INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, April 11: Acknowledging she and her dog are afraid of cats, a Wilbur woman phoned in her concern that a stray cat had gotten inside her house.

A woman was injured in a one-vehicle rollover collision on SR 231 north of Reardan that blocked a lane of travel. The vehicle, with the woman and a child inside, left the roadway and rolled down a hillside. The driver was initially trapped by a seatbelt in the vehicle.

Deputies responded to a report of a man and woman “yelling and screaming at each other” in the vicinity of Fourth and Marshall streets in Davenport. At one point, the woman reportedly hit the man with a backpack.

Deputies intervened in a hair-pulling and shoving incident involving two women who share a residence in the 1000 block of Thirteenth Street in Davenport. The following day, one of the women told dispatchers the other had locked her out of the residence.

Cremated human remains were found by a woman while she cleaned up a residence in the 300 block of NE Watson in Creston that she recently inherited from a family member.

The Washington State Patrol attempted to find a vehicle with a driver who either was sleeping or unconscious at the intersection of SR 23 and 231 near Sprague.

Tuesday, April 12: A 1993 silver Izuzu Rodeo was reported stolen from a residence in the 1000 block of Washington Street in Davenport.

A deputy issued a citation for having a loaded pistol in a vehicle after responding to a report of a man spotted outside the county Alcohol/Drug Center and Peak Fitness Physical Therapy in Davenport’s downtown corridor carrying a visible sidearm.

A Grand Coulee resident advised dispatchers that someone entered his residence adjacent to SR 174 by cutting through a screen on the porch. He also reported a rifle and 30 to 40 pain pills were missing.

Deputies investigated a reported trespassing in the 800 block of West 1st Street in Sprague.

A vehicle clocked at 104 miles per hour as it raced through downtown Davenport was finally stopped by the county undersheriff, Kelly Watkins, in front of the Corner Café in Creston. The driver was taken into custody for reckless driving and reckless endangerment. Apparently angry after a court appearance that morning, the man retrieved a vehicle from two friends and headed west on Morgan Street (U.S. 2). Along the way, county commissioners Scott Hutsell and Rob Coffman, driving separate vehicles in Davenport and near the county Transfer Station, respectively, narrowly escaped collisions with the recklessly driven sports car, and at least one pedestrian using a crosswalk on Morgan Street also was endangered. Additionally, the car passed several vehicles on the right. At one point, law enforcement officers were preparing to closed streets in Wilbur and considered using spike strips to bring the car to a halt. State Fish and Wildlife officer Curt Wood assisted Watkins in the suspect’s apprehension.

A caller reported a suspicious vehicle with two men inside in the vicinity of Mohler and Burke roads.

Wednesday, April 13: Responding to what could have been an attempted burglary, deputies checked out a residence on Aspen Lane East in the Hawk Creek area where an alert neighbor observed someone with flashlights outside.

No one was reported hurt in a one-vehicle rollover collision on SR 174 near Wilbur, but a juvenile occupant was transported by a deputy to the Martin Hall detention center near Medical Lake for a probation violation.

A Reardan area man reported he found his wife “cold and clammy” at their residence. A responding deputy requested assistance from Strate Funeral Home, Reardan EMTs and Davenport ambulance personnel, but Strate personnel were briefly held off when the deputy believed he had detected a heartbeat.

A Davenport man reported he was paid for a concrete job with a $1,505 check that later bounced.

A Spring Canyon area resident told dispatchers that fuel had been stolen from a shed in the vicinity of Rosenberg and Menke roads.

A Davenport area caller reported the theft of mail, including a $100 check, from a postal box on Four Corners Road.

A solar-powered yard light worth about $12 was reported stolen from a residence in the 400 block of Morgan Street in Davenport.

Creston firefighters doused a small blaze in a field in the vicinity of 1st and F streets.

Thursday, April 14: An Edwall woman reported a scam phone call from the “Washington Treasury Department” promising she’d get unclaimed money when she sent a check to cover a “transfer fee.”

Responding to the 400 block of Marshall Street, Davenport ambulance personnel assisted a 54-year-old woman with breathing difficulties.

Thefts of toilet paper and hand sanitizer were reported over the past month at the U.S. 2 Telford rest area, where vandalism to the coffee stand area also took place.

A Davenport area man told dispatchers about a malware message he received on his computer and that he followed instructions and gave payment information over the phone in an attempt to rid the computer of a virus.

Friday, April 15: Dispatchers took a phone call from a Lancaster, Ohio, man who advised an IRS scam call was linked to a Davenport number.

Reardan EMTs and Davenport ambulance personnel assisted a 43-year-old man suffering possible heart trouble at Reardan Seed Co.

