Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, May 1: A Grand Coulee area man requested an ambulance for his wife who had fallen. She later was pronounced dead after being transported to Coulee Community Hospital.

A caller told dispatchers about a dog barking non-stop since 4 a.m. in the 400 block of Adams Street in Davenport.

Several drug needles were discovered during a cleanup activity in the 100 block of South 4th Street in Almira near the local school.

A deputy became involved in a brief custody dispute in Davenport that involved a 2-year-old girl, her mother and grandmother.

Deputies investigated the theft of signs along Barr Road north of Wilbur.

After her vehicle that contained paperwork with her address on it had been broken into in Spokane, a Davenport woman requested additional patrols from local deputies.

Tuesday, May 2: A Davenport Family Foods employee told dispatchers he was nearly attacked by two pit bull dogs that chased him while he walked to work in the vicinity of Ninth and Park streets.

Responding to the county courthouse, Davenport ambulance personnel assisted a man in his 50s who was sitting on the ground with chest pains.

Wednesday, May 3: A mile of Doerschlag Road was closed for a brief period (and again the next day) while county Public Works personnel were involved in a project.

A Davenport area man sent $800 to a scam caller who demanded the money after he claimed to have taken his daughter he discovered later was at home and unharmed.

A caller from Sprague reported receiving verbal abuse and threatening texts.

Parents of a 12-year-old Odessa boy claimed he wouldn’t listen to them and asked for help from local police.

Thursday, May 4: Magnuson Road north of Edwall was closed through the weekend.

Wilbur ambulance assisted a 72-year-old woman who fell while walking towards the school and was described as bleeding a lot from above the nose.

Deputies were unable to locate a car traveling west on U.S. 2 near Davenport with a person standing up through the sunroof.

A deputy assisted Creston School personnel with two students involved in a possible harassment incident.

A Creston caller complained about a small blue and white helicopter continuously flew low over her house on Watson Road East. The matter was referred to the Washington State Patrol.

A Wilbur resident requested additional patrols on SE Pope Street to deal with speeding vehicles in that area. A Davenport caller, meanwhile, requested the same for the 600 block of Lincoln Street.

A tractor-trailer unit that got stuck on SR 21 just south of Odessa required assistance from a tow truck.

Friday, May 5: Responding to the 300 block of West Glover Street, Harrington ambulance personnel assisted a man experiencing extreme side pain.

A severe thunderstorm brought about an electrical power loss in Wilbur.

Lightning may have caused a small brush fire at Welch Creek and Underwood roads to which Creston and Lincoln firefighters were sent.

Almira School personnel requested a deputy’s assistance with a 15-year-old student suspected of bringing tobacco to school and refusing permission to look into his backpack.

McGregor’s personnel in Creston reported that several different vehicles with Oregon plates continuously park there at different times during the day, but leave immediately when an employee attempts to make contact.

Creston emergency personnel took a report of a possible structure fire at a construction site in the 200 block of NW Watson Street.

Six individuals were involved in a two-vehicle collision at the intersection of Harrington Tokio and Mohler roads that was believed to have been caused by a driver who ran a stop sign. Harrington ambulance personnel transported an injured 29-year-old Odessa man to Lincoln Hospital in Davenport. County Public Works personnel repaired road signs at the intersection.

Law enforcement personnel were alerted to a possible intoxicated driver traveling west on U.S. 2 from Reardan that almost hit a guardrail.

A Long Lake area caller expressed his concern after observing a woman “screaming” at a 2-year-old child for at least seven minutes.

Saturday, May 6: Creston ambulance personnel transported a 58-year-old woman with breathing troubles from Wilbur to Lincoln Hospital in Davenport.

Sprague firefighters and Avista Utilities personnel were sent to a possible gas leak at 1st and D streets in Sprague.

Deputies investigated a possible vehicle prowling incident on Wyborney Road in the Wilbur area.

Two Reardan residents advised police that their mailboxes in the 400 block of East Broadway Avenue had been destroyed during the night.

Reardan Police responded to a complaint that young boys had thrown balls into yards and damaged property in the 100 block of East Railroad Avenue. A similar report came from the 300 block of North Birch Street after basketballs were thrown at a new fence and kids were seen “running wild and hitting each other with sticks.”

Sunday, May 7: A caller told dispatchers he had to chase off three men from his rental house outside Wilbur. A deputy intercepted the vehicle they were in on U.S. 2 about 10 miles west of Davenport.

A collision involving a vehicle and deer took place at the intersection of U.S. 2 and SR 174 near Wilbur.

After noticing water flowing down an alley at 2nd and Alder streets, an Odessa Police officer advised the town’s public works crew of a possible broken water line.

JAIL BOOKINGS

May 1: Willie L. Jim, 28, Wilbur, confined nine days by the court for fourth-degree assault (domestic violence).

May 2: Angelique M. Harlan, 42, Sprague, arrested by Lincoln County Sheriff’s Office (LCSO) for second-degree theft, second-degree possession of stolen property and first-degree trafficking in stolen property.

Andrew P. Goodrich, 26, Davenport, arrested by LCSO for forgery and second-degree theft (by color or aid of deception).

May 4: Justin D. Whitney, 35, Ritzville, arrested by Reardan Police for failing to appear for driving while license suspended.

May 5: Jorn E. Harvey, 47, Spokane, confined three days by the court for driving while license suspended.

May 6: Daniel W. Tonasket, 32, Spokane, arrested by LCSO for failing to appear for driving while license suspended.

May 8: Ashley M. Welch, 28, Reardan, arrested by LCSO for failing to appear for fourth-degree assault (domestic violence) and possession of a controlled substance.

From May 2 to 8, seven individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and three under contract with Stevens County.

Civil Judgments

Vladimer and Anna V. Konev, doing business as Superior Built in Reardan, must pay $12,754.76 in tax obligations for the third and fourth quarters of 2016 to the Washington State Department of Revenue.

Jerry Dean Rader, Sr., of Edwall, must return $16,789.26 in overpaid disability benefits to the Washington State Department of Labor and Industries.

Synchrony Bank, of Draper, Utah, seeks payment of $6,641.75 in alleged credit card debt from Gina Boutain, a Lincoln County resident.

Morris that allows foreclosure of property at 708 Ninth Street in Davenport and requiring payment of $240,727.42 (including the $175,202.78 principal on a 2008 promissory note, interest since April 1, 2013, court costs and attorney fees) to the petitioner. The court removed an initial co-respondent, Salal Credit Union, as a party to the judgment.

New Criminal Cases

Jennifer Rhea Booth (Wekkert), 38, Davenport, is charged with possession with intent to manufacture or deliver methamphetamine and conspiracy to deliver methamphetamine in connection with an Aug. 3, 2016, incident near Third and Morgan streets in Davenport.

Angelique Michelle Harlan (Garren, Harlen and/or Harlin), 25, Sprague, is charged with second-degree theft and first-degree trafficking in stolen property in connection with the taking of jewelry, tools and other items belonging to residents of the 200 block of South E Street in Sprague between Oct. 14, 2016, and April 2 of this year.

Janelle D. St. Peter, 22, and Chelsie Dallema Conica, 24, no address on record and homeless, respectively, are charged with possession of methamphetamine in connection with a Jan. 30 traffic stop at Geib and Krause roads north of Wilbur.
