INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 2: Deputies responded to a report that a man had shot himself in the head in the vicinity of Hopp Road in the Odessa area.

A burglary was reported at a residence in the 1300 block of Logan Street in Davenport.

A residence in the 100 block of East Railroad in Sprague was the scene of a break-in.

A caller expressed her concern about a neighbor boy shooting a BB gun in the direction of a residence in the 800 block of Fifth Street in Davenport while a child was at play in the front yard. A responding deputy secured a promise from the boy’s father that he would be spoken to “immediately.”


An unloaded, rusted pistol was found in the vicinity of Frazier Canyon/Redwine Canyon and turned into the sheriff’s office.

A cat was believed to be the culprit after a Davenport resident discovered a headless dead bird on the hood of her vehicle.

A collision involving a vehicle and deer took place on U.S. 2 about a half mile east of Davenport.


An Odessa woman was placed into protective custody after refusing to be transported to the local hospital for a medical scan.

Odessa Police arrested a man after responding to a report that a woman had been hit in the face during a domestic situation in the 400 block of 3rd Avenue.

Tuesday, Oct. 3: Harrington ambulance personnel assisted a 72-year-old woman who may have suffered a broken hip as a result of a fall.

Deputies arrested a man on suspicion of punching his father at a residence in the 1100 block of Fourth Street in Davenport.

A collision involving a deer and a truck and trailer unit was reported on SR 28 near Harrington.

Wednesday, Oct. 4: Debris was left in the roadway after a one-vehicle collision on U.S. 2 at Rocklyn Road west of Davenport. An occupant may have a head injury as a result of an airbag deployment.

A female inmate threw herself on the courtroom floor and refused to get up until jail staff met her demands to see a doctor, use the phone and take a certain medication. Officers managed to move her to a cell where she could be monitored, but she was described as “continually screaming, pounding on the cell walls, throwing any items given to her and verbally abusive to staff.” At one point, she threw water and a cup while outside the cell. Over the next few days, she was examined three times at Lincoln Hospital.

A one-vehicle collision was reported in the vicinity of Duck Lake Road and SR 28 near Harrington.

A deputy’s involvement was needed in order for a Sprague resident to have a package mistakenly delivered by UPS to another address returned to him.

A caller reported her vehicle had been backed into outside the Davenport Post Office.

Lincoln Hospital personnel treated a patient who had been bitten by a dog.

A resident on Piper Lane East in the Ford area reported someone dumped a bag of trash on his property.

Deputies investigated a theft that occurred at a residence on Cottonwood Creek Road East near Davenport.

A Lynnwood, Wash., woman asked for help from deputies in getting a laptop computer returned by an “ex-friend” who lives in Harrington.

Odessa Police investigated the theft of prescription medications from a residence in the 100 block of West 4th Avenue.

Thursday, Oct. 5: A deputy assisted Davenport ambulance personnel with a medical call in the 100 block of Adams Street.

A driver swerved to miss a deer on U.S. 2 just east of Reardan and rolled the vehicle. Reardan EMTs and Davenport ambulance personnel responded and two injured individuals were transported to Lincoln Hospital.

Friday, Oct. 6: A caller reported a vehicle traveling on U.S. 2 west of Wilbur was “using the lights like a cop to get people to pull over so he can pass.”

A caller found a malnourished cat with a batch of kittens near Tenth and Washington streets in Davenport. Her call was referred to the Lincoln County Pet Network.

Odessa Police took a report that a cat had been shot with a BB gun in the 400 block of South Alder Street.

Responding to Dean’s Drive-In, Reardan Police facilitated a man’s request for assistance from Reardan EMTs and Davenport ambulance personnel.

Saturday, Oct. 7: A tree partially blocked Holderby Road about a half mile west of Bald Ridge Road.

Lincoln Hospital personnel treated a Creston area resident who was falling trees. One tree bounced back, causing injuries to the head and back.

National Park Service personnel were advised of an unattended campfire at the mouth of Hawk Creek – but were unable to locate that one or another reportedly burning on a beach near Seven Bays.

