INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, July 3: Thanks to a tip from an alert caller, deputies recovered a stolen pickup truck in the Gravelle area southeast of Davenport and notified its owner, a Cheney resident.

An Almira caller phoned in his concern that adults in a household on North 6th Street were verbally abusing the children who live there.

Creston firefighters doused a fire along the side of Redwine Canyon Road North that may have been caused by a transformer on a power pole.

Responding to the 600 block of Lincoln Street in Davenport, deputies handled a report that a 9-year-old boy had assaulted an adult in the household and was throwing things.

Concerned about possible fire danger, a Reardan resident reported a teenage boy continually threw lighted fireworks into a field north of railroad tracks and east of SR 231.

Fireworks may have been the reason for smoke in the air in the vicinity of SR 28 and 5th Avenue in Odessa.

Deputies took a report of fireworks being shot off in the vicinity of 4th and H streets in Sprague after 11 p.m. in violation of state law.

Tuesday, July 4: Individuals stopped to take photos of a bull moose at the intersection of SR 174 and Douglas Road.

Items including a weed-eater and computer printer were reported missing as a result of an apparent burglary in the 34000 block of Roby Road North in the Creston area.

A rocking horse valued at about $200 was reported stolen from a front yard in the 100 block of West Linden in Harrington. A responding deputy located the item in the 400 block of West Willis.

Responding to a Ross Street residence, Davenport ambulance personnel assisted a woman who was having seizures.

Odessa Police responded to a dispute involving two men in the vicinity of 4th and Division.

An Odessa woman told local police that she received a harassing phone call from a man who “sounded Middle Eastern” and threatened to “kill her husband and marry her.”

Wednesday, July 5: Searchers from the local police and fire departments located a 90-year-old man who left Odessa Memorial Hospital while a patient there. The man recently was hospitalized in Seattle with a head injury.

Reardan Police were informed of a possible molestation incident from about a year ago in Spokane that may have involved a local resident.

Thursday, July 6: A Davenport woman’s report of an injured bird in the 400 block of Fifth Street was referred to the local state Fish and Game officer.

A county jail inmate was disciplined for violating rules by having seven juice packets, two cookies, seven taco sauce packets, two milk packets, two ketchup packets, two peanut butter packets, four packages of pepper and one of sugar. Another was warned for having two juice packets and another for a milk packet.

A Sprague woman told dispatchers someone has opened cell phone accounts in her name with a Florida address.

A man wearing a hospital bracelet entered Reardan’s US Bank several times with “odd” questions, prompting concern by bank personnel.

Deputies investigated a trespassing incident at a residence on Forest Drive East near Davenport.

After receiving a call from the Lincoln County Pet Network, a responding deputy determined that a yellow lab tied to a tree in the heat in the vicinity of Fifth and Ross streets in Davenport had sufficient food, water and shade. A Davenport resident requested a second check the next day and the responding deputy advised that the dog “has water now.”

A wallet with about $180 cash and some gift cards was reported stolen from a backpack left in the changing room at the Davenport Water Park pool.

A woman riding a bicycle in the vicinity of SR 28 and Fitness Lane in Davenport narrowly escaped being run over by a truck heading north. She was “shaken, but not injured.”

Deputies positioned themselves at several Lincoln County entry points in case a pickup truck reported stolen from the Loon Lake area showed up.

An illegal campfire was observed and subsequently extinguished at the paintball facility adjacent to SR 231 north of Reardan.

Friday, July 7: A deputy assisted a woman who had locked her keys inside her vehicle at Harvest Celebration Church in Davenport.

An Almira man reported finding a guitar in a case left on his porch in the 200 block of South 3rd.

Two individuals, including a man who was bleeding from the head, required hospital treatment after being injured in a one-vehicle collision on SR 231 and Hampton Road.

After receiving a call from City Hall, a deputy warned two boys in their late teens and a girl against continuing to set off fireworks in the Sprague city park.

