INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 23: Ambulance personnel from Wilbur, Creston and Almira were paged to the 10 block of NW Raymond in Wilbur to assist a man experiencing breathing difficulty.

An Almira man told dispatchers that he had been told someone was on the way to his residence to shoot him. A responding deputy determined the concern was unfounded and that some mental health issues were involved.

Three dogs were involved in a fight in Wilbur, with one described as “bleeding really bad and getting beat up by the other two.” A veterinarian was consulted.

A house caught fire in the 35700 block of Scharff Road East in Davenport.

Calling about a burglary in the 200 block of West Main, a Harrington woman told dispatchers she was missing her wedding ring and other jewelry valued at about $1,000, along with a quantity of prescription medications.

A resident on Upper Road North in Deer Meadows reported hearing gunshots for the second time in a week.

A door to the office of Hill Crest in the 700 block of SW Broadway Street in Wilbur was broken in what appeared to be an attempted burglary there. A caller reported seeing “odd people” in the parking lot looking into car windows and that items were missing from the facility’s common room.

A Wilbur man expressed his concern about a vehicle traveling slowly through an alley in the 100 block of SW West Street.

Someone slashed a tire on a vehicle in the 20 block of East 5th in Odessa.

Tuesday, Oct. 24: Reardan EMTs and Wellpinit ambulance personnel responded to the scene of a vehicle rollover collision on Bull Run Road East.

Deputies investigated a possible no-contact order violation reported by a Wilbur woman.

A Wilbur woman reported her bank credit card was fraudulently used for two transactions totaling about $47 and that the bank had interrupted a third attempt.

Responding to the Willows Motel in Wilbur, a deputy facilitated the removal of a guest who was harassing others.

An ambulance transported a man who was “acting strange and incoherent” at the Big Bend Golf and Country Club from Wilbur to Lincoln Hospital in Davenport.

Wednesday, Oct. 25: Wilbur firefighters extinguished a fire inside a dishwasher at Big Bend Golf and Country Club.

Davenport firefighters responded to a furnace fire at a residence in the 500 block of Merriam Street.

Odessa Police investigated the reported theft of a boy’s bicycle from the 100 block of East 3rd Avenue.

Odessa Police responded to a residence on East 4th Avenue to investigate a harassment report.

Reardan Police were on the alert for a southbound van traveling “all over the road” on SR 231. Its occupants may have been involved in a domestic incident.

National Park Service personnel determined that a burglar alarm in a women’s restroom at the Fort Spokane district office had been set off by insects.

Thursday, Oct. 26: Stopped at U.S. 2 and Virgil Road by a deputy for speeding, a driver explained he was “sorry” for speeding, but that he was trying to escape three men in a pickup truck he felt were pursuing him in Wilbur.

Odessa ambulance personnel assisted an elderly woman with diabetes issues who was found laying on a sidewalk in the 500 block of South Alder.

Friday, Oct. 27: A caller advised dispatchers that he had been forced into the ditch and that rocks were sprayed on his vehicle by an erratically driven pickup truck on Hawk Creek Ranch Road.

Farm equipment being towed by several vehicles was hitting power lines on Valley Road from its intersection with Rocklyn Road. A responding deputy caught up with the vehicles at Knack Road.

A collision involving a vehicle and deer took place on U.S. 2 near the Lincoln County Transfer Station west of Davenport.

Another vehicle vs. deer collision occurred on SR 174 just north of Wilbur.

Odessa Police investigated a report of vandalism at the O.

Saturday, Oct. 28: Sprague firefighters were paged after dispatchers received a report of a vehicle on fire along Interstate 90. A responding Washington State Patrol trooper wasn’t able to confirm the report.

Someone went through a man’s pickup truck and apparently took a chain saw from a nearby garage in the 100 block of NW Watson in Creston.

A caller expressed concern about two men, one wearing a pink reflective vest and the other a yellow one, “doing something” at the grass line outside the sheriff’s office in Davenport.

A caller phoned in concern about three “suspicious” men wearing dark sunglasses and hoodies while occupying a tan SUV and looking in the area of US Bank at the intersection of U.S. 2 and SR 231 in Reardan.

A Harrington High School student reported her vehicle apparently had been broken into, damaged (as if it had been in a collision) and moved from the school to a nearby grain elevator.

At least one vehicle struck rocks someone had apparently stacked across SR 28 just south of Davenport. A responding deputy cleared the debris and speculated the rocks had fallen from a truck.

Sunday, Oct. 29: Reardan EMTs and Davenport ambulance personnel checked on a woman in her 90s who called a woman who told dispatchers that “the only time she calls me is for a medical emergency.”

A responding deputy intercepted a vehicle clocked at more than 90 miles per hour on SR 28 between Harrington and Davenport.

