INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, May 22: Almira Farmers Warehouse reported that diesel had been siphoned from a grain truck while parked on 4th Street near the town hall over the weekend.

Someone used a property owner’s tractor without his permission to get a stuck vehicle out of a field adjacent to Magnison Butte Road near Reardan. The tractor was abandoned about 600 yards from where it had been – but with the perpetrator’s cell phone left behind. Some damage to the roadway also was reported.


Deputies responded to a harassment/trespassing incident at a unit in the Cottonwood Apartments in Davenport.

A Grand Coulee man was arrested for fourth-degree assault (domestic violence) after telling deputies he had “spanked (his) 17-year-old’s butt.”

A 28-year-old man complained of back pain after being ejected from a 4-wheeler involved in a collision near Childers Road East in the Almira area. He and another man were examined at Coulee Community Hospital. Neither wore helmets.


Odessa Police investigated a two-vehicle collision at Amende Drive and 6th.

Tuesday, May 23: The Keller ferry was out-of-service for about an hour while a dock was being relocated.

Avista Utilities workers “purged” natural gas from lines in the vicinity of Lincoln Street in Harrington.

Creston ambulance personnel checked out a woman who hit her head on a car window as the vehicle left U.S. 2 and went into a ditch.

No injuries were reported to two occupants of a vehicle that left the roadway at Harrington Tokio and Talkington roads and struck a telephone box. Damage was reported to the box, the vehicle and the roadway.

A Sprague man reported a trespassing incident at a residence in the 500 block of North C Street.

A paint sprayer valued at $1,000 was reported stolen from a construction site along Calvert Road North. It and other items, including an adjustable ladder, drills, and four gallons of paint, were located at a pawn shop in Spokane.

A van was involved in a rollover collision and discovered by a passer-by alongside Hawk Creek Road North. Its driver was unhurt and told a deputy that she had lost control in loose gravel.

Deputies responded to a verbal dispute involving a man and woman living in the 1100 block of Adams Street in Davenport.

Deputies, medical and mental health personnel were involved in assisting a woman thought to be suicidal and armed with a knife who was located in the vicinity of SR 174 and Spring Canyon Road.

Wednesday, May 24: Davenport ambulance personnel assisted an 81-year-old man who experienced extreme dizziness.

A bear visited residential property adjacent to Rock Ridge North in the Davenport area.

A man told dispatchers he received three calls that day alone from someone purporting to be from the IRS.

A Davenport area woman reported being the focus of harassment.

A van got stuck in a ditch after becoming high-centered and was hanging over the edge of Poplar just west of B Street in Sprague.

Gasoline was siphoned during a break-in on property at Weber and Weizel roads near Odessa. Three individuals were subsequently taken into custody.

Residents of Skyview Place East near Creston reported a harassment incident.

A concerned Reardan area resident told dispatchers about marijuana use involving minors that is believed to be occurring.

Thursday, May 25: A Sprague caller advised that someone claiming to be from Publishers Clearing House phoned her and requested $300 be sent in order the receive $2 million.

A resident of Fisher Road East near Reardan reported a half cord of firewood had been taken without his permission. Later, he phoned dispatchers again to tell them the wood had been found up the road.

A Sprague resident reported $1,000 in unauthorized charges to a digital music vendor had been made on his debit card. The source of the transactions was someone in Casper, Wyo.

Chunks of roadway were causing a traffic hazard on SR 231 between Reardan and Sprague.

Believing an assault may have occurred, deputies responded to a domestic dispute at Black Bear Motel in Davenport.

Friday, May 26: Responding to the Billy Burger restaurant, Wilbur ambulance personnel assisted a 75-year-old woman who may have suffered a stroke.

A chain was cut on a gate at the Egypt substation along SR 25, but nothing reported taken.

Four firearms were reported stolen from property adjacent to Weishaar Road in the Odessa area.

Odessa Police responded to what was described as a juvenile problem in the town park, where a camera had been removed from its position and stuffed into a tree.

Saturday, May 27: Equipment was removed without authorization from the Nitehawk Paintball facility on Spring Creek Road north of Reardan.

After being alerted that vehicles were failing to stop for pedestrians crossing Morgan Street to get to a yard sale at the Davenport Presbyterian Church, deputies set up a presence in that area.

