Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, June 27: A Davenport woman reported receiving fraudulent phone calls from someone identifying themselves as with “Children’s Chance.”

Aboard a house boat in the river north of Hawk Creek campground, a caller requested help for a man who experienced breathing difficulties after something lodged in his throat. The problem was resolved prior to sending out emergency personnel.

Someone used a piece of concrete to break out a window at the Odessa Union Warehouse elevator in the 1300 block of Fifth Street in Davenport. Footprints were noticed in the dust showing the building had been entered.

Deputies investigated the theft of a boy’s bicycle from a residence in the 200 block of Sinclair Street in Davenport.

Deputies checked out a possible weapons offense within the City of Sprague.

After a traffic stop at the intersection of U.S. 2 and SR 25 in Davenport, deputies arrested a man in connection with a stolen vehicle case out of Minnesota.

Odessa Police investigated a possible harassment incident involving a local resident.

Someone took fire extinguishers from 10 Odessa school buses and set them off on the football field bleachers.

Tuesday, June 28: Arriving at the Alder Street crossing, Odessa ambulance personnel met a Burlington Northern Santa Fe train with a woman aboard who was suffering “extreme abdominal pains.”

With a deputy’s assistance, Sprague ambulance personnel transported a woman described as “starving” herself to Lincoln Hospital in Davenport, where a mental health evaluation was scheduled to occur.

A marijuana pipe was discovered on the grounds of Lincoln Hospital in Davenport.

Deputies responded to a report of an assault involving two women and possibly alcohol in the 500 block of West 2nd Street in Sprague. One woman said she had been punched in the face. An individual was placed into custody.

Wednesday, June 29: Odessa firefighters doused a fire on the front porch of a residence in the 200 block of North Division.

A Creston man reported the possible theft of a license plate from a pickup truck parked in the 300 block of NE Foster Street.

Water from an irrigation line sprayed onto U.S. 2 just west of Davenport. The property owner was contacted.

Lincoln Hospital personnel treated a 31-year-old woman who had been bitten by her dog at a residence on Hawk Creek Road north of Davenport.

A deputy’s presence was requested to help a potentially “disruptive” individual that Lincoln Hospital personnel desired to seek services at another facility.

A caller shared her suspicions that mail was being stolen from the Sprague post office.

A Sprague woman reported an email scam to which she gave personal information.

Sprague Chevron personnel expressed concern about a man who appeared sober after he asked if it was legal to drink one beer and then drive prior to purchasing a beer, drinking it at the back of the store and driving away. A deputy stopped the man at the I-90 westbound onramp but found no impairment.

Wilbur ambulance personnel assisted two persons who were injured in a one-vehicle rollover collision on SR 174 at Williams Road. The vehicle left the roadway, went into a field and rolled. At least one of the injured occupants was transported to a hospital.

Wilbur Police and firefighters responded to a tree on fire near the 400 block of SE Pope after a semi-truck hit power lines on Brace Street between Regent and Pope, sending out sparks.

A gas hose split while a vehicle’s tank was being filled at the Wilbur AgLink.

Thursday, June 30: Deputies responded to a caller’s report that dogs were running loose on U.S. 2 west of Creston.

A Sprague caller expressed concern about a white Honda Accord he noticed driving slow over several days on SR 23 and believes the driver sped off when it appeared he noticed he was being noticed.

Deputies and National Park Service personnel responded to a report from Spring Canyon campground that two individuals were shoving people from the dock and making threats.

A collision involving a vehicle and deer was reported on U.S. 2 near Neilsen Road in the Almira area. Almira EMTs and Wilbur ambulance personnel were called to the scene to assist someone who was hurt.

National Park Service personnel dealt with a man who had paid the rent for a space at Porcupine Bay campground, left to take a sick daughter home and found the space taken by someone else when he returned.

Friday, July 1: A county jail inmate expressed his displeasure about having fish for dinner by slamming doors and being “disruptive.”

Deputies briefly participated in a pursuit involving their counterparts from Stevens County and the Spokane Tribe that originated on SR 231 and continued on Little Falls Road in Lincoln County. The pursuit ended back in Stevens County when the suspect vehicle wrecked on Elijah Road.

Keys were reported stolen from an old farm pickup truck parked on property adjacent to Knapp Road in the Mohler area.

A deputy assisted National Park Service personnel with a dispute between campers and boaters using the Lake Roosevelt National Recreation Area near Crystal Cove.

Deputies responded to an assault incident reported at one of the units in the Willow Ridge development in Davenport.

Odessa Police responded to a report by a local woman that she had received verbal threats.

Saturday, July 2: A “combative” patient activated a (false) fire alarm at Lincoln Hospital in Davenport. Staff also requested a deputy’s assistance with a patient who reportedly assaulted a hospital employee who told dispatchers he had been punched in the face.

Sustained winds of 15 to 20 mph with gusts up to 35 mph and humidity between 14 and 22 percent combined to bring a “red flag warning” for portions of Lincoln County viewed as especially vulnerable to wildfire.

Someone used spray paint to put vulgar words on the sides and windshield of a vehicle parked near apartments in the 1300 block of Logan Street in Davenport.

Deputies investigated a report of littering after a large and heavy plywood box was found at the approach to SR 23 on Ringwood Road near Sprague.

Illegal dumping of three large garbage bags filled with grass clippings was reported on the side of Peterson Road about 50 yards south of Old Coulee Road.

