INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 30: Responding to the 700 block of NE North Avenue, Wilbur and Creston ambulance personnel assisted a 73-year-old woman with unknown medical difficulties. She was transported to a hospital in Coulee Dam.

A Davenport woman reported receiving a scam phone call.

Reardan firefighters assisted Spokane County in the ventilation of a home on North Elkins Road that was filled with bear mace.

Construction items were reported stolen from a portable asphalt company operating in the vicinity of Old Sprague Highway and Lake Valley Loop Road.

A Davenport woman reported being approached by a man in the 1300 block of Logan Street who asked her where he could buy methamphetamine.

U.S. 2 near Almira was blocked for a time by a disabled Almira school bus.

Deputies investigated a report that a photo of a naked 11-year-old Davenport girl had been taken during a sleepover and posted without her knowledge on social media.

A deputy checked out a report from Harrington that a man appeared to be living in a vehicle usually seen parked near the city park or in an alley near city hall.

An 18-wheeler struck a 4x4 post in the roadway on U.S. 2 near the Telford rest area, causing the vehicle’s air tank valve to become disabled.

Tuesday, Oct. 31: A BNSF crew repaired a damaged signal gate on the north side of Waukon Road.

Odessa ambulance personnel transported a 72-year-old woman from the local drive-in restaurant to the local hospital after she choked on food.

Two men sleeping in a vehicle parked between Lincoln County Pharmacy and the former Banner Bank in Davenport were advised by a deputy to properly dispose of garbage and to be ready to move from that area if complaints were received.

A Wilbur man told deputies that someone took his Social Security card and birth certificate during a burglary at his residence in the 500 block of Armstrong Street.

Deputies investigated a report that a Davenport area man was being scammed over the phone “for thousands of dollars.”

A caller reported that after a juvenile boy indicated that a group of kids could safely use the crosswalk near the Wilbur park, he stepped on the gas when they began to cross the street.

Deputies investigated a marijuana possession incident involving students at Sprague High School.

Odessa Police handled a report of Halloween candy being tampered with after a caller said his son came home with a largemouth bass hook inside a candy bar.

Wednesday, Nov. 1: Davenport firefighters extinguished a field fire adjacent to Teel Hill Road.

Road signs on Hopp and Heimbigner roads were reported stolen.

Responding to the Moore Road vicinity near Reardan, deputies completed a welfare check on children living in what were reported as less than ideal conditions.

A caller reported two occupants in a red Ford F150 were spotlighting deer, though they claimed it was coyotes, along SR 28 north of Odessa.

Thursday, Nov. 2: Harrington ambulance personnel transported a man experiencing extreme back pain to Lincoln Hospital in Davenport.

A resident of East Fisher Road north of Reardan told dispatchers he had been hit on the side of the head and shoved “really hard” by another man.

An Odessa woman reported someone placed a second lock on her gates along Kellum Road without her permission.

Responding to the 300 block of West 4th in Sprague, deputies investigated a report that an elderly man who may be “vulnerable” needed assistance with a possibly “abusive” girlfriend with whom he lives.

Friday, Nov. 3: A deputy responded to Wheatland Bank in Davenport where an elderly woman had fallen outside the building.

A Reardan man was placed into custody after deputies and Reardan police responded to a report that an 11-year-old boy had been assaulted in the 130 block of East Railroad Avenue.

A caller expressed concern that while on the phone with his daughter, who was at her mother’s residence in Sprague, he heard what sounded like two adults fighting.

Saturday, Nov. 4: Local emergency personnel geared up for the possibility of 3 to 6 inches of snow along the U.S. 2 and I-90 corridors in Lincoln County.

A report of a vehicle on fire on I-90 near Sprague was referred to the Washington State Patrol.

Responding to a Seven Bays residence, Davenport ambulance transported a 79-year-old man who had been on the floor of his residence for a couple of days to Lincoln Hospital.

Sprague ambulance personnel were advised of a slide-out on I-90.

Deputies responded to a dispute involving residents of the 50 block of Marshall Street in Davenport.

Deputies handled a noise disturbance call in the 500 block of NW Armstrong in Wilbur after a caller advised that a man had been “yelling for 24 hours.” The man told a deputy that he had been drinking and singing loudly to music that “says a lot of bad things.” He apologized and promised to keep the noise down and be more considerate of his neighbors.

Sunday, Nov. 5: Six people were involved in a one-vehicle collision on U.S. 2 west of Wilbur. The vehicle went through a fence.

A Wilbur caller spoke with deputies about a man who had been bitten on the elbow by a dog.

Deputies checked out a report that employee files had gone missing from the Family Resource Center office at 620 Park Street in Davenport.

Emergency medical personnel from Reardan, Edwall and Davenport were involved in assisting an Edwall woman who was described as “barely breathing” in her Fancher Road residence.

Mental health personnel were advised about a 67-year-old man believed to be suicidal who was transported from the Deer Heights area to Lincoln Hospital in Davenport. He had been walking around the Fort Spokane and Miles Creston Road vicinity for most of the day with his dog, which was placed in the custody of a family member.

Deputies responded to a report of loud music in the vicinity of Thirteenth and Jefferson streets in Davenport.

Pills and items intended to be sold at a yard sale were reported stolen from a residence in the 100 block of South 3rd in Almira.

Deputies and Reardan Police determined that a report of a burglary at a residence in the 400 block of East Broadway Avenue was unfounded.

Nov. 1: Mitchell Scott Anderson, 29, Davenport, confined by the court for possession of controlled substances.

Vincent Wade Birdtail, 23, Malott, arrested by Reardan Police for failing to appear for driving while license suspended.

Jenni Maldonadosoriano, 23, Othello, arrested by LCSO for driving while license suspended.

Nov. 2: Nicholas Gene Finch, 31, Reardan, arrested by LCSO for third-degree malicious mischief.

William James Parks, 40, Harrington, arrested by LCSO for two counts of violating a domestic violence protection order.

Nov. 3: Mitchell Duayn Lumpkins, 56, Spokane, arrested by LCSO for unlawful possession of a firearm.

Quintin James Wright, 19, Reardan, arrested by LCSO for fourth-degree assault (domestic violence), interfering with a report of domestic violence, and third-degree malicious mischief (domestic violence).

Nov. 4: Anita Frances Thomas, 57, Fruitland, arrested by LCSO for driving while license suspended.

From Oct. 31 to Nov. 4, six individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and one for the City of Airway Heights.

New Criminal Cases

Kenneth Lee Rutherford, 35, Chewelah, Wash., is charged with two counts of possession of a controlled substance (methamphetamine and heroin) in connection with the Washington State Patrol’s response to a Sept. 24, 2016, rollover collision on Interstate 90 near Sprague.

Chester William Pitner, 46, no address listed, is charged with residential burglary in connection with a June 30, 2015, incident at a residence on SW Raymond in Wilbur.

William Emil Hughes, 37, Reardan, is charged with two counts of possession of a controlled substance (methamphetamine and cocaine) in connection with an investigation of distribution of counterfeit $20 bills at Reardan Town Hall, the Reardan Store and the Airway Heights Dairy Queen restaurant on or about March 13 of this year.

Jerry Lynn Morris, 49, Post Falls, Idaho, is charged with first-degree custodial interference in connection with incidents between Aug. 26 and Oct. 30 of this year involving his alleged refusal to return his daughter to her mother in violation of a court-approved parenting plan.

William James Parks, 40, Harrington, is charged with violating a no-contact or protection order (3 counts), in connection with incidents involving three Harrington women between Oct. 2 and Nov. 2 of this year.
