Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff's Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, July 21: White foam was observed coming from the top of a Burlington Northern train car traveling near SR 23.

Cash was reported missing as a result of a burglary at a residence in the 2700 block of SR 28 in Odessa.

A Davenport woman reported a fraudulent charge on a credit card.

An Almira man described six phone calls from someone claiming to be associated with Publishers Clearing House offering to exchange money, a pickup truck and gas card for the transmission of $500 to PayPal.

A Davenport woman reported a $267.78 fraudulent charge from California on her debit card.

A collision involving a soda pop delivery truck and another vehicle took place outside Kathy's Market on West 1st in Sprague.

A Davenport woman reported the theft of $300 cash from an apartment unit on West Logan Street.

A caller reported seeing a woman hitting using a metal pole to hit (and kill) a dog in the Porcupine Bay area.

A Harrington man reported vandalism to a car windshield in the 300 block of Sherlock Street.

A deputy warned five teenagers not to ride all-terrain vehicles on a street in Deer Meadows north of Davenport.

Wilbur Police responded to the 200 block of SE Milmont where stolen property may have been discovered.

Tuesday, July 22: A Davenport woman reported her small dog was bitten by a rattlesnake.

A man observed sitting on the U.S. 2 fog line near Wilbur told a deputy that he was chased by a cougar.

A Davenport man was examined at Lincoln Hospital after his vehicle spun out and left the roadway near the McGregor Co. outlet west of Wilbur.

Deputies responded to a report of a break-in at a residence on Logan Street across from the county courthouse in Davenport.

Inland Power and Light Co. personnel joined firefighters responding to a structure fire on Kupers Road North.

Odessa Police responded to a woman's report of finding a suspicious item, possibly a marijuana pipe, in her backyard in the 200 block of South Fairway Street.

Wednesday, July 23: An Inland Power crew dealt with a down power pole on Petrie Lane off Porcupine Bay Road.

Firefighters from Reardan, Edwall and Davenport responded to a structure fire near Bald Ridge and Tamarack Canyon roads. Water tanker trucks were requested from the McGregor Co. and Crop Production Services. Inland Power workers dealt with down power lines.

Reardan firefighters and Avista Utilities personnel responded to a fire near the intersection of SR 231 and Moore Road.

County Public Works personnel cleared trees that had fallen across the roadway at Hume and Miles Creston roads and at South Wind Drive and Seven Bays Road.

Inland Power personnel handled a down power line at Underwood Canyon and Copenhaver roads.

A 43-year-old woman was injured in a one-vehicle rollover collision on Harrington Tokio Road. After emergency personnel removed her from the vehicle, she was transported for treatment at Lincoln Hospital.

An Odessa man requested local police to remove two unwanted people from his residence in the 100 block of South 4th Street. Odessa ambulance personnel took the man to the local hospital to be examined for back pain that had prevented him from getting out of bed.

Thursday, July 24: Credit card machines in Davenport were affected by a major interruption in Internet and email service from CenturyLink.

Someone rook a receiver hitch and ball from a man's pickup truck parked outside Davenport Family Foods.

A caller reported that a truck and flatbed trailer traveling at excessive speed on SR 25 passed her vehicle and threw rocks all over it.

An Odessa woman told dispatchers she was almost run off the road by another vehicle traveling too fast on King Ranch Road.

MedStar air ambulance and Creston firefighters were among those responding to a report of an injury collision involving an all-terrain vehicle in the Swanson Lake area.

Deputies checked on a possibly illegal thin wire fence in the alley between Merriam and Marshall streets in Davenport.

Two Chihuahua dogs reported missing by a Creston man were found.

A "suspicious" looking man who apparently had spent the night outside a residence along SR 231 North was observed sitting and waving at passing vehicles for a few hours. A deputy gave him a "courtesy ride" to Ford.

A Davenport man reported finding the remains of what appeared to be a smoke bomb on the trunk of a car parked outside a residence in the 1200 block of Fifth Street. A responding deputy determined the material was actually seeds and bird excrement - and could easily be cleaned off.

Deputies responded to a complaint of loud music from a residence on Fourth Street, north of Harrington's fire hall.

A bell sounded at the Sprague school.

Friday, July 25: Cows were reported loose in a neighboring wheat and corn field in the vicinity of Moore and Fisher roads near Reardan.

A caller reported his boat had been stolen from property adjacent to SR 174 near Grand Coulee and a note left on his door indicating it had been repossessed. The man said he didn't owe anything.

Two vehicles were observed racing on SR 25 between Porcupine Bay and Fort Spokane.

A woman told deputies her vehicle was sideswiped and damaged by another vehicle while traveling on U.S. 2 near Tramm Road east of Reardan.

Extensive damage resulted after a pickup truck got stuck in a boat launch at Sprague Lake.

Alcohol was believed to be involved in an assault incident involving two young men in the 900 block of Morgan Street in Davenport. Deputies placed one of the men in custody the following day when he allegedly attempted to enter the house in violation of an anti-trespassing order.