A deputy investigated the theft of a telescope from guests at the Fishtrap Lake Resort.

A caller asked deputies to check out the source of what seemed to be children’s screams in the Mill Canyon area.

Sprague ambulance personnel and an aerial ambulance from Spokane responded to the scene of an injury motorcycle crash on SR 23.

A Spokane-based aerial ambulance was called in to assist a possibly suicidal woman in Almira who reportedly had “lacerated her throat.”

A caller expressed concern about a fire in the backyard of a residence on Third Street in Harrington. After a deputy arrived, a grate was placed over the fire.

A Sprague caller shared concern about fireworks being set off in the 500 block of West 2nd Street.

National Park Service personnel contacted a group with a campfire on the beach at Jones Bay Point.

Personnel from the National Park Service and Spokane Tribal Police responded to a report of four intoxicated men fighting at Treasure Island, with two taken into custody and held at Fort Spokane for a time. Another man was airlifted to a Spokane hospital for an examination and is believed to have been the aggressor in the fight. At least two Lincoln County deputies were at the ready if needed for assistance.

A boater told National Park Service (NPS) personnel that his watercraft had broken down on a beach near Porcupine Bay.

NPS personnel were called in to the Fort Spokane day use area for a possible assault and a woman reportedly having a seizure.

Sunday, July 3: By the time a deputy responded from his location at Porcupine Bay to a complaint of an “extremely loud” party in the 1000 block of Seven Bays Road, the music had been turned off.

A caller reported seeing a man hit and shatter a window in a van while appearing to be arguing with a female passenger while parked alongside SR 21 just north of Odessa.

Deputies investigated a report of a stolen vehicle originating in the 300 block of East Walnut in Sprague.

A deputy responded to a report of an assault involving two women at an apartment unit in the 1300 block of Logan Street in Davenport, where an individual had been shoved down stairs.

Pain pills were reported missing after someone removed an air conditioning unit and entered through the window of a residence in the 400 block of Marshall Street in Davenport.

Deputies responded after learning that a vehicle had passed two others on the right and continued west through Davenport on U.S. 2 at speeds of 40 mph.

A woman attempting to pick up her children from a Wilbur residence was jarred by the sight of a man holding a gun in the driveway in the 700 block of SE Railroad.

A caller reported a man standing in front of a residence in the 800 block of SW Division in Wilbur staring at the door.

NPS personnel helped move boats on the water near Two Rivers so that a firefighting aircraft could load water for a drop from the air. Elsewhere, they investigated a blaze believed started by fireworks.

Monday, July 4: Creston ambulance personnel transported a man to Lincoln Hospital in Davenport.

Two adult horses and five ponies were observed on U.S. 2 east of Wilbur. The owner was contacted and agreed to retrieve them.

Two deputies responded to a dispute involving two women at a residence in the 1000 block of Twelfth Street in Davenport.

A caller expressed concern about a man kicking dogs he was walking at the Telford rest area on U.S. 2 east of Creston.

The driver of a “recklessly driven” pickup truck, trailer and boat was cited for illegal use of dealer plates after being stopped by deputies on SR 25 about a mile north of Davenport.

For a second time in two days, deputies were called in to mediate a dispute between two men in the 400 block of West 3rd Street in Sprague.

A motor home pulling a boat became disabled and blocked SR 25 just south of the Porcupine Bay turnoff about 11 miles north of Davenport.

A collision involving a vehicle and deer was reported on SR 25 at Harker Canyon Road.

After looking into it, deputies were satisfied a caller’s report that someone planned to set off dynamite in the 900 block of Maxwell Street in Davenport was unfounded.

Deputies took a man into custody after discovering a strong marijuana smell in a vehicle they stopped on U.S. 2 near Creston.

A Davenport woman called in her concern about sparks from fireworks hitting her Park Street home and a nearby field. A separate call from the 400 block of Adams Street reported parts of fireworks falling on tarps on sheds in the area; a responding deputy determined the point of origin to be on Fifth and Washington streets.

Firefighters from Deer Meadows responded to two small spot fires believed sourced in fireworks shot off in the Hawk Creek campground.

Criminal Sentencings

A jury found Samuel Joseph Arrants, 19, of Spokane, guilty on June 9 of attempting to elude a Reardan police vehicle after an officer tried to complete a traffic stop in Reardan on Sept. 5 of last year. The subsequent pursuit concluded on Little Falls Road north of Reardan. His June 21 sentence includes 60 days jail, $800 court costs and $500 attorney reimbursement, a prohibition against having firearms and the revocation of his driver’s license. He testified in his own defense during the two-day trial, which concluded with the jury’s unanimous verdict after about two hours of deliberations. The trial began with defense attorney John Nolette’s objection and unsuccessful request for a mistrial after Arrants was brought into the courtroom in shackles before prospective jurors prior to the finalization of the jury’s membership. Prosecuting attorney Jeff Barkdull countered that a mistrial wasn’t warranted and the judge agreed.

Lola Jean Wilson, 60, of Davenport, pleaded guilty June 28 to one count of residential burglary (amended through plea negotiations from three counts) and three counts of violating a domestic violence protection order in connection with incidents May 21-22 at a residence in the 1000 block of Thirteenth Street. Her sentence includes three months in jail, court assessments totaling $1,210 and a no-contact order protecting the resident involved. The judge agreed to waive reimbursement for her attorney.