A vehicle and set of keys reported stolen from the 800 block of Maxwell Street in Davenport was later recovered in the 20 block of Merriam Street.

Saturday, July 8: Odessa firefighters responded to a haystack fire in the Lamona area near the Lincoln-Adams county line.

A Sprague caller advised that the back door to an antiques store in the 200 block of 1st Street appeared to be tampered with.

A caller reported that “squatters” on property in the 800 block of SE Main in Wilbur had five cars, an RV and several dogs and were coming over to the nearby Billy Burger and being “aggressive” to customers.

Davenport firefighters doused a small grass fire at the intersection of Third Street and Fitness Lane.

A caller reported a break-in at a shop in the 20500 block of Waukon Road North.

A lewd message was found on the Odessa High School FFA reader board on East 2nd Avenue.

Sunday, July 9: A caller reported his dog had been run over by a pickup truck traveling in the 38700 block of Sand Flats Drive near Davenport.

Responding to the 600 block of West Lincoln in Harrington, a deputy assisted a driver who had locked keys inside a running vehicle with a puppy inside.

Wilbur ambulance personnel assisted an elderly woman who broke her nose and suffered facial cuts after falling at Vista Manor.

During an apparent robbery at the pop machines outside Colvilles, Inc., in Reardan, a 25-year-old man said he was jumped by three African-American males and assaulted, leaving him with a bloody face that was treated by Reardan EMTs in the nearby Hwy Café parking lot. He told deputies that he managed to get off a punch to the jaw of one of his assailants, perhaps breaking it. That suspect was described as having shoulder-length dreadlocks. The three suspects headed east on U.S. 2 out of Reardan. Deputies planned to check Spokane hospitals in case the suspect with the possible broken jaw sought treatment and notify Spokane authorities as well.

Deputies responded to a reported assault involving two women at a residence in the 200 block of SE South First Street in Creston.

The air bag deployed inside a vehicle after it collided with a deer on U.S. 2 about three miles west of Davenport.

A deputy checked out a report of a woman “screaming for help” at a residence in the 100 block of East Railroad Avenue in Reardan and determined after finding no marks or bruises on her that nothing had happened.

Reardan councilwoman and mayoral candidate Barbara Garces told local police that four of her political signs had been stolen from people’s yards.

Criminal Sentencings

Christina Rae Erlewine, 24, pleaded guilty June 27 to second-degree burglary and second-degree theft in connection with the Sept. 24, 2016, break-in at St. John’s Lutheran Church in Sprague. As part of a plea agreement, prosecutors withdrew charges of third-degree theft and third-degree malicious mischief. She will be incarcerated for 12 months and one day and also must pay $860 court costs, $400 public defender reimbursement and a yet-to-be determined amount of restitution. A laptop computer was taken from the church, which was left with a broken door window.

Civil Judgments

Cit Bank won a July 5 foreclosure judgment against Gerald D. and Nancy E. Liner to provide $74,780.96 owing on a June 2005 reverse mortgage for $105,000 on property at 101 East 3rd Ave. in Odessa.

Cit Bank won a July 7 foreclosure judgment against Michael Weishaar and the Estate of Warren Weishaar to provide $207,765.73 plus pre-judgment interest owing on a June 2008 $300,240 loan for property at 35100 SR 2 East, Davenport.

New Criminal Cases

Zachary James Steagall, 40, Kennewick, Wash., and/or Irrigon, Ore., is charged with possessing a stolen vehicle in connection with a June 22 traffic stop by the Washington State Patrol for speeding on Interstate 90 in Lincoln County. He was found in a vehicle that had been reported stolen from Morrow County, Ore.

Ira L. Floyd, 49, Spokane, is charged with second-degree theft and first-degree trafficking in stolen property in connection with incidents from Oct. 14, 2016, to April 2, 2017, in the 200 block of South E Street in Sprague, during which jewelry, tools and other items were stolen.