A caller reported a silver mini-van was “playing chicken with oncoming traffic” east of Reardan on U.S. 2.

While retrieving her newspaper, an Odessa woman found a BB gun on the ground in the 100 block of North 7th.

A deputy returned a young girl of about 5 years of age to her home after a caller found her sitting alongside Porcupine Bay Road just off SR 25. The caller said he stopped to check on her and was told that her father “scared her to death.” The deputy determined “all was fine” at home.

One mannequin was stolen and another thrown to the ground as a result of vandalism at the wagon wheel display on Main Street in Wilbur. The missing female mannequin is valued at $200. The male mannequin had a broken finger.

A Davenport man said someone entered his residence in the 400 block of Morgan Street and took things.

High winds fueled a field fire along SR 28 about a mile west of Lamona, prompting plans to evacuate residents from the area. The highway was closed for a time. Flames were observed at a residence at SR 28 and Carlson Road. Poles were burned and lines reported down in the fire area.

Stephen M. Vanrijn, 51, Odessa, arrested by Odessa Police for fourth-degree assault.

Oct. 3: Ira L. Floyd, 49, Spokane Valley, arrested by LCSO for second-degree theft and second-degree trafficking in stolen property.

James E. Schillinger, 56, Davenport, arrested by LCSO for fourth-degree assault.

Oct. 5: Austin J. Frank, 20, Grand Coulee, arrested by LCSO for an alcohol violation.

Kevin E. Warbus, 21, Omak, arrested by LCSO for driving while license suspended.

Oct. 6: Ryan D. Pryor, 37, Spokane, arrested by Washington State Patrol for making/having a vehicle theft tool, possession of a stolen vehicle, attempting to elude law enforcement and reckless driving.

Oct. 8: Richard L. Vandergriff, 37, Creston, arrested by LCSO for third-degree malicious mischief.

From Oct. 2 to 9, 15 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and one under contract with the Kalispel Tribe of Indians.

Jonathon Luke Gullard, doing business as LG Painting and Sons in Davenport, must pay $11,171.38 in tax obligations to the Washington State Department of Employment Security.

New Criminal Case

Gregorio J. Cenerazzo, 59, of Spokane, is charged with possession of methamphetamine hydrochloride in connection with an April 15 traffic stop in the vicinity of Omans and Oehlwein roads in Davenport.

New Civil Cases

Melder Ranch LLC seeks compensation from Benjamin T. Johnson, of Lind, Wash., for damage resulting from a July 22 field fire that started after Johnson allegedly drove a vehicle onto dry grass on property rented by Aether Technologies LLC in Lincoln County. The blaze spread to the adjacent Melder Ranch property, charring 250 acres and 7,000 feet of barbed wire fence.

Trezzi Farm, Inc., alleges Spokane County and its Department of Building and Planning did not respond appropriately to its July 17, 2015, request for public records from Jan. 1, 2012, to the date of the request that concerned zoning or ordinance changes affecting wedding venues on Green Bluff in Spokane County. The county department claimed a hardware failure caused some records to be “irretrievably lost,” but the petitioners, Davide and Stephanie Trezzi, say there is evidence that the records could have been retrieved from backup files.

Allegations of discrimination based on sex, harassment and inappropriate and indecent behavior form the basis of a case against HomeStreet, Inc., (a bank) and its senior loan advisor, Dan Huegel, filed by Deanna Finch and her husband, Brian, concerning the process involved in securing a loan to enable them to purchase property near Davenport.

KeyBank National Association, of Boise, Idaho, seeks payment of $40,989.28 it claims is owed by respondents Jenny L. Cate, Robert L. Cate (and unknown heirs and devisees), Josh Cate, Tyann Cate and Zack Cate on a Nov. 30, 2005, loan for $60,099 involving property at 619 Maxwell Street in Davenport.

Steven and Shirley St. James, of Sprague, seek quiet title from Keith J. Frazier, also of Sprague, and establishment of uncertain boundaries for Lots 1-5 and 6-10, Block 74, Third Railroad Addition to the Town (now City) of Sprague.
