INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Dec. 18: Almira firefighters responded to the 100 block of West Oak where a trailer home smelled of smoke, an alarm was going off, and a resident was assisting her mother, in her 80s, from the home.

Davenport ambulance personnel assisted a 73-year-old man who had no strength to stand.

Responding to a residence on Downs Drive North, Odessa ambulance personnel assisted an elderly man who was acting strangely and commenting that he didn’t want to live any longer.


A Seven Bays property owner communicated his suspicion that someone may have been hiding inside what was supposed to be an unoccupied residence on Lakeview Heights Road. It turned out to be a contractor who was staying there while completing a project.

Avista Utilities personnel handled a report of a blown transformer at the Third Street substation in Davenport.

Tuesday, Dec. 19: Several slide-offs were reported on U.S. 2 near Davenport and on Miles Creston Road near Deer Meadows.


Deputies arrested a man after responding to a domestic assault incident at a residence on Weber Road East in the Odessa area.

Wednesday, Dec. 20: BNSF personnel repaired a malfunctioning railroad crossing at Doerschlag Road near Sprague.

A deputy responded to a report of a dispute involving two men in the 200 block of NE Watson Street in Creston.

A Sprague caller reported someone has been illegally dumping garbage in the backyard of property in the 500 block of West 2nd Street.

An Edwall caller reported a domestic assault incident at a residence on North Waukon Road. A man said his head had been slammed against a wall and that he had been slapped and that items in the house had been broken during the incident. A woman was placed into custody by responding deputies.

Thursday, Dec. 21: Odessa Police investigated an alleged submission of false statements to law enforcement concerning a residential lease in the 100 block of East 1st Avenue.

Friday, Dec. 22: No one was reported injured as a result of a two-vehicle collision on Harrington Tokio Road about five miles south of Harrington. One of the drivers was cited for driving too fast for conditions.

After a man reported his car stolen from his driveway in the 700 block of Marshall Street in Davenport, an investigating deputy discovered it had been repossessed.

After receiving a call from a concerned citizen, a responding deputy warned juveniles about the dangers of sledding down the Eighth Street hill in Davenport.

Sunday, Dec. 24: Reardan emergency personnel assisted a 14-year-old girl who was having a severe allergic reaction.

Deputies checked out a report of illegal fireworks being discharged in the vicinity of Eighth and Merriam streets in Davenport.

JAIL BOOKINGS

Dec. 19: Michael Anthony Kuest, 25, Ritzville, arrested by Lincoln County Sheriff’s Office (LCSO) for fourth-degree assault.

Dec. 20: Kristyne Anne Tylock, 31, Edwall, arrested by LCSO for fourth-degree assault (domestic violence).

Dec. 21: Jack Wayne Covey, 45, Lincoln, arrested by LCSO for driving under the influence.

Dec. 22: Susan Briles Martin, 49, Grand Coulee, arrested by LCSO for driving under the influence.

From Dec. 18 to 22, seven individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections, including Brad Andrew Wilson, 32, Davenport.

Criminal Sentencing

Canceling a jury trial that was in progress, Frank Lee Lorino, 49, of Davenport, pleaded guilty Dec. 20 to possession with intent to deliver oxycontin, four counts of conspiracy to possess with intent to deliver oxycontin and second-degree unlawful possession of a firearm, completing a plea agreement with prosecuting attorneys. The charges involve incidents between Dec. 26, 2016, and April 18 of this year. He must serve 12 months and one day in prison and pay $800 in court assessments.

Civil Judgments

The court on Dec. 12 granted a sexual assault protection order requested by Maya M. Devous against Austin Andrew Anderson, who is prohibited from being near her residence or school. Both parties are Davenport residents.

Noting insufficient evidence, the court on Dec. 12 denied Odessa resident Anita Jo Weaver’s petition for a domestic violence protection order against Jeffrey Shane Phillips, of Ephrata, Wash., in a matter involving two minor children.

Charles Douglas Potts, doing business as Banks Lake Pub, in Wilbur, must pay $826.61 in worker compensation taxes to the Washington State Department of Labor and Industries.

New Criminal Case

Jamin Alan Moores, 40, of Spokane, is charged with possession of methamphetamine hydrochloride in connection with a March 16 incident involving the Washington State Patrol’s response to a report of an unconscious individual inside a vehicle parked in front of Colville’s, Inc., in Reardan.

New Juvenile Offender Matter

A fourth-degree domestic violence assault matter filed Dec. 11 against a 17-year-old Davenport boy was dismissed at the request of the prosecuting attorney on Dec. 20 as a result of “discussions with all parties” involved.

New Civil Case

In an unlawful detainer matter, Bonnie Maxwell seeks eviction of Michael Allan France, Siobhana France and Don Elsey from residential property at 30825 Starkel Road North in Almira, as a result of allegedly not paying $1,975 in rent due through Oct. 31.