Dispatchers were advised of an “angry male” asking for money from people at the I-90 Sprague rest area.

Washington State Patrol was advised of a caller’s report that items fell from a truck and struck her vehicle while traveling on I-90 near Sprague.

A landowner in the vicinity of Lynn and Hawk Creek roads northwest of Davenport reported having problems with a hunting guide he consistently finds on his and a neighboring property. The matter was referred to the state Department of Fish and Wildlife.

A Harrington woman reported her cat had been stolen from property in the 300 block of West Main.

A deputy found the driver of a vehicle that had been observed “all over the roadway” and on sidewalks throughout Davenport near the elementary school was “difficult to wake up, extremely tired, hadn’t slept for 24 hours” and would be driven home by family members.

A deputy and Wilbur Police assisted an elderly woman who was walking along U.S. 2 carrying three pieces of luggage. She eventually was permitted to spend the night in the sheriff’s office lobby and given a courtesy ride to Airway Heights the following morning.

Davenport ambulance personnel assisted a woman with medical needs in the 400 block of Marshall Street.

A sports utility vehicle left SR 25 about two miles north of Davenport and ended up on a phone line in an adjacent field.

National Park Service personnel investigated a report of illegal dumping of garbage near the Crescent Bay boat launch.

Saturday, April 16: A house on East Alexander Road west of Reardan was the focus of a live burn.

Someone took furniture from the Lincoln County Care and Share facility and placed it near Cottonwood Creek in Davenport. The caller who made the report told deputies he thought someone was living there or kids had made a fort. A deputy found no signs that someone was living there.

A Davenport caller reported two dogs had been shot in the leg and testicles on property adjacent to SR 25 north of the city.

A dispute between two Sprague men in the 400 block of C Street included claims that one had vandalized the other’s car and that one had tried to run over the other.

Having just spoken to the Washington State Patrol and put her phone away, a woman driving on I-90 in the Sprague area said she overcorrected and rolled her vehicle.

A caller described as “extremely agitated” requested additional patrols in Sprague to get a handle on what she said were several intoxicated drivers on Friday and Saturday nights.

Two deputies dealt with a “screaming” woman laying on the ground in the 100 block of SW North Second Street in Creston.

Sunday, April 17: A caller reporting finding a 10-year-old boy she found sleeping at the Reardan school, not wishing to return home because “Mom is mad.” A Reardan officer took him home.

Responding to a convenience store in the 1200 block of Morgan Street in Davenport, a deputy dealt with a group of juveniles described as “bragging about how drunk they were” while driving around.

Damage to an embankment resulted from a one-vehicle collision at U.S. 2 and Smart Road west of Creston.

Reardan Police responded to a report that four boys were destroying property at the Audubon Lake parking lot.

Adam B. Cain, 31, Spokane, arrested by LCSO for trafficking in stolen property and possession of stolen property.

Criminal Sentencing

Evan Jacob Keith, 27, Spokane, pleaded guilty April 12 to possession of methamphetamine, third-degree malicious mischief and third-degree theft in connection with a Feb. 26 incident that resulted in aboug $1,125 damage to a soda pop machine at the I-90 Sprague rest area. As a result of a plea agreement, prosecutors amended the charges from second-degree malicious mischief, third-degree theft, unlawful possession of a dangerous weapon (“metal knuckles”) and altering a Washington state trip permit. His sentence includes 60 days jail, $1,307 restitution to the Coca-Cola Bottling Co. in Spokane Valley, $860 court costs, $750 attorney reimbursement, 12 months probation, an alcohol/drug evaluation and recommended treatment and a prohibition against having firearms.

Civil Judgments

In an abstract of a Dec. 23, 2015, Spokane County Superior Court judgment filed with the Lincoln County court, Gary B. and Sheila F. Martin and Myrtle C. Glinski, doing business as Martin and Glinski (The Viking), Sprague, must pay $6,413.92 in tax obligations to the Washington State Department of Revenue.

Michael W. and Sherri L. Frederick, doing business as Chiefs Bar and Grill, Odessa, must pay $710.31 in worker’s compensation tax obligations to the Washington State Department of Labor and Industries.

New Criminal Case

Bradly (Bradley) William Wiggins, 48, Odessa, is charged with first-degree illegal possession of a firearm in connection with the discovery of a semi-automatic handgun with a loaded clip during an April 6 warranted search by deputies of an Odessa residence as a part of a forgery investigation.

New Civil Case

A hearing is scheduled April 26 to consider Davenport resident Lisa Ann Wilson’s request for a domestic violence protection order against Lola Jean Wilson, also of Davenport. A temporary order is in place pending the hearing.
