from fetal alcohol syndrome were appointed as temporary full co-guardians on Feb. 9 while the court considers their request to make that designation permanent. The petitioners withdrew a related matter asking that their daughter be identified as a “vulnerable adult” after expressing concern about her associations and the inability of law enforcement to become involved because she is of legal age, unless guardianship is awarded to them.

A Feb. 23 hearing was set to consider a request by Douglas R. Hemmerling, of Odessa, for a domestic violence protection order against Kristina I. Goetz.

The City of Sprague requests the court to declare it acted appropriately to delay fulfillment of a Dec. 8, 2015, public records request from Jeffrey Smith, of Sprague, for materials that may concern a former city employee placed in an envelope marked “confidential” that has remained unopened for more than 10 years. The city requests the court’s permission to withhold release while it consults with a California-based computer forensics firm and for a determination as to what may be disclosed in compliance with the state Public Records Act without the city having any possible criminal liability.
