INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, May 25: Wilbur firefighters responded to a report of lightning striking a tree along Martin Canyon Road North and causing a small fire.

Almira firefighters and Inland Power and Light Co. workers handled a lightning strike to a power pole along Kiner Road North.

Spots of flooding were reported on county roads in the Hawk Creek area.

Davenport Safeway store personnel advised dispatchers of a man who appeared intoxicated with slurred speech and falling several times. A responding deputy determined no alcohol was involved.

Illegal dumping was reported on property adjacent to Crescent Road north of Reardan.

After responding to a report that a group of boys was breaking barbecues at the Wilbur town park, a deputy discovered the equipment was removable and that no damage had occurred.

During “some sort of altercation” across the street from Crop Production Services in Davenport, the windshield was broken out of a vehicle. A responding deputy cited a man for malicious mischief.

Cattle were reported loose on property adjacent to Coleman Road East in the Davenport area.

Tuesday, May 26: Stormy conditions shut down power in the sheriff’s communications center and blew off the U.S. flag from the courthouse cupola.

An Edwall man reported an incident of check fraud.

A Davenport woman told dispatchers she was confronted in the Safeway parking lot by a man with “hands down his pants, staring at (her).”

Deputies responded to a report of three men fist-fighting outside a residence in the 700 block of SE Railroad in Wilbur.

Wednesday, May 27: MedStar aerial ambulance was poised to land at the Telford rest area along U.S. 2 to assist a 26-year-old pregnant woman who was experiencing stomach pain.

Firefighters from Seven Bays and Davenport dealt with a field fire at the end of Sun Ridge Road.

A resident of the Lakeview Terrace Mobile Home Park told dispatchers she had been threatened through postings on Facebook over the previous three days.

While walking her dog on Knapp Road, a Mohler woman was bitten three times by a pack of seven or eight loose dogs.

Keller ferry workers phoned in concerns about a man and woman who had been parked there since 6 a.m. At times, the man was observed asking people for food, water and gas. A state trooper was sent to the scene to check things out.

Emergency personnel responded to a two-vehicle collision on U.S. 2 near the Almira Gun Club. A two-trailer semi-truck blocked both lanes of traffic. Coolant leaked from a damaged radiator and a tire had blown out. No injuries were reported.

A Porcupine Bay area resident reported receiving calls from people claiming to be with the IRS, notifying him of his being “in trouble” in connection with the sale of a condo. Dispatchers took similar reports this week from others who said they had been threatened with being sued by the IRS.

A Davenport man reported the theft of two 5-gallon gas cans that were full of fuel from the pumps at Rickey Corner Mart.

Thursday, May 28: Sprague ambulance personnel assisted a man with kidney problems and another who was experiencing extreme vomiting.

Reardan ambulance personnel assisted a woman experiencing bleeding and severe pain after recent abdominal surgery.

Deputies referred a reportedly suicidal Davenport woman’s situation to local mental health authorities.

Drivers were observed driving up and down Underwood Canyon and Coperhaver roads, “spinning brodies” and causing damage to freshly graded roadways.

A deputy checked out a residence on Rambo Road North west of Davenport after learning that a young girl thought someone else was inside. He found nothing to be worried about.

Deputies took custody of a man driving a reportedly stolen pickup truck at speeds in excess of 100 mph after a lengthy pursuit on SR 231 from the Devils Gap area into Reardan. The truck is believed to have been stolen from Coeur d’Alene, Idaho, and involved in a hit-and-run collision in Stevens County earlier that morning. At one point, a deputy described the truck as “running the middle of the roadway, splitting traffic,” before arriving in Reardan, where it was abandoned in a yard, and an on-foot pursuit ensued, concluding at the intersection of Lake and Laurel streets.

After hearing concerns about gunshots in the vicinity of Audubon Lake’s bird refuge area, Reardan Police determined that the shooters were not in the refuge and were shooting in a legal and safe manner.

Friday, May 29: A power pole was sheared off and lines drooped over SR 231 between Reardan and Edwall after a collision involving a vehicle. Deputies were joined by Reardan and Edwall fire and emergency medical personnel at the scene, along with crews from Inland Power and Light Co. and Avista Utilities.

Responding to the 400 block of Morgan Street in Davenport, deputies took a man into custody for violating a no-contact order.

Sheriff’s, fire and emergency medical personnel, along with Reardan police, school staff and students, staged a successful mock “active shooter” drill on campus and utilized two nearby churches as pickup locations for the “evacuated” students. In the drill scenario, three individuals were “injured” – one transported to Spokane, two others to Lincoln Hospital in Davenport – and a “suspect” was placed into custody.

A Harrington property owner expressed concern about tenant activity in one of his rental units.

After a caller reported seeing smoke in the Mill Canyon, Green Canyon, Mondovi and Bald Ridge areas, Reardan firefighters went out looking for a fire but couldn’t find one.

Saturday, May 30: A Reardan woman was jailed after deputies responded to a report of domestic violence in the 200 block of West Broadway. A man told dispatchers his face had been “clawed.”

Someone drove away from the Wilbur Mini Mart without paying for $47.34 in gas.

No one was reported hurt as a result of a two-vehicle collision near an espresso stand at Second and Morgan streets in Davenport.

Odessa Police investigated the theft of a front door from a residence in the 100 block of West May Street. It was later learned that a friend of the owner had taken it with permission she received “a long time ago.”

Sunday, May 31: Smoke, possibly resulting from lightning strikes, was observed in the vicinity of Hart Road north of Davenport, to which Davenport and state Department of Natural Resources firefighters were sent.

Lincoln Hospital personnel treated a 3-year-old boy who had suffered a dog bite.

A Davenport man told dispatchers he had been verbally and physically assaulted by a woman.

A Wilbur man phoned in concern that illegal target shooting was going on after dark in the vicinity of Crick Road North.

Reardan Police checked out a report that someone had driven a vehicle into gates in the 200 block of East Broadway in an apparent attempt to gain access to the lot.

Criminal Sentencings

Danny Ray Larson, 41, of Spokane, pleaded guilty May 26 to violating a domestic violence protection order on March 5 in Sprague. He was sentenced to 51 months in prison and must pay $800 court costs, a $100 domestic violence assessment and attorney fees to be determined.

Steven Stone, 28, of Ritzville (formerly of Benge, Wash.), pleaded guilty May 27 to obstruction of a public servant, amended through plea negotiations from third-degree assault of a law enforcement officer (Washington State Patrol trooper T. M. Corkins) and resisting arrest. He must serve 42 days jail, pay $700 court costs and attorney fees to be determined, and complete 24 months unsupervised probation. Prior to the plea agreement, which averted a jury trial, the court ruled the defendant’s recorded statements after being placed into the patrol vehicle were inadmissible. The case involved an incident in January on I-90 near Sprague, during which the trooper was kicked in the leg and shoulder.

Justin Scott Goetz, 34, of Odessa, is charged with third-degree assault in connection with a May 19 incident involving physician Linda Powell at the Odessa Memorial Hospital.

Terrence Edward Crinklaw, 39, of Grand Coulee, is charged with second-degree assault (domestic violence) involving the display of a weapon in connection with a May 20 incident at Lakeview Terrace Mobile Home Park.