A deputy spoke to the driver of a vehicle that was left running with a child alone inside while parked in the Davenport Safeway parking lot.

Creston ambulance personnel transferred an 80-year-old woman who may have suffered a stroke to a LifeFlight aerial ambulance crew at a landing zone at the U.S. 2 Telford rest area.

A Creston caller reported the theft of tools from a garage in the 500 block of Adams Street.

A caller reported the theft of a pump and motor from property on Bergeron Road about a half-mile west of SR 231 in the Reardan area.

A man was arrested for driving under the influence after a vehicle collision resulted in a transformer fire on the I-90 median near Sprague. Among those responding were personnel from Avista Utilities, Inland Power and Light Co., the Washington State Patrol, a sheriff’s deputy and Sprague firefighters

Oct. 23: Jamin A. Moores, 40, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for failing to appear for possession of a controlled substance and a physical control violation.

Oct. 24: Gregorio J. Cenerazzo, 59, Spokane, arrested by LCSO for possession of a controlled substance.

Curtis J. Minatani, 19, Coulee City, arrested by LCSO for driving while license suspended.

Oct. 25: Nanette J. Stoaks, 42, Sprague, arrested by LCSO for failing to appear for disorderly conduct.

Oct. 26: Terrence L. Johnson, 44, Spokane, arrested by Reardan Police for failing to appear for driving while license suspended.

Oct. 29: Justin J. Anderson, 22, Missoula, Mont., arrested by LCSO for driving under the influence.

From Oct. 23 to 29, 12 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections, and one for the Kalispel Tribe of Indians.

Criminal Sentencings

At the conclusion of a one-day trial on Oct. 18, a jury found Gregg Allen Loughbom, 58, Seven Bays, guilty of delivering methamphetamine near a school bus stop and conspiracy to deliver methamphetamine. Jurors returned a not guilty verdict on a charge of delivering acetaminophen and hydrocodone. His Oct. 24 sentence included 40 months in prison with credit for time served, payment of $800 court costs, completion of 12 months community custody and a chemical dependency evaluation and recommended treatment. He also is prohibited from possessing or consuming any non-prescribed drugs. The charges involved crimes in December 2016 and January of this year in the 100 block of Main Street and the 500 block of Ross Street in Davenport.

Mitchell Scott Anderson, 29, Davenport, pleaded guilty Oct. 24 to two counts of possession of controlled substances (oxycodone hydrochloride and buprenorphine hydrochloride) in connection with an April 17 incident in the 1300 block of Logan Street in Davenport. His sentence includes 30 days in jail, 12 months community custody, payment of $800 court costs and $500 public defender reimbursement, and completion of a substance abuse evaluation and recommended treatment. He also is prohibited from possessing or consuming non-prescribed controlled substances.

Civil Judgments

Douglas E. and Robin L. Nachtigal, doing business as Let Er Brew in Davenport, must pay tax obligations totaling $1,479.92 to the Washington State Employment Security Department.

In an unlawful detainer case handled by Dan B. Johnson as judge pro-tempore, Jim Wright and Nicole Gilmer must pay a default judgment of $1,385 in back rent and surrender an apartment in the 1300 block of Logan Street in Davenport to Mark A. Faulkes, doing business as Faulkes Properties.

In a transcript of an Aug. 30 Spokane County Small Claims Court judgment filed with the Lincoln County court, Daniel M. Ray must pay $439 to petitioner Kelley M. Moore of Spokane.

Jessica A. Torres, Odessa, must return $1,139.89 in overpaid benefits to the Washington State Employment Security Department.

EBC, of Davenport, must pay a $1,050 construction compliance penalty to the Washington State Department of Labor and Industries.

New Criminal Cases

Henry Lee Odell, 47, Medical Lake, is charged with two counts of second-degree theft in connection with the acceptance of a $3,000 payment to pressure wash and paint residences in the 600 block of Eleventh Street in Davenport and the 24800 block of Gravelle Road without doing the work, and the taking of his employer’s pressure washer and $1,711 worth of paint. The alleged crimes occurred between Aug. 4 and Sept. 17 of this year.

Nicholas Dan Henderson, 36, Davenport, is charged with third-degree assault (of a law enforcement officer) in connection with an Oct. 2 incident during which Lincoln County Sheriff’s deputy Chad Cunningham, who was responding to a burglary report at the “Safeway Apartments” (1300 Logan Street) in Davenport, claims the defendant lunged at him and swung a car door towards him.

New Civil Case

In an unlawful detainer matter, the U.S. Department of Veterans Affairs, Nashville, Tenn., wants Mark Gossett to vacate property at 104 North First Street in Harrington that was purchased by the petitioner at a July 28 foreclosure sale.
