Monday, April 3: Sprague ambulance personnel assisted a woman who hurt her head in a one-vehicle collision on Interstate 90.

An Odessa caller told local police that she had watched a man take someone’s purse near the pharmacy on West 1st Avenue.

A mailbox in the 400 block of East 1st Avenue in Odessa was reported damaged.

Tuesday, April 4: State transportation personnel were advised that a semi-truck may have destroyed a stop sign on the west end of Creston.

Two men and two women traveling together got the attention of Wonder Mini-Mart personnel in Wilbur when they went in and out of the store bathroom and back and forth to their car during a 45-minute period.

A Sprague boy was taken into custody after drugs were found at a residence in the 600 block of West 2nd Street.

Dispatchers were advised of a verbal dispute involving individuals watching baseball practice at the Sprague field.

A caller reported seeing what could have been a drug deal in the Reardan city park.

A man wearing a “Captain America” costume drew a visit from a deputy after a caller thought he was a homeless man staying in the Davenport city park.

Wednesday, April 5: Wilbur ambulance personnel assisted a 70-year-old woman with a history of heart problems.

Having had a difficult time launching his watercraft, a caller told dispatchers that the Seven Bays boat launch needed to be pushed out further into the water. The suggestion was transferred to the National Park Service.

The body of a woman who had apparently taken her own life was discovered by a relative at Mountain View Cemetery in Davenport.

A Mohler woman reported the theft of five checks that were used for about $10,000 in unauthorized purchases.

Reardan Police responded to a report that an 18-year-old man used a slingshot to shoot at birds in the Audubon Lake protective reserve.

Thursday, April 6: Davenport ambulance personnel assisted a local man who believed he might have been poisoned and said he feared for his life. The matter was referred to mental health personnel.

Filing a theft report, a Reardan area woman said a wood chipper she had loaned out had been located at a Hillyard pawn shop in Spokane.

A Spokane woman requested assistance with someone from Davenport sending harassing and sexually oriented text messages to her daughter.

Someone wrote what appears to be gang insignia on the woodwork of the Almira post office.

Cosmetic damage resulted to the CenturyLink building in Wilbur after someone apparently hit it.

A resident of Bald Eagle Lane northeast of Davenport reported damage to siding on buildings there and to a gate.

A Wilbur woman reported that someone posing as the manager came into her apartment in the 500 block of NW Armstrong and taped a note to the inside of the door.

Sprague Chevron personnel refused to sell beer to a man who appeared heavily intoxicated. After the man resumed driving, the report was phoned in; he subsequently was arrested by the Washington State Patrol after being involved in a hit-and-run collision in Spokane.

Odessa police determined that a report that headstones had been stolen from the local cemetery was unfounded.

Odessa police investigated the theft of $1,100 from a truck parked in the 300 block of East 1st Avenue and an incident of illegal dumping near Zion Emmanuel Lutheran Church on SR 21.

Friday, April 7: Water, mud and rocks were traffic hazards in the eastbound lane of SR 174 near Wilbur.

A Creston caller asked a deputy to visit the 200 block of NE E Street after his roommate refused to return his TV and movies.

The theft of a security camera from Macabee Cemetery near Sprague was reported.

A caller reported the recovery of a sunken boat and a fishing rod from the southwest corner of Coffeepot Lake.

An Odessa woman reported being harassed through the Internet.

A deputy responded to the partial rollover of a semi-truck trailer on SR 231 south of Reardan. The southbound lane was completely blocked while several tow trucks were enlisted to remove it.

Deputies learned that four men who appeared to be “from the Middle East” were in a vehicle that was driven around concrete barriers placed on Porcupine Bay Road after being closed due to last week’s slide. The vehicle apparently went as far as the National Park Service campground. A resident of the area told a deputy that the men asked questions about Grand Coulee Dam and why the road was closed. Later, the vehicle drove back out, but three of the occupants were left behind outside the campground bathroom.

A small fire between the grain elevators in the 700 block of West 1st in Sprague was sourced in pallets being burned by an apparently homeless man who initially refused to leave when the property owner declined him permission to be there.

Responding to a residence on Beverly Hills Drive, Wilbur ambulance personnel assisted an 88-year-old man who fell and suffered a possible broken ankle.

Reardan Police dealt with an unwanted person at a residence in the 400 block of East Broadway Avenue.

Saturday, April 8: A stop sign and road sign at the corner of U.S. 2 and Smart Road were down, apparently as a result of a tractor being used for field work nearby.

A resident of Sprague Highway Road East expressed concern about five kids who were using sticks to break a TV and computer monitor.

Responding to the 700 block of East Amende Drive, Odessa ambulance personnel transported a 68-year-old man “in pain” to the local hospital.

Sunday, April 9: Reardan EMTs and Davenport ambulance personnel assisted a man who said he had been experiencing chest pain for the past few days.

A caller reported seeing two vehicles “playing chicken” while traveling U.S. 2 west of Davenport.

