INCIDENT LOG

Monday, Jan. 7: Harrington ambulance personnel transported a 51-year-old man suffering chest pains to Lincoln Hospital in Davenport. Reardan EMTs and Davenport ambulance personnel assisted a 53-year-old man with a history of seizures who was not feeling well.

A snowstorm forced schools throughout Lincoln County to close for the day. Several slide-offs were reported on state highways and county roads in Lincoln County. A county snowplow was reported on its side on Kiner Road just south of Christensen Road. Dispatchers took other reports of vehicles stuck in the snow, including a truck and trailer that blocked the south entrance to Stockland Livestock Exchange in Davenport.

A Davenport woman reported a mailbox had been placed in her yard in the 800 block of Main Street without her permission; the parties agreed it would be moved in the spring.

Three individuals, including two young children, were seen at Lincoln Hospital after a two-vehicle collision at the intersection of Morgan (SR 2) and Harker streets in Davenport. One driver had trouble seeing over a large snow pile and pulled out onto Morgan, T-boning an eastbound vehicle, the driver of which suffered burns on her hand from an airbag that engaged.

Another "your grandson is hurt in Mexico and needs money" scam phone call was reported by a local woman, who said a relative had wired $2,500 in response to a similar call last year.

Deputies checked whether a driver who appeared asleep at the wheel of a parked, but running, truck at LaFollette and Williams roads was intoxicated.

A Davenport woman asked for assistance with an adult daughter described as "being out of control."

A deputy advised a boy and girl in a vehicle parked at Mountain View and Leffel roads near Davenport to "go home."

Tuesday, Jan. 8: Wilbur ambulance personnel assisted a man suffering stomach pain. Reardan EMTs and Davenport ambulance personnel assisted a 30-year-old woman who slipped on ice in the vicinity of Tramm Road, and a man who had "severe abdominal pain" near the intersection of Lake Street and Broadway Avenue (SR 2).

A caller told dispatchers that state snowplows were driving too fast on Morgan Street in Davenport.

A truck got stuck on ice at the Larrabee Street railroad crossing in Edwall, partially blocking the tracks. Initial efforts to get it moving were unsuccessful, prompting a request to the county Public Works Department for a sand truck to come and provide traction.

Odessa Police handled a complaint from the 400 block of South Division about a dog that keeps getting into a resident's backyard.

Wednesday, Jan. 9: A caller reported a man clad in a light sweatshirt was kneeling in snow on the side of SR 2 east of Oehlwein Road.

Deputies were told of threats allegedly made by a juvenile against a doctor at the Davenport clinic.

Lincoln Hospital personnel reported a man had started to "hang out" in areas with low staffing during evenings and weekends.

A Davenport man reported receiving a threatening phone call concerning papers recently filed in court.

Deputies attempted to locate a man with possible mental health issues who had an encounter with residents in the Lincoln area.

Reardan Police investigated the theft of cigarettes from the R-Store, possibly involving two juvenile boys.

Thursday, Jan. 10: Reardan EMTs and Davenport ambulance personnel assisted an elderly man who fell, lost consciousness and had difficulty breathing.

Two broken windows were reported at a building at Mountain View Cemetery near Davenport.

A deputy helped a man who had fallen in the parking lot at Cottonwood Springs apartments in Davenport on Ross Street.

Dispatchers took a report of threats made against a woman at an Edwall residence, with a gun possibly involved.

Davenport ambulance personnel assisted an elderly man in the 600 block of Seventh Street.

A boned deer carcass found along SR 231 near Reardan may be evidence of poaching in the area.

A deputy gave a courtesy ride to Harrington to a man who appeared to be trying to stop vehicles on SR 23 about two miles north of Sprague.

Friday, Jan. 11: Elliott Motors personnel in Davenport reported that door and vent windows in a pickup truck had been broken out. Elsewhere, several mailboxes were knocked from their posts in the 800 block of Twelfth Street and a light post at the end of a sidewalk in the 900 block of Eighth Street was damaged. Investigators explored a possible link between the three incidents.

A caller told dispatchers about two loud booms he heard from the vicinity of SR 231 and Fisher Road.

A hit and run collision was reported at Fourth and Alder in Odessa.

Along SR 231 north of Reardan, deputies recovered a vehicle that had been stolen from Spokane on Jan. 6.

A resident of the 1000 block of Park Street in Davenport reported her fence was damaged by a vehicle.

A caller told dispatchers about a direct draw from her bank account to Sprint, with which she doesn't do business.

Lincoln Hospital personnel treated a 16-year-old girl who had been bitten by a dog.

Firefighters checked out a reported smoke odor from a house in the 20000 block of Crick Road North.

A caller from the Harrington area reported seeing blue and red lights flashing in the sky and asked dispatchers about a phone number to report UFOs.

Saturday, Jan. 12: Sprague ambulance personnel assisted a woman complaining of severe pain on her right side.

Deputies were advised that a vehicle and tools had been stolen in Stevens County near Two Rivers Casino and could go through Lincoln County on the way to Spokane.

A caller reported a mailbox stolen from the 30000 block of Hawk Creek Road.

Officers responded to a reported assault involving a man and woman in the 300 block of Aspen Street in Reardan.

Deputies responded to a domestic situation in the 900 block of Adams Street involving a Davenport man and his 20-year-old son.

Sunday, Jan. 13: A caller told dispatchers someone was firing a shotgun at birds from a pickup truck on Sobeck Road.

A resident of the 900 block of Morgan Street in Davenport reported that three intoxicated men came inside and broke a TV and desk.

Civil Judgment

Columbia Grain, Inc., an Oregon-based business, won a $320,308.03 judgment against Inland Empire Oilseeds, Inc., of Odessa, for money claimed owed for purchases of canola seed, and an injunction to prevent the latter's dismantling, selling or dissipating business assets and equipment of $1,000 or more in value, outside the normal course of business, or compensating beyond normal wages without prior knowledge and approval.

New Criminal Cases

Charles Reuben McNeil, 27, and David Allen Flinner, 48, both of Creston, are charged with second-degree theft of a motor vehicle in connection with a Nov. 18, 2012, incident during which a van, later listed as stolen, was removed from a Creston area property without the owner's permission.

Anthany Allen Hoskinson, 18, of Odessa, is charged with 10 counts each of second-degree burglary and third-degree malicious mischief, along with one count each of third-degree theft and vehicle prowling. The charges stem from activity on Nov. 12, 2012, at the Odessa school bus barn and concession stand, along with at least seven food booths at the community hall, and damage to a fire department flatbed truck.

New Juvenile Offender Matters

A 17-year-old Keller boy is charged with fourth-degree assault in connection with a Dec. 3, 2012, incident at Wilbur High School involving a 16-year-old girl.

A 17-year-old Davenport girl is charged with two counts of third-degree malicious mischief in connection with Jan. 4 and 6 incidents during which damage occurred to walls, doors, furnishings and appliances inside a Davenport residence.

Capital One Bank (USA) seeks payment of $7,406.91 claimed owed as of March 26, 2012, on a credit account from David L. and "Jane Doe" Parsons.

Spokane Merchants Association seeks payment from David V. and Lorrie Bell, of Ford and Reardan, doing business as Dave Bell, Inc., of $4,601.93 claimed owed to Empire Wood Products/Windsor Plywood, of Spokane, for materials purchased and delivered in July 2007.
