INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, July 25: No one was injured after a vehicle left SR 231 about four miles south of Edwall.

A Mill Canyon Road resident told dispatchers she was “tired” of having to deal with a loose llama that keeps appearing on her property. A responding deputy advised the animal’s owners to keep it on its own property.

A resident of the 1300 block of Logan Street in Davenport reported being harassed.

Odessa Police were advised that a man and woman, neither of whom were invited guests, talked loudly while sitting on a porch in the 400 block of East 2nd around midnight.

Tuesday, July 26: A caller expressed concern about people jumping off the Keller ferry landing dock.

Firefighters from Almira, Wilbur and Odessa were able to contain a field and sage fire near Quirk Road south of Almira to 75 acres.

Wilbur ambulance personnel transported a man suffering a seizure to Lincoln Hospital in Davenport.

Firefighters from Davenport, Egypt, Deer Meadows, Seven Bays and the state Department of Natural Resources battled a lightning-caused field fire on property adjacent to Kokanee Lane.

Paper money was reported missing after a burglary at the Harrington golf course.

The sheriff’s intervention was needed to remove an obstructing trailer from Davenport School District property.

Damage was reported to signage in a construction zone near the intersection of Waukon and Tyler roads. Five signs on metal posts were discovered bent over at ground level, possibly as a result of a recent windstorm.

Someone stole a battery from a vehicle parked on property adjacent to Seven Springs Dairy Road.

Wednesday, July 27: Corrections deputies warned a female county jail inmate not to use pencil lead as eye shadow and a male inmate to stop eating and drinking hand sanitizer.

Semi-trucks were observed running the stop sign at Sherlock and Fourth streets in Harrington.

A man fired a shot in the air in an attempt to scare two individuals from property adjacent to Whispering Pines Drive in the Reardan area which has been plagued with thefts recently.

Responding to the 200 block of South 3rd, deputies investigated an Almira woman’s report that she had been a victim of a domestic assault. A man was placed into custody the following day.

Responding to the 200 block of SW Main, Wilbur Police assisted in getting an 18-year-old woman on medication who had “too much sunlight” to a checkup at Lincoln Hospital in Davenport.

National Park Service personnel responded to a report of a fire on a hillside in the Hume Road area.

National Park Service personnel investigated vehicle prowling that took place at the Grand Coulee Yacht Club.

Thursday, July 28: Lincoln Hospital personnel treated a Davenport man after he was stung by 10 to 12 bees and his ears began to swell.

An ammonia odor was reported from the vicinity of Second and Maxwell streets in Davenport.

A Sprague woman told dispatchers about “multiple houses” in the 600 block of West 3rd having parties, “yelling and making a lot of noise as well as loud music.”

Gaining access through a secured gate, a group of 10 people were fishing without permission from the dock at Seven Bays.

A deputy helped soften the loud music from a party at a residence in the vicinity of Twelfth and Washington streets in Davenport.

Friday, July 29: A collision involving a motor home and deer was reported on Interstate 90 near Sprague.

No injuries were reported as a result of a collision involving a vehicle and truck at Twelfth and Morgan streets in Davenport.

An officer warned a 13-year-old boy to stop driving a golf cart around Wilbur with other kids on board.

A Davenport woman told a deputy her son had been bullied and a cell phone taken by another boy while at the Water Park pool.

Over the past two weeks, 14 gallons of fuel were removed without permission from vehicles parked in the 400 block of West Railroad Avenue in Sprague.

A disabled motor home blocked traffic for a time on the U.S. 2 bridge east of Davenport.

A deputy checked out a report of neglect involving pigs on property adjacent to Redwine Canyon Road.

Wilbur Police assisted on a fire call at SR 21 and Wagner Road.

Despite a caller’s report, a Reardan officer was unable to locate any flames or smoke in the vicinity of Sunset Highway, U.S. 2 and Alexander Road.

National Park Service personnel responded to a report of several campers being reckless on jet skis at Spring Canyon campground and to fireworks being set off near the Keller Ferry campground.

Saturday, July 30: A caller advised that a wheat truck was on fire near the intersection of Dewey Road and SR 23 in the Lamont area.

A caller expressed his suspicions about multiple cars being driven in and out of residential property in the 60 block of Marshall Street in Davenport and several people smoking outside the house during the early morning hours.

Responding deputies and ambulance personnel were unable to locate a vehicle that had been parked at the Black Bear Motel in Davenport with a man who appeared to be passed out while behind the wheel. Before they arrived, the vehicle left, traveling west on Sinclair Street.

A woman was placed into custody after a male caller said he had been hit in the chest at a residence in the 500 block of West 2nd in Sprague.

A Davenport man alerted deputies about powder he discovered in a pickup truck and expressed concern that illegal drugs may be involved and he had no idea how they got there.

The Black Rock fire that began in Grant County spilled over into Lincoln County west of Odessa, resulting in a brief shutdown of SR 28 at Batum Road, where flames were seen on both sides of the highway. Power poles on SR 28 from Batum to the old highway caught fire. An incident command center was set up at the Odessa School.

