    The 46 precincts in Lincoln County contain 7,090 registered voters. A total of 5,930 ballots were counted for a voter turnout of 83.64 percent. The final ballot count will take place November 29 at 3:30 p.m., and the election will also be certified on that date.     Last Friday in another home game in Odessa, the Titans played Entiat, winning 72-16. Titan quarterback Colton Hunt was still sidelined with a sprained ankle. Freshman backup QB Camden Weber stepped up and led the Titans to another lopsided victory.     Jeff Wehr, a science teacher at the Advanced STEM Research Laboratory at Odessa High School was awarded a $500 Classroom Grant from Northwest Professional Educators, the state's only non-union professional teacher association.     The Veterans Day dinner served up by a group of volunteers was enjoyed by a good crowd in the social hall of Heritage Church last Friday evening. The cooks prepared roasted turkey, stuffing, mashed potatoes and gravy, while the guests provided potluck salads, side dishes and desserts.
