INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Sept. 26: A locomotive derailed but remained upright near Sprague. No injuries were reported.

A Creston woman told dispatchers that a man assaulted her by sitting on her chest. She said she scratched his face in order to get him off of her and left for a scheduled doctor’s appointment in Spokane.

A woman reported being bitten by a dog in Sprague.

A Davenport caller told dispatchers she was harassed by the former owner of her residence.

Responding to the 500 block of NW Armstrong in Wilbur, ambulance personnel from Wilbur and Creston assisted an 80-year-old woman who suffered cuts after falling.

Tuesday, Sept. 27: Responding to the 100 block of NW Cliff Avenue, Wilbur ambulance personnel assisted a man who experienced breathing difficulties after falling.

A guardrail on Porcupine Bay Road at Laughbon Landing was reported to have been damaged.

Lincoln Hospital personnel treated a Ford woman who was bitten by her cousin’s dog on the palm of her hand.

No one was reported hurt as a result of a one-vehicle rollover collision on SR 231 north of Reardan.

A caller encountered two black bulls standing in the middle of U.S. 2 near Fictenberg Road west of Davenport.

Reardan Police investigated a report of a man and woman arguing and yelling loudly at each other in the 100 block of East Railroad Avenue.

Wednesday, Sept. 28: A caller observed occupants of a dark red Chevrolet Blazer apparently removing metal objects from yards along Fourth Street between Merriam and Marshall streets in Davenport.

A caller expressed concern that excavation workers may be trespassing on property adjacent to Geostar Drive west of Wilbur.

A vehicle went into a ditch along Johns Rocky Way northwest of Davenport.

A vehicle was fully engulfed by fire on SR 174 near Wilbur.

Thursday, Sept. 29: A Creston man told dispatchers about threats he received.

Several large trash bags were discovered discarded in a ditch along Sunset Highway near Schumer Road between Davenport and Reardan.

A Sprague man reported an attempted break-in at a mobile home in the 400 block of West 2nd Street, where pry marks were discovered on the front door.

Dispatchers took a report of a woman driving fast around Sprague and yelling obscenities at people.

A Johns Rocky Way resident advised deputies of “multiple” trespassing violations.

Friday, Sept. 30: A report that a Davenport boy found and brought home an owl was referred to the local state Fish and Wildlife officer.

A caller was concerned about hearing footsteps in an apartment unit, where no one should have been, on Max Harder Road near Sprague. A responding deputy found the unit secure.

Dispatchers took a report of gunshots being fired to the southwest of a residence on Teel Hill Road North near Davenport.

Deputies were informed about a dispute involving rocks being placed in the middle of Wild Turkey Lane, near Creston, in an effort to prevent non-residents from driving on the private road.

Saturday, Oct. 1: A Sprague woman said she narrowly averted a collision with another vehicle that traveled at 40 miles per hour and went through a yield sign at the intersection of 2nd and C streets.

A caller described a horse stuck in quicksand and mud along Hawk Creek Road.

An Almira man told dispatchers he was “cussed out” by two teenage boys he confronted about driving 90 miles per hours through the town.

A deputy cited the driver of a vehicle clocked at 92 miles per hour on SR 25 about eight miles north of Davenport.

Sunday, Oct. 2: While out looking at deer near Bergeron and Zwainz roads near Reardan, a caller said he was verbally confronted by another man.

A responding deputy described a Reardan woman’s report of a man standing in a garage on property adjacent to SR 231 with “his pants unzipped and his penis hanging out” as “completely unfounded.”

Sept. 27: Wayne G. Chain, 55, Odessa, arrested by Lincoln County Sheriff’s Office (LCSO) for harassment, fourth-degree assault and third-degree malicious mischief, all domestic violence-related; and resisting arrest.

Troy M. Thurman, 37, Davenport, arrested by LCSO for driving while license suspended and failing to appear for driving while license suspended.

Sept. 28: Charles E. Fry, 29, Spokane, arrested by LCSO for failing to appear for violating a protection order.

Ethan D. Berk, 21, Spokane, arrested by LCSO for failing to appear for driving while license suspended.

Sept. 29: Octave C. Gendron, 30, Spokane, arrested by Reardan Police for failing to appear for driving while license suspended.

Sept. 30: Josephine M. Valdez, 24, Omak, confined two days by the court for driving while license suspended.

Oct. 1: Daryl T. Toulou, 52, Wilbur, confined one day by the court for driving under the influence.

Oct. 2: Daniel F. Thomas, 32, Lamont, arrested by LCSO for driving while license suspended.

From Sept. 28 to Oct. 3, six individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and one for Stevens County.

Criminal Case Conclusion

Concluding a three-day trial, jurors on Sept. 30, acquitted Lionel Zarate, 53, of Sprague, of two counts of first-degree rape of a child. The charges were made in connection with alleged incidents involving a girl who was 8 years of age at the time (from September through November of 2015). The alleged victim was among those testifying on behalf of the prosecution.

Civil Judgment

M&C Sales and Service, Inc., of Davenport, must pay $5,168.79 in taxes owed from Feb. 1 to May 31 of this year to the Washington State Department of Revenue.

Robert Daniel Gesner, 31, and Micah Rae Davison, 25, both of Odessa, are both charged with second-degree taking a motor vehicle without the owner’s permission in connection with a Sept. 19 incident in Odessa.