A deputy warned two women on a dirt bike on SR 28 near Davenport not to ride without a helmet.

A resident of Fisher Road north of Reardan expressed fear he would be attacked by loose dogs in that vicinity.

Wilbur Police responded to a party in the 400 block of SW Lincoln Street, where loud music and a backyard fire were reported.

Sunday, July 31: Odessa ambulance personnel assisted a 66-year-old woman who suffered an ankle fracture while at the local cemetery. An aerial ambulance also was dispatched.

A small fire was quickly doused on property adjacent to Limestone Road west of Edwall.

Sprague ambulance and fire personnel responded to a rollover collision involving a truck and trailer on the westbound ramp into the I-90 rest area. Although no injuries were reported, emergency personnel did have to deal with a small fire that ignited while loading the trailer.

Responding to the 200 block of SE Brace, Wilbur ambulance personnel assisted an 8-year-old girl who was stung in the eye by a bee.

A caller told dispatchers he dropped off a woman and children on the side of I-90 near Sprague after a domestic situation between the two adults.

Thinking someone had shot a hole in the tire of a combine parked on Field Road near Govan Road, a caller requested the assistance of a deputy, who determined the hole actually had been caused by an old rusted iron rod.

Two vehicles collided on Miles Creston Road at Seven Bays, with no injuries reported. A witness told deputies that one of the vehicles failed to stop at a stop sign. Local firefighters were sent to deal with fluid leaking from a vehicle. The roadway was left with a 3-foot gouge in the asphalt.

A small fire was reported in the area of Bly and Gilliland roads in the Harrington area.

Calling from the Hawk Creek area, a woman reported receiving threats against her and her children.

National Park Service personnel assisted occupants of a disabled boat on Lake Roosevelt in the Porcupine Bay area. Those aboard included a baby and a pregnant woman.

July 28: Jason D. Tilson, 29, Almira, arrested by Lincoln County Sheriff’s Office (LCSO) for fourth-degree assault (domestic violence) and felony harassment.

Urie L. Lambert, 41, Arlington, Wash., arrested by LCSO for failing to appear for possession of heroin and use/deliver drugs.

July 29: Phillip M. Wilson, 49, Omak, arrested by Reardan Police for failing to appear for driving while license suspended.

Raymond R. Osborn, 54, Soap Lake, confined two days by the court for fourth-degree assault.

July 30: Max R. Massie, 18, Davenport, confined one day by the court for negligent driving.

Dianne L. Stratton, 58, Sprague, arrested by LCSO for fourth-degree assault (domestic violence).

Lisa A. Wilson, 54, Davenport, arrested by LCSO for failing to appear for second-degree theft and identity theft.

Aug. 1: Gloria B. Endress, 24, Deer Park, confined one day by the court for driving under the influence.

From July 27 to Aug. 1, seven individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections, along with one other under contract with Adams County.

Civil Judgment

Charles Douglas Potts, doing business as Banks Lake Pub, Wilbur, must pay $791.53 in worker’s compensation taxes to the Washington State Department of Labor and Industries.

New Criminal Cases

Jessie Lee Caraway, 31, and Rachel Gayle Newell, 38, both Naches, Wash., residents, are each charged with residential burglary, second-degree burglary and first-degree theft in connection with the taking of about $7,500 in equipment and tools from a residence in the 700 block of South Dayton in Sprague on June 24.

Kevin Erik Warbus, 20, of Omak, is charged with possession of heroin in connection with an April 4 traffic stop on U.S. 2 near Creston.

Kevin Michael Prater, 48, of Sprague, is charged with theft of a motor vehicle and second-degree theft in connection with the June 1 taking of a pickup truck, snow blower, pressure washer, tire balancer, siding, keys, a watch and pistol from the 300 block of East Walnut and the 800 block of West 1st Street in Sprague while the property owner was hospitalized. The total loss is estimated at more than $4,323.

Pamela Kay Lightbody, 39, formerly of Sprague and now living in Spokane, is charged with second-degree assault (domestic violence) in connection with a July 23 incident in Sprague during which a man claims he was assaulted with an 11-inch serrated knife.

Nicholas Pony Rider Ramos, 26, of Nespelem, is charged with second-degree rape and second-degree assault in connection with an April 17 incident at Lakeview Terrace Mobile Home Park in Grand Coulee, after which a 27-year-old woman was found to be “covered from head to toe with bruises and her left arm in a sling,” according to a deputy’s report filed with the court. She claimed to be the victim of sexual assault and suffocation or strangulation.

New Civil Case

Numerica Credit Union, Spokane Valley, seeks an additional $20,429.38 remaining from Peter J. and Cheryl L. Hilzendeger, formerly of Sprague and now living in Ritzville, on a $61,308.08 promissory note. The petitioner received partial payment as a result of repossessing a motor home used as collateral, but it wasn’t sufficient for the entire amount owed.
