INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, March 28: A collared pit bull dog was reported to be growling at people outside a store at Eighth and Morgan streets in Davenport. The animal was taken into custody.

A deputy responded to a report of illegal dumping in the 1100 block of Adams Street in Davenport.

A McGregor Co. truck hauling anhydrous ammonia clipped an Avista Utilities power pole at the intersection of U.S. 2 and Hills Road. No leak or danger of one was reported.

A semi-truck traveling east from Wilbur on U.S. 2 was in the process of losing part of its load of poles before being stopped by the Washington State Patrol in Creston, where the load was secured.

A woman told dispatchers that a purse left inside her vehicle at the U.S. 2 Telford rest area was stolen while she used the restroom.

A Davenport woman reported the theft of tools from a pickup truck in the 1600 block of East Main Street.

A caller reported continually hearing the revving of engines without mufflers during both day and night hours in the 500 block of Washington Street in Davenport.

Responding to a caller’s report, a deputy wasn’t able to find the source of loud music with an offending bass sound in the 200 block of Park Street in Davenport. The following day, the woman called again, advising that the music kept her awake, resulting in a migraine headache.

Tuesday, March 29: A caller told dispatchers she had fled to Lincoln County after being held against her will near Four Lakes in Spokane County by a man who refused to let her leave until she had signed away her parental rights on camera.

Wednesday, March 30: A Davenport woman reported receiving an IRS scam call that included a threat she would be sued. Dispatchers took at least two more calls like this during the balance of the week.

Responding to a residence on Euclid Road East in Reardan, deputies placed a woman into custody for domestic assault in connection with a dispute involving her and siblings about making noise while a younger child was asleep.

A pickup truck sustained significant damage after its driver reportedly backed into a semi-truck on Morgan Street in downtown Davenport.

A resident of the Parkwood Trailer Park in Davenport was advised against open burning in violation of city ordinances.

Reardan firefighters battled a controlled burn that got out of control on property near SR 231 and Christman Lane north of Reardan.

Deputies responded to a report of a domestic assault involving a woman and a 17-year-old girl at a residence in the 300 block of Maxwell Street in Davenport.

Thursday, March 31: Responding to a Miles Road residence, Davenport ambulance personnel transported a man who suffered lacerations to his wrist from a chainsaw to Lincoln Hospital for treatment.

A Wilbur woman advised that she received several calls from someone wishing to set up a sprinkler system and from another claiming to be with United Parcel Service asking her if she was at home. She expressed concern about someone possibly trying to find a time to come to the residence while its occupants weren’t there.

Responding to the vicinity of SR 28 and Spinning Road, Davenport ambulance personnel assisted a woman who was in the process of delivering a baby breach.

Deputies learned a stolen credit card was used for a $1.94 purchase at the Davenport Subway restaurant. They assisted Colville Tribal police with the investigation of the theft of the card, two weapons and a chainsaw from a Grand Coulee area residence.

A man reported items were removed from a package he received in the mail from ebay. The empty package, which arrived at the Creston Post Office taped closed, should have contained $325 worth of coins.

Deputies checked into a man’s claim that a Davenport resident’s $1,300 check to purchase a quantity of meat had bounced.

After telling dispatchers that his son’s bicycle had been taken from a backyard in the 200 block of Marshall Street, a Davenport caller found it and explained it had been misplaced.

Two solicitors working with “Endless Marketing” from a white van in the vicinity of Mick’s Auto in Davenport were advised to secure a solicitor’s license from City Hall.

A deputy offered to drive a woman to Airway Heights after responding to a phoned-in report that a woman had been observed going through mailboxes along U.S. 2 east of Davenport.

A deputy assisted a resident of Wild Turkey Lane near Creston with an “increasingly disrespectful” grandson she no longer wanted to have live with her.

A deputy investigated a report that appliances were stolen and “a bunch of vandalism” done to a residence in the 300 block of NW Watson in Creston.

