    Carol Jean Costlow passed away on January 17, 2017 in Odessa. She was born February 20, 1943 in Tacoma, Wash. to Vanner and Irene Stone. This award, named after the Wright Brothers of early aviation fame, is to recognize individuals who have exhibited skill, professionalism and aviation expertise for at least 50 years piloting an aircraft.     Our story last week on the fire that destroyed the home of John Hilty was incorrect on a couple of minor points. Hilty had started out for Moses Lake that morning, but the roads were bad, and he said he just had a feeling he ought to go home. And he did.     The East Columbia Basin Irrigation District has announced that it will begin filling the East Low Canal for the 2017 irrigation season on Tuesday, March 21, 2017. The East Low Canal serves the Moses Lake, Warden and Othello areas of the East Columbia Basin Irrigation District and the Connell (Block 18) area of the South Columbia Basin Irrigation District.