A broken window was reported as evidence of a burglary at a house on Hopp Road between Heimbigner and Davis roads near Odessa.

A drug dog from the Airway Heights Corrections Center was used to conduct a search for narcotics among inmates in the Lincoln County Jail. Contraband tobacco was discovered.

Responding to a residence on Miles Creston Road East, a deputy assisted a 67-year-old man who suffered a head injury.

Lincoln Hospital personnel treated a 67-year-old woman after she was bitten by a dog on her right ring finger.

Deputies investigated a report that muscle relaxers were being distributed by a juvenile to others in Davenport.

A woman walking her dog reported almost being attacked by a loose dog in the vicinity of Seventh and Main streets in Davenport.

National Park Service personnel secured the cooperation of between 10 and 12 individuals camping in tents at No Man’s Cove in the Deer Meadows area to clean up a big mess left from a party the night before, including toilet paper described as “strewn all over the beach from the water to the hill.”

Sunday, May 28: A Wilbur woman was treated at Lincoln Hospital after two dogs grabbed her pant leg and pulled her down in the 400 block of SE Washington Street in Wilbur. She suffered a gash above her eye and reported pain in her right wrist. The dogs’ owner was cited for two counts of a dog at-large.

A caller reported suspicious behavior in the 200 block of Main in Wilbur involving five individuals that appeared to be a possible drug deal in progress.

A Davenport woman reported a fraudulent charge of $113.20 on her bank card for lodging.

Trader’s Express personnel in Davenport reported seeing a man in a vehicle with broken windows and a sign that says “Needs Gas” parked on their lot for a couple of days.

Sprague firefighters extinguished a fire in an abandoned vehicle on the Old Sprague Highway just west of Williams Lake Road.

Deputies investigated a report of possible squatters at the Sprague gun club.

A resident on Pineridge Drive East in the Cayuse Cove area said a gate had been rammed by a vehicle that he believed shouldn’t have access through his private property to a beach that had been closed by the National Park Service.

Several bags of trash from what may have been a marijuana grow operation were discovered in the vicinity of Heineman and Waukon roads near Reardan.

A deputy was unable to locate what was reported as an anhydrous ammonia leak at the McGregor’s facility in Davenport.

Dispatchers took a report that someone was shooting off fireworks or artillery rounds near a dry field adjacent to Redwine Canyon Road near the Lincoln campground.

National Park Service personnel facilitated the recovery of a boat that had broken down in the water, towing it from Porcupine Bay to Two Rivers Marina.

Criminal Sentencing

After pleading guilty (through an Alford plea) to two counts of second-degree unlawful possession of a firearm, two counts of possessing a stolen firearm and a count of second-degree possession of stolen property (access device), Jory Lewis Vallee, 27, Grand Coulee, was sentenced to 144 months in prison, $800 court costs and restitution to be determined. The successful plea negotiations averted a jury trial last week and came after the court denied a defense request for suppression of evidence on April 5. He was originally charged with six counts of second-degree unlawful possession of a firearm in connection with recent incidents in the vicinity of Geib and Krause roads near Wilbur. After securing a search warrant, deputies recovered rifles, shotguns and pistols from a reported “suspicious” vehicle that was the focus of a traffic stop on Jan. 30.

Civil Judgments

A May 23 default judgment against Pam Reidt of Wilbur awarded $6,637.60 to the petitioner, Capital One Bank in a matter involving a credit account.

A May 23 default judgment against Nancy Stradley awarded $1,155.38 to the petitioner, LVNV Fundings LLC in a matter involving a credit account.

New Criminal Case

Frank Lee Lorino, 48, Davenport, is charged with three counts of possession with intent to deliver oxycontin and/or oxycodone hydrochloride, conspiracy to possess with intent to deliver oxycontin and/or oxycodone hydrochloride, and second-degree unlawful possession of a firearm in connection with incidents between Jan. 20 and April 18 of this year.

New Juvenile Offender Matter

A 15-year-old Almira boy is charged with possessing a dangerous weapon on school facilities after a knife was found during a search of a locker and backpack for tobacco products at the Almira school on May 5.
