INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Jan. 23: A one-vehicle rollover collision was reported near the Lincoln-Adams county line on Harrington Tokio Road. The driver was taken to a Ritzville hospital.

A Davenport Public Library employee reported threats made by an individual who came into the library.

A Sterling Valley resident reported a scam he encountered while attempting to buy a truck on Craigslist. Those he was dealing with would only discuss things by email, told him he needed to make the purchase through Ebay and send them a prepaid debit card.

An aggressive dog reportedly held a Wilbur resident hostage in her vehicle, parked in the 400 block of SW Lincoln Street, for about an hour.

A caller reported finding suspicious footprints leading up to the windows of a shop building in the 800 block of Nichols Street in Davenport.

At various times, someone used a vehicle, a refrigerator and a bale of hay to block an easement road near a residence off SR 231 north of Reardan.

Tuesday, Jan. 24: An injured bald eagle was found at the top of Little Falls.

A vehicle left SR 25 and went into a ditch about 11 miles north of Davenport.

Both lanes of U.S. 2 just west of Wilbur were blocked by a semi-truck that got stuck in snow.

A man was observed looking into the windows of vehicles parked at Davenport Family Foods.

A deputy advised a resident of the 1300 block of Logan Street in Davenport to lower the volume of music playing after responding to a noise complaint.

Wednesday, Jan. 25: Six buildings adjacent to Krause Road near Wilbur were involved in a burglary incident.

Responding to a residence on Paradise Lane in Lincoln, deputies investigated a domestic assault incident that reportedly left a woman with two broken ribs.

Thursday, Jan. 26: A Wilbur resident reported someone knocked over his bicycle, resulting in a broken mirror, while parked at Doxie’s.

An Almira resident reported an unauthorized $73.26 charge to a debit card from iTunes.

A woman was taken into custody after deputies checked out a report that people were staying in an abandoned house near Grand Coulee without the owner’s permission.

Saturday, Jan. 28: Smoke was seen coming from a semi-truck possibly on fire on U.S. 2 near Davenport.

A caller reported that someone in a Ford Ranger pointed a pistol at occupants inside another vehicle traveling west on Interstate 90 near Fishtrap.

Emergency personnel responded to a report of a structure fire in the 300 block of Sinclair Street in Davenport.

A possible incident of mail theft involved a box on Miles Creston Road that had items inside when the resident drove by it that morning, but was empty when checked on the return trip home.

Sunday, Jan. 29: A Sprague man was arrested after deputies responded to a domestic violence incident in the 300 block of West 3rd Avenue. A caller noted that members of the family involved had been fighting for four hours and that an assault “with bleeding” had occurred. One deputy had to force entry into the residence in order to apprehend the suspect and help get Sprague ambulance personnel inside to tend to possible injuries.

A Davenport woman told dispatchers that it appeared to her that someone had been inside a garage in the 1000 block of Maxwell Street and had moved a few items.

Monday, Jan. 30: Reardan EMTs and Davenport ambulance personnel responded to a one-vehicle slide-off reported on U.S. 2 near the scale house, but upon arriving, found there was no injury involved.

A Reardan man reported the theft of a vehicle from the 200 block of East Spokane Avenue. The owner had started it, then left it running – within three minutes it was gone.

Jan. 23: Tammie A. Ruff, 34, Davenport, arrested by Lincoln County Sheriff’s Office (LCSO) for fourth-degree assault (domestic violence).

Jan. 25: Brian J. Bailey, 58, Wilbur, arrested by LCSO for failing to appear for driving while license suspended, second-degree and fourth-degree assault.

Henry A. Palmer, 45, Keller, arrested by LCSO for first-degree taking a motor vehicle without the owner’s permission.

Jan. 26: Nichol L. Dreier, 34, Spokane, arrested by LCSO and held for Grant County for failing to appear for driving while license suspended.

Taressa M. Marchand, 37, Grand Coulee, arrested by LCSO for second-degree criminal trespass.

