Council hears apartment updates

Updated six-year street plan approved

DAVENPORT — City council heard updates on apartments being built in the former Black Bear Motel location and approved an updated six-year street plan at a regular meeting Wednesday, Feb. 28.

Before council unanimously approved a conditional use permit at 30 Logan Street to convert the Motel into apartments, Nathan Winch of RGNW Investments LLC answered questions on the units.

The 265-square-foot rooms will undergo interior remodeling only. The conditional use permit had been unanimously approved by the city planning commission Wednesday, Feb. 21.

“We’re going to put together good, clean buildings,” Winch said. “It will be something you can be proud of…I have zero tolerance for inappropriate living.”

As required by state RCW, council approved the street plan with various goals for citywide projects between 2024-29. City administrator Steve Goemmel said none of the projects have received funding.

The proposed projects and hopeful funding sources include:

• Constructing a bridge on First Street from Park to Merriam Streets. Estimated cost of $2 million with grant funding.

• Constructing sidewalks and crosswalks on U.S. Highway 2. Estimated cost of $125,000 with grant funding.

• Reconstructing Logan Street from Sixth to Eighth Streets. Estimated cost of $680,700 with grant funding.

• Chip sealing gravel roads. Estimated cost of $30,000 with city funding.

• Crack filling Adams Street from First to Third Streets. Estimated cost of $20,000 with city funding.

• Overlaying Marshall Street from Seventh to 12th Streets. Estimated cost of $394,500 with grant funding.

• Reconstructing Marshall Street from First Street to city limits. Estimated cost of $109,600 with city funding.

• Reclassifying McInnis Road and Fitness Lane. Estimated cost of $10,000 with city and county funding.

• Overlaying First Street from Main to Marshall Streets. Estimated cost of $150,000 with city funding.

• Reconstructing Third Street from Morgan to Lincoln Streets. Estimated cost of $750,000 with grant funding.

• Constructing a truck route from Third Street to 12th Street. Estimated cost of $1.5 million with grant funding.

• Reconstructing Morgan Street from Second Street to city limits. Estimated cost of $435,700 with grant funding.

• Reconstructing Merriam Street from First Street to city limits. Estimated cost of $109,700 with city funding.

• Reconstructing Wheatland Road from Lincoln Street to city limits. Estimated cost of $410,900 with private funding.

• Reconstructing First Street from Highway 2 to Park Street. Estimated cost of $250,000 in grant funding.

• Crack filling First and Second Streets from Main to Adams Streets. Estimated cost of $25,000 in city funds.

• Constructing a sidewalk on Seventh Street from Highway 2 to Logan Street. Estimated cost of $65,000 in grant funding.

In other council business, Goemmel said Patrick O’Rourke requested a 1-year extension on the Hillcrest Plat north of the city. Council first heard of the Plat plans five years ago, leading to the extension ask requirement.

That request was unanimously approved by council after like approval from the planning commission a week prior.
