Monday, April 27: A Harrington woman reported a “suspicious white man” watching children while standing out in front of a residence in the 100 block of Sherlock Street over the past two days.

Deputies investigated an incident of illegal dumping of garbage into a dumpster behind Harrington Foods.

Tuesday, April 28: An Almira man’s request for assistance was referred to local mental health professionals.

A Davenport woman reported the theft of a comforter blanket from the local Laundromat.

A Creston man reported threats had been made against him.

A Creston woman told dispatchers that her dog required veterinary care after being shot in the vicinity of the 100 block of SW 1st Street the previous night.

A deputy assisted a male resident of the Davenport Retirement Village who had fallen.

A Davenport man told deputies he had been chased into his house in the vicinity of Ninth and Washington streets by two loose dogs.

More than $1,000 damage was sustained by a vehicle involved in a collision with a deer on U.S. 2 about a half-mile west of SR 231South near Reardan.

A strong ammonia odor was reported at Crop Production Services in Davenport.

Reardan Police investigated a report of possible child abuse.

Wednesday, April 29: A caller reported receiving phone notification that he won $5 million from a clearing house, but would have to send $5,000 to two locations in order to actually receive it.

A Reardan woman told dispatchers that she received three phone calls informing her of computer problems that they planned to fix – even though there was nothing wrong with the device.

A BNSF crew dealt with a faulty railroad crossing at Knapp Road near Harrington.

A Davenport man reported a possible scam involving a boat he placed on Craigslist.

Responding to the 900 block of Washington Street in Davenport, a deputy issued a citation to the owner of a loose dog that had chased a cat, and then its owner when she tried to intervene.

Deputies investigated a possible child abuse incident in the Creston area.

Vandalism was reported to a phone data trunk on Rebel Ridge Lane in the Ford area.

A man walking around the Harrington golf course over a two-day period prompted concern by personnel there, who thought he was “looking at things as if he was casing the area.”

Deputies responded to a possible illegal burning incident in the 700 block of Merriam Street in Davenport.

A caller requested assistance with an unwanted person at a residence on Sunset Highway east of Reardan.

Odessa Police investigated a report that a man had walked through a backyard and knocked on the back door of a residence in the 300 block of East 1st Avenue.

Thursday, April 30: A black bear and two cubs were seen in the Sterling Valley area near Lincoln over a three-day period. Residents reported dumpsters had been disturbed and that the bear had lunged at a man.

Davenport ambulance personnel and Reardan EMTs responded to a one-vehicle rollover collision on U.S. 2 just east of Reardan, blocking the highway for a brief period, shifting traffic to the Old Sunset Highway. Neck and arm injuries were reported.

Deputies dealt with a Davenport man recovering from a traumatic brain injury suffered in a collision, who expressed anger at them and District Court personnel about his conviction for having no valid driver’s license.

Wilbur Mini-Mart personnel reported someone drove away without paying for $24.74 in fuel.

Odessa Police investigated the reported theft of medication from a resident at Quail Court.

Friday, May 1: An apparently intoxicated man was observed stumbling and running into walls in the 700 block of College Avenue in Wilbur.

An Almira man reported being hit by a Craigslist scam after he accepted a cashier’s check for a guitar, cashed it, took the amount he wanted for the instrument and sent the remainder to two other individuals. A few days later, his bank in Wilbur informed him his account was overdrawn by $1,500.

Using Craigslist, a Davenport man traded his truck for a trailer he subsequently believed to be stolen.

About $1,500 worth of oil and hydraulic fluids were drained from a tractor on property adjacent to Hume Road north of Davenport.

A loose horse was observed on SR 25 about 19 miles north of Davenport.

A Wilbur man reported that two individuals wearing hoods stole cigarettes from his porch in the 300 block of SE Railroad.

Odessa Police investigated a local man’s report that the back window of a vehicle parked in the 300 block of North 1st Street had been broken out.

Saturday, May 2: Deputies investigated a possible malicious mischief incident in the 100 block of NW West in Wilbur.

A Davenport man reported the theft of tools from a shop building on Sunset Highway East.

Deputies responded to a verbal incident involving two women at a residence in the 100 block of East Broadway in Reardan.

A reportedly intoxicated – and loud – man was believed responsible for waking up other people staying at the La Collage Inn in Odessa.

Sunday, May 3: A caller reported a man and woman were fighting at a residence in the vicinity of 7th and Locust streets in Almira.

A deputy stopped a group of motorcycles at Twelfth and Merriam streets in Davenport after learning from a caller that riders made bad passes (on the shoulder and in no-passing zones) and traveled at high speeds on U.S. 2 east of Davenport.

Assistance from mental health professionals was requested after deputies responded to a report of a 28-year-old man making suicidal threats at a residence on Teel Hill Road north of Davenport.

A collision involving a vehicle and a deer on SR 174 near Coulee City disabled the vehicle.

A Wilbur woman advised she had been yelled at and shoved by a man at a residence in the 400 block of SE Trinity.

An electrical problem is believed the cause of lights turning on and off at the Bureau of Land Management ranch house near Sprague.

Adam Bronson Cain and his wife, doing business as Cain’s Custom Painting and Handyman Service, must pay $1,751.01 in construction compliance penalties owed to the Washington State Department of Labor and Industries.

Possession of rental property in Lakeview Terrace Mobile Home Park in Grand Coulee was ordered returned to Grand Vista LLC and respondent Willis Howard Waggoner, of Grand Coulee or Electric City, must pay $2,990 in rent owed since December 2014 plus $2,894 in attorney fees.

New Criminal Case

Joseph Robert Mascarenas, 26, in custody at Spokane County Jail, is charged with obtaining a motel room by fraud and two counts of forgery involving bank checks for more than $180 presented to the Willows Motel in Wilbur for lodging from April 7 to 9.