A Davenport caller told dispatchers he saw a man urinating into Morgan Street in front of the Subway restaurant, then getting into a vehicle with a woman and headed west.

An attempt to steal a 4-wheeler from a shed in the 1500 block of Laney Brothers Road near Odessa was reported. Keys were missing and the vehicle was left in the middle of the road. A suspect was located and placed into custody.

Life Flight aerial ambulance was dispatched to a residence on Teel Hill Road north of Davenport for a 12-year-old girl who crashed a motorcycle and ended up with the handlebars stuck in her leg.

April 5: Donald A. Morrison, 37, Moses Lake, arrested by Reardan Police for possession of stolen property and driving while license suspended.

Sampson Shove, 37, Spokane, arrested by Reardan Police for driving while license suspended.

Jennifer R. Booth, 37, Davenport, confined 30 days by the court for reckless driving.

April 6: Ashley J. Leonard, 29, Inchelium, confined three days by the court for driving while license suspended.

April 7: Steve Rheingans, 44, Montesano, Wash., arrested by Lincoln County Sheriff’s Office (LCSO) for failing to appear for contempt of court and possession of methamphetamine.

April 8: Karen L. Pfeiffer, 55, Spokane, arrested by LCSO for driving under the influence.

April 9: Isaac Thomas Albe, 18, Austin, Texas, arrested by LCSO for theft.

From April 4 to 10, four individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and one under contract with the U.S. Marshal’s Service.

Criminal Sentencings

Corey Lynn West, 27, of Airway Heights, Spokane and/or Yakima, pleaded guilty March 28 to second-degree burglary in connection with incidents between March 1 and May 8, 2015, at a cell tower installation adjacent to Macabee Road near Sprague. As a result of plea negotiations, prosecutors withdrew charges of first-degree theft and first-degree malicious mischief. His sentence includes 32 days in jail, $902 court costs, payment of $33,880 restitution to American Tower Corp. of Boston, Mass., and $400 public defender reimbursement.

Hedgar Hernandez, 27, of Brewster, Wash., pleaded guilty March 28 to conspiracy to commit second-degree burglary in connection with a Nov. 19, 2016, break-in at a garage adjacent to Riffe Road near Reardan, during which a fuel can and propane bottle were taken. As a result of plea negotiations, prosecutors withdrew a charge of third-degree theft and agreed to dismiss a misdemeanor charge in Lincoln County District Court. His sentence includes 67 days in jail, $813.60 court costs and $400 public defender reimbursement.

Kisha Michelle Munson, 26, of Davenport, pleaded guilty April 4 to second-degree theft in connection with a Jan. 7, 2016, incident at a residence on Larrabee Street East in Edwall. As a result of plea negotiations, prosecutors withdrew a charge of first-degree burglary and three counts of theft of a firearm. Her sentence includes 39 days jail, $941.72 court costs, $400 public defender reimbursement and restitution yet to be determined.

Civil Judgments

Michael W. and Sherri L. Frederick, doing business as Chiefs Bar and Grill in Odessa, must pay $5,242.71 in tax obligations for September through December of last year to the Washington State Department of Revenue.

Jennifer A. Theis, of Davenport, must return $144.06 in overpaid benefits to the Washington State Department of Employment Security.

Steven M. Flinner, of Wilbur, must return $351.50 in overpaid benefits to the Washington State Department of Employment Security.

Taria A. Holcomb, of Reardan, must return $1,112.53 in overpaid benefits to the Washington State Department of Employment Security.

Juvenile Offender Disposition

In a deferred disposition, a 17-year-old boy now living in Deer Park pleaded guilty March 15 to second-degree burglary in connection with a Feb. 27 incident at a shop building on Trejbal Back Road East in the Odessa area from which a pickup truck and two firearms were reported missing. The truck was later recovered from a snow-covered field. His disposition includes 30 hours community service, 30 days confinement (16 credited as served), counseling as directed, alcohol/drug and mental health evaluations and recommended treatment, random alcohol and drug testing and a 9 p.m. curfew. He is barred from possessing any weapons and from having or using alcohol or non-prescribed drugs.

New Criminal Case

Bryan Timothy Ferguson, 41, Grand Coulee, is charged with two counts of second-degree burglary and one of second-degree theft in connection with incidents between Dec. 15 of last year and March 21 involving property on Krause Road in Wilbur and Roby Road in Creston.

New Civil Case

Barbara A. Reed-Doughty, of Sprague, seeks compensation from Mark Takisaki, doing business as M.J. Takisaki, Inc., of Spokane Valley, for alleged breach of contract involving repairs to a residence at 408 W. 2nd Street in Sprague after a Dec. 24, 2010, fire. She alleges that demolition work was done without required building permits and inspections, that hazardous materials weren’t properly disposed of, that the residence has been uninhabitable since May, 18, 2012, and that damage was done to the house during restoration and repairs. Her claim is for more than $671,832 she believes is needed to restore the residence to its original condition.
