INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, June 20: After a Davenport mother’s call to dispatchers about her two sons, ages 9 and 12, not returning home from the Water Park pool, a couple of deputies launched a search that ended when the woman called again to say both boys made it home safely.

Tuesday, June 21: Part of a national tour, a group of bicyclists spent the night at the Davenport city park before heading east on U.S. 2 the next morning.

Responding to Quail Court, Odessa ambulance personnel assisted an 85-year-old man with breathing difficulties and leg pain.

Deputies responded to a report of possible drug activity and an assault in the Grand Coulee area.

A caller advised dispatchers of a very strong chemical odor in the 100 block of Maxwell Street in Davenport, but a responding deputy was unable to determine its source.

Wilbur Police investigated malicious mischief involving a Sharpie pen and spray paint at the town park.

Wednesday, June 22: A deputy assisted a woman whose 5-month-old child was locked inside a vehicle in the 1200 block of Park Street in Davenport.

Lincoln Hospital personnel treated a Harrington woman for a dog bite.

A deputy checked out a report of possible drug activity from a vacated house in Wilbur.

Believing poaching may be involved, a caller reported someone set up a game camera in the Baldridge and Tamarack Canyon area northeast of Davenport.

A deputy responded to a report of a possible break-in at a residence in the 400 block of Tenth Street in Davenport.

Thursday, June 23: A deputy assisted Wilbur Police in checking out a report that people were taking items from recently sold residential property in the vicinity of Main and Lincoln.

An Almira boy whose mother reported had run away from home, was located in Soap Lake and returned to the family residence.

Responding to the 900 block of Park Street, Davenport ambulance personnel assisted a 94-year-old man who lost consciousness after falling and hitting his head.

Dispatchers took a report that a Sprague woman received threats.

Searching as far as to Harrington, deputies unsuccessfully attempted to locate a vehicle occupied by a man and woman that was involved in a hit-and-run collision on U.S. 2 just west of Davenport. The suspect vehicle was damaged on the front passenger side; the other was disabled on the side of the highway.

Responding to a Northridge Road residence, Davenport ambulance personnel assisted an older woman with pain in her leg and breathing difficulty.

Deputies checked out a report of a man with a flashlight looking in a window at a unit in a RV park on U.S. 2 in the east part of Davenport.

Friday, June 24: Responding to the 100 block of South E Street, Sprague ambulance personnel assisted a man having panic attacks.

A collision involving a vehicle and deer took place on SR 25 about 18 miles north of Davenport.

Creston ambulance personnel were sent to the scene of a two-vehicle collision at U.S. 2 and Miles Creston Road.

A deputy talked with two boys who denied being involved with incidents of toilet paper being burned inside the men’s restroom at the Davenport city park.

Working at the Gravelle grain elevator, a wireless technician discovered equipment that had been illegally installed on a signal box.

A man was arrested for driving under the influence after a vehicle went into a ditch in the vicinity of Sprague Highway and Williams Lake Road.

No one was reported hurt in a two-vehicle collision in the Sandy’s Family Foods parking lot in Wilbur.

A caller reported an apparently intoxicated man “screaming at the top of his lungs” while walking down Pope Street towards the Wilbur town park. Assisted by a deputy, Wilbur Police discovered that a fight had occurred at a house on SW County Road. Both men involved declined medical assistance for injuries they suffered and were taken to the county jail in Davenport.

Saturday, June 25: Deputies responded to a report of a burglary at an empty residence in the 700 block of South Dayton in Sprague.

A sports utility vehicle reportedly rear-ended a small pickup truck towing a boat in the vicinity of Davenport Auto Parts at Morgan and Seventh streets. Both drivers left the scene before a deputy arrived.

Damage to the southbound ditch on Level Road about a half mile north of Old Sunset Highway was reported after a vehicle left the roadway. Its driver was placed into custody for three traffic-related violations.

Wilbur Police assisted a 69-year-old woman suffering a seizure while at Billy Burger in the 800 block of SE Main.

Sunday, June 26: Two persons were injured as a result of a collision involving a motorcycle at Waukon and Fancher roads in the Edwall area. One suffered ankle pain, the other back and arm pain.

A Miles Road resident requested help, alleging his wife made threats against him.

National Park Service personnel received assistance from a deputy with an apparently intoxicated man at the Fort Spokane boat launch.

After learning from a caller that a woman, in tears and without shoes, was walking down the middle of Miles Creston Road, deputies responded to the Deer Meadows area and discovered a domestic assault had occurred.

JAIL BOOKINGS

June 23: David A. Ness, 44, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for failing to transfer title, failing to appear for driving while license suspended and unlawful possession of a firearm.

June 24: Stanley A. Joslin, 35, Boise, Idaho, arrested by LCSO and Washington State Patrol for driving under the influence.

William C. Becker, 45, Wilbur, arrested by LCSO for failing to appear for telephone harassment.

Michael S. Stephens, 45, Wilbur, arrested by LCSO for fourth-degree assault (domestic violence).

June 25: Steven J. Jay, 57, Spokane, arrested by LCSO for driving while license suspended.

Lyle P. Abrahamson, 34, Fruitland, arrested by LCSO for driving while license suspended, driving under the influence and an ignition interlock violation.

June 26: Paul M. Bonner, 34, Spokane Valley, arrested by LCSO for driving under the influence.

Cassandra Albers, 18, Omaha, Neb., arrested by LCSO for fourth-degree assault (domestic violence).

From June 21 to 24, 11 inmates were held in the county jail under contract with the Washington State Department of Corrections.

The court on June 21 granted a request by Deanna Lynn Watkins, of Odessa, for a domestic violence protection order against Thomas Roy Pulaski.

Lauren Ray, of Reardan, must return $2,661.97 in overpaid unemployment benefits to the Washington State Employment Security Department.

New Criminal Case

Nanette Hune Stoaks, 41, Sprague, is charged with second-degree burglary and second-degree theft in connection with incidents on June 8 during which a washing machine valued at between $750 and $1,000, along with a mattress and other furniture, DVDs and cookware and other kitchen items were taken without the owner’s permission from property in the 500 block of West 2nd Street.

Bank of New York Mellon, trustee for Metropolitan Asset Funding, seeks the $25,128.86 owed on a March 1999 promissory note for property at 108 West Coombs Drive in Harrington. Respondents include the Estate of Mavis G. Carstens, the Washington State Department of Social and Health Services (Financial Services Administration), John Carstens and Kathleen Carstens.

Lincoln County seeks $4,788.72 in Road Improvement District 06-01 assessments it alleges is owed by Scott S. Sawyer and Lisa R. Sower in connection with property in Deer Meadows Tracts.

American Express Bank, of Salt Lake City, Utah, seeks payment of $28,838.49 in credit account debt it claims is owed by Marilyn Bordner.
