INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Dec. 12: Responding to Quail Court, Odessa ambulance personnel transported an 84-year-old woman to the local hospital for treatment for possible internal bleeding.

Sprague ambulance personnel responded to a collision scene along Interstate 90 where a pickup truck and trailer had gone off the road and into the median.

A county jail inmate was placed on lockdown status after lying to corrections deputies and breaking pencils.

Deputies investigated a vehicle prowling incident in the 400 block of NE Adams Street in Creston.

Odessa Police conducted a “general investigation” of a theft report filed by the Town of Odessa.

Tuesday, Dec. 13: Reardan EMTs and Davenport ambulance personnel assisted a 52-year-old man who suffered a possible stroke. He was transported to a Spokane hospital.

A caller observed a parked vehicle with a 5-year-old child alone inside at the Sprague I-90 rest area.

A dog tied up on a post for nearly a month in the Harrington area prompted a caller to make a report to dispatchers.

A Wilbur caller reported their dog had been poisoned with antifreeze in the 100 block of NE Cliff.

Leaving tracks behind, someone tore up a winter wheat field adjacent to Gunning Road near Davenport.

A vehicle slid off SR 28 at Lowe Road in the Odessa area.

Deputies responded to a reported assault at Lakeview Terrace mobile home park near Grand Coulee.

A man was arrested after deputies responded to a possible intoxicated driving incident in the vicinity of Railroad and Lincoln in Wilbur.

Odessa Police investigated a report that a log had been taken without permission from the backyard of a residence in the 300 block of South Division.

Wednesday, Dec. 14: A caller observed several pigs “in sad shape” and without water in the Underwood Canyon area near Creston.

A semi-truck swerved on ice on Waukon Road, struck an Avista power pole, flipped onto its side and possibly struck a porch on a house. The driver, while not injured, was trapped inside due to downed electrical lines that also blocked the roadway.

A semi-truck slid off SR 21 at the Haden Road crossing near Wilbur, blocking the southbound lane.

A book about a drag racer valued at about $125 was reported missing from a shop building in the 200 block of Morgan Street in Davenport. Deputies were able to recover it.

Two deputies responded to what turned out to be a false holdup alarm at Wheatland Bank in Davenport.

A driver involved in a two-vehicle collision in front of US Bank in Davenport left the scene before a deputy arrived to investigate.

Responding to a Pike Square residence at Seven Bays, Davenport ambulance and LifeFlight aerial ambulance personnel assisted a 2-year-old girl who was choking and turning blue.

Reardan Police investigated damage to an outside pop machine at Chips Colville.

Thursday, Dec. 15: Vehicle slide-offs were reported on SR 231 in the canyon north of Reardan and I-90 near Sprague.

A collision involving a vehicle and deer was reported on SR 23 between Harrington and Sprague.

A caller told dispatchers he discovered the door jimmied and a padlock cut at a farmhouse adjacent to SR 21 in the vicinity of Alderson Road near Wilbur.

A large amount of smoke resulted from a fire inside the walls of a residence in the 600 block of Tenth Street in Davenport.

Concern was expressed by a Creston school counselor, a sheriff’s deputy and local mental health personnel about a student who had shared thoughts they took as possibly suicidal.

A Harrington caller shared his suspicions about a man who claimed he was a census taker appearing at about 9 p.m. at his door in the vicinity of Adams and First streets inquiring about a nearby vacant house.

A caller reported screaming at a residence in the 20 block of Merriam Street in Davenport. A responding deputy arrested a woman on suspicion of domestic assault.

A collision involving a private vehicle and one owned by the Town of Odessa was reported on Fairway Drive.

Friday, Dec. 16: A woman told dispatchers she had a horned owl caged inside her shop building.

A deputy offered courtesy rides to at least 14 Davenport juveniles who were walking to school in extremely cold weather.

A Davenport woman who said she was being harassed was advised to secure a court order.

Responding to a residence in the 500 block of West 2nd in Sprague, a deputy found a man and woman disputing while engaged in a telephone medical survey.

