INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 24: Deputies responded to a report of a “suspicious male” walking around Edwall and determined he was out looking for a wallet.

A deputy encountered two white cows running down the middle of Bluestem Road.

A caller reported the theft of a generator and other property from a shed and motor home on Hawk Creek Ranch Road.

A Sprague woman told dispatchers someone has been coming onto her property in the 700 block of 2nd Street and causing damage.

Tuesday, Oct. 25: Odessa ambulance personnel transported a 95-year-old woman from Quail Court to Odessa Memorial Hospital.

An Irby Road resident’s report that someone was shooting deer from the road and trespassing on his property was forwarded to the state Department of Fish and Wildlife.

A lane of traffic was blocked as a result of a collision at the intersection of U.S. 2 and SR 21 in Wilbur. The driver was arrested for driving under the influence.

Willows Motel in Wilbur reported damage to a concrete barrier, yard lights and sprinkler lines as a result of someone driving a pickup truck over those items.

Two portable radios, a digital camera and other equipment were taken from a fire chief’s unlocked vehicle in Coulee City. The suspect’s vehicle appeared similar to one reported stolen in Ephrata and may be associated with a burglary between Hartline and Almira that resulted in the theft of numerous firearms.

A Reardan woman reported that an elementary-age boy took a cell phone, dunked it under water and threw it on top of the school roof.

Flashing lights going on and off on a vehicle parked in the 400 block of SE Regent in Wilbur resulted after a cat apparently got inside and touched off the alarm mechanism.

Wednesday, Oct. 26: Deputies investigated a possible case of child abuse in the northwestern portion of the county.

Deputies checked out a Davenport man’s report of cashing a fraudulent check for $250.

Dispatchers learned about a possible domestic assault in the 1200 block of Eighth Street in Davenport.

Davenport ambulance and mental health personnel were on alert after a man apparently attempted a drug overdose in the Edwall area. He was transported to Lincoln Hospital.

Wilbur Mini-Mart personnel reported a man wearing a clown mask was “trying to mess with” them. A responding deputy advised them to stay inside the locked store while he successfully located the costumed man, who had committed no crime.

A Davenport woman requested assistance with loud music playing in the 400 block of Ross Street.

Thursday, Oct. 27: A Seven Bays area resident reported someone continually moves “Hillary for President” signs she’s placed along Miles-Creston Road.

Federal Express personnel reported that company drivers were being harassed while traveling on Johns Rocky Way to make deliveries.

A burglary was reported at the Wilbur Cemetery shed. Two suspects were taken into custody.

A one-vehicle rollover collision was reported on Waukon Road near Sawyer. The driver, who appeared uninjured, told a responding deputy that he had swerved to miss a deer.

An Edwall area caller told dispatchers he had assisted a disabled vehicle stuck in winter wheat adjacent to Telecky Road near Gravelle.

Odessa ambulance personnel assisted a 46-year-old man who was found inside a vehicle feeling that he would lose consciousness. He was transported to the local hospital.

Friday, Oct. 28: Someone cut the lock on the gas pump at the Harrington golf course and took between 30 and 40 gallons of fuel.

A woman was placed into custody after deputies responded to a domestic violence assault in the Sterling Valley area. Initially, authorities were on the alert that firearms may have been involved.

A Creston man reported the theft of campaign signs he placed in the community.

Inland Power and Light Co. requested assistance in locating the driver, believed to be from Odessa, who hit a power pole on Oct. 18-19 so costs of the damage may be recovered.

County Public Works personnel removed heavy rocks that had fallen from a cliff onto Laney Brothers Road near Odessa.

Saturday, Oct. 29: Burlington Northern Santa Fe personnel repaired a broken crossing at Coal Coulee and Stone roads.

A man was taken into custody in connection with a reported assault incident involving a man and woman who were seen fighting outside the Exxon gas station in Davenport.

Deputies were unable to locate two vehicles observed racing and taking corners fast on SR 25 south of Boleneus Road.

Sunday, Oct. 30: Creston ambulance and Lincoln emergency medical personnel transported a 18-year-old woman from Creston to the hospital after she suffered a seizure.

“Multiple fights” were reported during a Halloween party involving alcohol inside the Sprague Community Center. Possibly related was a subsequent report of a stop sign that had been ripped from the ground at E and 1st streets and placed at the local post office.

In separate calls concerning several prowling incidents, three Almira residents reported the theft of several items, including keys, from vehicles parked on 4th, 5th and 6th streets.

An Almira man reported that a check had been stolen from a residence in the 200 block of South 3rd and fraudulently used. Grand Coulee Police took a man into custody after the check was presented at the local Safeway store.