Jan. 27: Michael A. Williams, 54, Wellpinit, confined three days by the court for driving under the influence and while license suspended.

Kisha Munson, 26, Davenport, arrested by LCSO for contempt of court and first-degree burglary.

Edward W. Seyler, 30, Ford, confined two days by the court for driving while license suspended.

Jan. 28: Donny L. Carson, 26, Spokane Valley, arrested by LCSO for failing to appear for third-degree malicious mischief.

Kara J. Duarte, 27, Nespelem, confined three days by the court for driving while license suspended.

Jan. 29: Joseph A. Lightbody, 37, Sprague, arrested by LCSO for interfering with the reporting of fourth-degree assault (domestic violence).

Janet L. Bacon, 55, Edwall, arrested by LCSO for driving under the influence.

From Jan. 23 to 26, five individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and two for the City of Airway Heights.

Criminal Sentencings

James Edward Goodlake, 23, of Wilbur, pleaded guilty Jan. 24 to second-degree burglary in connection with an Oct. 27, 2016, incident at the Wilbur cemetery. Charges of possessing a stolen firearm and making and/or having burglary tools were withdrawn by prosecutors as a result of a plea agreement. His sentence included 90 days jail (all credited as served), $960 court assessments, $250 public defender reimbursement and restitution to be determined.

Catherine Jean Hampton, 26, of Kalispell, Mont., pleaded guilty Jan. 24 to conspiracy to commit second-degree burglary in connection with a Nov. 15, 2016, early morning burglary spree that involved Davenport Motor Co. in Davenport. A second-degree burglary charge was withdrawn by prosecutors as a result of a plea agreement. Her sentence includes 33 days jail (all credited as served), $860 court assessments, $450 public defender reimbursement and restitution to be determined.

Kevin Erik Warbus, 20, of Omak, Wash., pleaded guilty Jan. 24 to possession of heroin in connection with an April 4, 2016, traffic stop on U.S. 2 near Creston. His sentence included 14 days jail (all credited as served), $1,441.60 court assessments, $400 public defender reimbursement and a substance abuse evaluation and recommended treatment.

Jason Dewayne Tilson, 29, of Almira, pleaded guilty Dec. 13 and was sentenced Jan. 24 for fourth-degree assault (domestic violence), amended through plea negotiations from felony harassment and second-degree assault (by strangulation). His sentence included 49 days confinement (with credit for time served), $700 court assessments, $450 public defender reimbursement, 12 months probation, drug/alcohol and domestic violence evaluations and recommended treatment, and forfeiture of any weapons. He also was placed under a no-contact order to protect the victim, a 24-year-old Deer Park woman. The charge involved a July 28, 2016, incident in Almira.

Joseph V. Holmstrom, 36, pleaded guilty Jan. 24 to second-degree vehicle prowling, second-degree theft, second-degree burglary and theft of a motor vehicle in connection with a Nov. 15, 2016, early morning burglary spree that involved Davenport Motor Co. in Davenport, from which a vehicle and a checkbook were reported stolen. Two counts of second-degree burglary and one of second-degree theft were withdrawn by prosecutors as a result of a plea agreement. His sentence included four months in jail (with credit for time served), $998 court assessments, $450 public defender reimbursement, and restitution to be determined.

Civil Judgments

Hvy T LLC, of Wilbur, must pay $1,733.85 in taxes due for August 2016 to the Washington State Department of Revenue.

Ruling that Michael Kevin Hurlburt, of Lincoln, “failed to demonstrate sufficient evidence,” the court on Jan. 19 denied his request for a domestic violence protection order against Quinn N. Learn and dismissed the case.

Kathy Diane Hansel, of Spokane, seeks restoration of her firearms rights from the State of Washington.

LVNV Funding LLC seeks repayment from Nancy and “John Doe” Stradley of $883.38 as of Oct. 15, 2015, on a credit account.
