    DAVENPORT — The Aug. 6 primary election is underway, and ballots are expected to have already been delivered to registered voters. Lincoln County elections officials mailed more than 8,428 ballots to registered voters last week, officials said. They noted that voters who have not received their ballots by Friday, July 26, should contact the Elections Department of the county Auditor’s Office. Ballots were mailed on Wednesday, July 17.     HARRINGTON — An elderly man previously charged with stalking has recently violated a protection order and is set to return to Lincoln County Superior Court. Joseph L.