A Davenport woman reported a trailer had been stolen from the 1200 block of Monroe Street.

A white van that a caller believed may have been associated with casing incidents in Edwall was seen on Deking Road. A responding deputy discovered its occupants were playing Pokemon.

A fence was damaged as a result of a one-vehicle rollover collision at Olson Hill and Level roads north of Davenport. The driver was placed into custody for driving under the influence.

Odessa Memorial Hospital personnel requested local police assistance with a man who continually comes to the hospital and wanders around without any medical justification for doing so.

Odessa Police verbally warned three juveniles found atop the water tank south of town that they were trespassing.

Oct. 25: Twyla G. Walker, 38, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for driving under the influence.

Lisa A. Wilson, 55, Davenport, confined 120 days by the court for possession of methamphetamine.

Tracy M. Bear, 39, Spokane, arrested by LCSO for failing to appear for driving while license suspended.

Oct. 27: Anthony J. Weber, 34, Reardan, arrested by LCSO for failing to appear for driving while license suspended.

David E. Richards III, 26, Spokane, confined 10 days by the court for failing to appear for driving while license suspended.

Richard Dean Manley, 57, Coulee Dam, arrested by LCSO for second-degree burglary.

James Edward Goodlake, 23, Grand Coulee, arrested by LCSO for second-degree burglary.

Oct. 28: Annamarie Bennington, 31, Everett, Wash., arrested by LCSO for first- and second-degree criminal trespass.

Kisona Mailoto, 50, Creston, arrested by LCSO for fourth-degree assault (domestic violence).

John W. McKinney, 52, Creston, arrested by LCSO for failing to appear for fourth-degree assault (domestic violence).

From Oct. 24 to 28, 12 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections.

Criminal Sentencing

Lisa Ann Wilson, 55, Davenport, pleaded guilty Oct. 18 to one count of possession of methamphetamine (a second count was withdrawn as a result of plea negotiations). Her sentence includes 120 days jail (concurrent with a District Court sentence for driving under the influence and with credit offered for time served), 12 months probation, $800 court costs, chemical dependency evaluation and treatment, and prohibitions against possession and/or use of firearms, alcohol, non-prescribed drugs and marijuana. The matter involved incidents on March 26 of this year.

Civil Judgment

An abstract of a Snohomish County judgment awarding Columbia State Bank $453,340.15 principal, $1,460 attorney fees and $20.05 costs from respondents Shortgo Guys and Guy and Maxine Willett was filed with Lincoln County Superior Court.

New Criminal Cases

Andy Aaron Colt, 43, Davenport, is charged with three counts of delivering hydrocodone and two counts of delivering methamphetamine within 1,000 feet of a school bus stop in connection with incidents in June, July and August of this year.

Justin Robert Derby, 30, Spokane, is charged with attempting to elude a pursuing police vehicle, possession of a stolen vehicle and two counts of second-degree malicious mischief in connection with an Oct. 22 pursuit on U.S. 2, Rambo and Cottonwood roads that ended in a wheat field, where the vehicle got stuck. A foot chase ensued along with the use of tracking dogs to find the suspect hiding in a gully. Damage occurred to the stolen vehicle and the field

New Juvenile Offender Matter

Jurisdiction was transferred from Cowlitz County to Lincoln County for Gunnar William Tikka, 15, who pleaded guilty Oct. 18 to second-degree incest and fourth-degree assault with sexual motivation. He is required to register as a sexual offender, pay $200 court assessments, complete counseling, 12 months community supervision and 21 days confinement (credited as served). He is prohibited from possessing or using firearms.

New Civil Cases

Pavel Z. Zubarev, of Renton, Wash., and/or Spokane County, filed an appeal to Superior Court of a state Department of Licensing order, upheld by a departmental administrative law judge, that resulted in revocation of his driver’s and commercial licenses after he was arrested by the Washington State Patrol in September 2015 for driving under the influence on U.S. 2 near Wilbur. Originally filed in Spokane County, the DOL successfully obtained a change of venue to Lincoln County, arguing that the incident occurred here.

Alleging the Adams County Jail violated the state Open Public Records Act in supplying what he claimed was incomplete information about how sentences are computed, Donald R. Hunt, a state Department of Corrections inmate housed in Coyote Ridge Correctional Center at Connell, filed litigation seeking the information and asking that Adams County pay fines as well.

Estate of Frank Albert Holy, who died June 6, and Jacqulyn Mary Holy, who died April 11; both were Idaho residents at the time of their deaths.