Reardan Police were summoned when a neighbor's pit bull dog appeared in someone else's yard in the 300 block of North Cedar, prompting a woman to keep her children inside the house.

Saturday, July 26: Emergency personnel from Reardan, Edwall and Davenport assisted a 95-year-old man who lost consciousness while working in his yard.

A truck leaked ammonia while parked at Crop Production Services in Davenport, resulting in a strong odor that prompted a woman to call in a report to the sheriff's office.

A Davenport woman requested help in removing a dead cat that was just out of reach in her yard in the 1600 block of Main Street.

Corrections officers discovered contraband tobacco in a cell door at the county jail.

A caller reported hearing screaming and yelling from a residence in the 300 block of Third Street in Harrington.

Personnel at Alibi Spirits in Wilbur reported a man had punched holes in a wall there.

Responding to the 200 block of SE May Avenue, Wilbur ambulance personnel assisted an 18-year-old man experiencing breathing difficulties and "stabbing pain" in his chest.

Responding to a fireworks incident in the 400 block of East 3rd Avenue, Odessa Police arrested an Oregon man on a marijuana-related warrant from Skamania County, Wash.

Sunday, July 27: A vehicle got stuck in tall grass along SR 23 and Lords Creek Road in the Sprague area.

Deputies responded to a verbal dispute, with the threatened use of a firearm, over the sale of a deceased man's possessions in Creston.

A vehicle occupied by three young men "messing around" on Circle Road north of Reardan ended up in a ditch with two blown tires.

A responding deputy determined that a marijuana grow in the 800 block of Park Street was for medical purposes and proper.

A woman who fell from a horse on property near SR 28 and Bluestem Road was transported to Lincoln Hospital for treatment of a leg injury.

Firefighters from Edwall and Reardan responded to a small brush fire behind a residence on Tramm Road North.

Deputies responded to a report of several young boys throwing garbage around the Davenport city park and threatening other children there.

A man traveling from Grand Coulee to Spokane said he was chased by as many as 10 persons on motorcycles between Inchelium and Wilbur. In connection with this case, a man was taken into custody by Wilbur Police for making a false report.

Firefighters from Davenport and Harrington responded to a haystack fire started by a transformer on Rocklyn Road. The McGregor Co. and Crop Production Services offered use of their water trucks. Inland Power and Light Co. personnel also were involved.

Emergency personnel responded to the 1000 block of Sixth Street in Davenport to assist a 40-year-old man who may have overdosed on medications.

An Odessa woman told police about a man on a bicycle who made a rude comment to her while riding in the 300 block of South Alder Street and another man who watched her from a car parked near the municipal pool.

Responding to the 500 block of North Lake Street, Reardan Police arrested a man who allegedly threatened to shoot a woman in the face.

Criminal Sentencings

John Russell Hicks, Jr., 30, Odessa, pleaded guilty July 15 to fourth-degree assault with sexual motivation and third-degree assault (amended through plea negotiations from second- and third-degree rape and indecent liberties). He must serve 90 days jail and three years probation, pay $600 court costs and the initial expenses of a sexual offender evaluation (due back to the court on Sept. 9), and comply with a protection order to prevent contact with the victim, now 23 years of age. The charges are connected with incidents in Odessa on Feb. 16-17, 2013.

Jamie Ray Williams, 27, Nespelem, pleaded guilty July 22 to possession of methamphetamine. His sentence includes nine months in jail (70 days credited as served), 12 months probation, in-patient substance abuse treatment counting as jail time, $800 court costs and attorney fees to be determined. He is prohibited from possession firearms and non-prescribed drugs. The charge was filed after a Sept. 19, 2013, traffic stop by Reardan Police.

Civil Judgments

Determining insufficient evidence for domestic violence, the court on July 22 denied a request by Edna E. Swiger, of Davenport, for a protection order against Kenneth J. Swiger, but did make provision for the latter to retrieve his possessions without having contact with the former.

American Express Centurion Bank was awarded a $3,221.49 default judgment against John and Sherry Diviney, of Davenport, on July 22. The case involved unpaid credit card debt dating from November of 2011.

New Criminal Case

Harry David Lashbrook, 50, whereabouts unknown, is the fourth man charged in connection with a burglary of a shop building June 23-24 at a Bald Ridge Road residence northeast of Davenport, where a loss of more than $5,000 was claimed. He is charged with two counts of second-degree burglary, first-degree theft and malicious mischief. Others charged are Chuck Wyatt Cropper, 47, Ryan Eugene Lashbrook, 28, and Paul Francis McNutt, 30, all of Spokane. Multiple tools, a tractor radiator and wire were reported stolen and damage was observed on doors and door frames, along with ransacking of an office inside. Wires also were found cut on several pieces of equipment stored there.

Stephan M. Holbrook, of Toppenish, Wash., won a $5,072 judgment against Cathy Reinbold, of Davenport, in a case involving unpaid rent for premises at 405 Morgan Street, Davenport.