A T-bone collision involving two vehicles took place at Division and Regent in Wilbur.

Chip trucks were observed traveling at high speeds on Waukon and Harrington-Tokio roads.

A 14-year-old Almira girl was taken to Coulee Community Hospital after consuming mushrooms offered to her by someone in Wilbur.

Saturday, Dec. 17: A man reported being told by a caller that he owed $1,000.

A Sprague woman reported receiving harassing text messages.

Sunday, Dec. 18: Responding to the 400 block of Maxwell Street, Davenport ambulance personnel assisted a 93-year-old woman suffering from pneumonia. In two separate calls, they assisted a 69-year-old woman with possible abdominal bleeding and, in the 1400 block of Morgan Street, another woman with an unknown medical condition.

Sprague ambulance was sent to where a vehicle had slid off I-90 and into rocks.

Deputies began investigating a possible child abuse incident in the Wilbur area.

A flat-screen TV was removed without permission from a residence in the 200 block of NW Cliff in Wilbur – and then mysteriously returned to its place.

Dec. 13: Silvino J. Dossantos, 26, Omak, Wash., arrested on an Okanogan County felony warrant.

Johnny R. Craig, 28, Grand Coulee arrested by Lincoln County Sheriff’s Office (LCSO) for third-degree malicious mischief (domestic violence) and fourth-degree assault (domestic violence).

Ayleana L. Caldwell, 20, Electric City, arrested by LCSO for second-degree burglary and second-degree malicious mischief.

Thomas L. James, 53, Newcastle, Colo., arrested by LCSO for driving while license suspended.

Dec. 15: Amanda L. Young, 30, Spokane, arrested by LCSO for attempting to elude police and possession of a stolen vehicle.

Shane E. Floyd, 35, Spokane, arrested by LCSO for failing to appear for driving while license suspended.

Corey L. Britton, 32, Moses Lake, arrested by LCSO for failing to appear for fourth-degree assault and third-degree theft.

Dec. 16: Karmaneha Jordan, 45, Davenport, arrested by LCSO for fourth-degree assault (domestic violence).

Dec. 17: William L. Frech, 42, Cheney, arrested by Washington State Patrol for driving while license suspended.

Erik C. Johnsen, 51, Wilbur, arrested by LCSO for possession of a controlled substance with intent to deliver and distributing a controlled substance to a minor.

Dec. 18: Andrew B. McDowell, 23, Wilbur, arrested by LCSO for driving while license suspended and violating a no-contact order.

Criminal Sentencings

Dustin Tanner Baughman, 20, of Spokane (formerly of Davenport), pleaded guilty Aug. 2 to possession of methamphetamine and conspiracy to possess methamphetamine in connection with incidents on Sept. 27, 2015, and May 6, 2016, in Davenport. His sentence, handed down Dec. 13, includes a month in jail, a $1,000 fine, court costs totaling $1,660, and $450 attorney reimbursement. As a result of a plea agreement, a charge of first-degree theft was withdrawn by the prosecutor.

Chantel M. Carter, 21, of Airway Heights, pleaded guilty Dec. 13 to conspiracy to possess methamphetamine with intent to deliver. She must complete 90 days in jail or electronic home monitoring, submit to random drug tests, serve 12 months probation, pay $800 court costs and have no firearms. The charge involved a May 3 incident in Davenport.

New Criminal Cases

Catherine Jean Hampton, 26, of Kalispell, Mont., is charged with second-degree burglary and conspiracy to commit second-degree burglary in connection with the Nov. 15 break-ins at the Davenport city shop and Davenport Motor Co. She is being held on $10,000 bond.

Kristi Ann Holdaas, 40, of Davenport, is charged with two counts of first-degree theft, second-degree theft and unlawful possession of hydrocodone in a case that involves the loss of nearly $25,000 in wrongfully issued checks from the estates of Sharon Buck, the late Jack Buck and Buck Family Farms between Sept. 1 and Nov. 16.