Wilbur Police handled a complaint of a dog running loose in the vicinity of Trinity and Brace.

Reardan Police placed two into custody after responding to a report of a domestic violence assault in the 300 block of North Lake Street.

Friday, April 1: Deputies investigated a possible harassment incident involving residents on Miles Creston Road.

A caller reported seeing a cougar on property near the 1400 block of Adams Street in Davenport.

A 40-year-old man was killed in a motorcycle collision on Devils Gap Road near its intersection with Angels Landing Road north of Reardan. Emergency medical personnel from Reardan, Edwall, Davenport and Wellpinit were dispatched to the scene, as was a MedStar aerial ambulance.

Responding to a caller’s report that a cow was out on SR 28, a deputy found a cow with its head through a fence.

A motorcycle fell over and scratched a U-Haul trailer in the Irby area during the Stumpjumpers event.

A dog chased children in the 100 block of South 1st Street in Almira.

A man being treated at a Moses Lake hospital for injuries to his legs claimed he was assaulted while participating in the Stumpjumpers event in Odessa. According to reports, two men had an earlier verbal exchange. Later, while on his bike, one man was “bear-hugged from behind” and he hit gas pedal, flipping the bike. The injuries reportedly were so severe that the man was flown to Harborview Medical Center in Seattle for surgery.

Odessa Police investigated malicious mischief at the town park after a men’s restroom door was kicked in.

Saturday, April 2: A 53-year-old woman suffered an allergic reaction at a Reardan restaurant and was transported to a Spokane hospital for treatment.

Substantial damage was reported to a motor home at a campsite associated with the Stumpjumpers event in Odessa.

A hunting blind was discovered on land near Ziemantz and Level roads outside Davenport, but the property owner advised that no one had permission from him to be there.

After a Miles Creston Road landowner reported three horses continually come into his wheat fields, the local brand inspector offered to round them up and take them to Stockland Livestock Exchange in Davenport.

A man reported finding six loaded hypodermic needles on the side of U.S. 2 just outside Davenport.

An agitated county jail inmate was aggressive toward corrections deputies, destroyed a mattress, smeared blood and feces and threw several punches to the door and walls of his cell. At one point, officers placed him into a “suicide smock” in an effort to better restrain him.

A caller expressed concern about a man and woman arguing outside Kathy’s Market in Sprague.

An ambulance crew assisted a Stumpjumpers motorcyclist who was involved in a collision about 10 miles outside Odessa on SR 28.

A Sprague resident reported loud music coming from a band playing in the front yard of a residence in the 500 block of 1st Street. The residents agreed to turn down the volume.

A deputy responded to a report of a possible fight at the Stumpjumpers beer garden in Odessa and, in a non-related report, a semi-automatic pistol was found in the middle of the field near Irby.

Searching the Almira area, deputies attempted to locate a woman who allegedly threatened to commit suicide by jumping from a grain elevator.

Sunday, April 3: Trader’s Express in Davenport reported receiving a bad check for $97.69.

Responding to a call from the Hawk Creek area about individuals shooting guns throughout the day, prompting anger from residents, a deputy advised the caller that there are no rules against shooting there. The caller responded that he would contact county commissioners to “get this fixed.”

Three posts and some barbed wire were damaged in what Odessa Police described as a hit-and-run collision at Duck Lake and Desert roads.

Reardan Police checked out a report of a gas leak at the local AgLink, Inc., facility.

A 17-year-old Reardan boy pleaded guilty March 29 to fourth-degree assault (domestic violence) in connection with a March 8 incident at a Railroad Avenue residence that involved a 10-year-old boy. His deferred disposition includes 10 days detention (7 credited as served), 30 hours community service, 9 months community supervision and prohibitions against firearms and the possession and use of alcohol or non-prescribed drugs.

New Civil Case

The court on March 29 denied a petition for a vulnerable adult protection order filed by a Davenport woman on behalf of her 18-year-old developmentally disabled daughter.
