INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 16: A caller reported receiving a scam phone call advising him his grandson is in jail.

Three tires blew out while half a house was being towed on U.S. 2 in the vicinity of Bennett Road east of Davenport.

A caller reported two individuals were shooting at deer from a vehicle on Hart Road at its intersection with Teel Hill Road north of Davenport.


A 15-year-old girl was transported by LifeFlight aerial ambulance to a Spokane hospital after falling down a 50-foot cliff adjacent to SR 174 north of Wilbur. She hit her face and complained of hip pain while a U.S. Bureau of Reclamation rope team was summoned to assist in her rescue.

A semi-truck turned onto its side on Kagele Road about a quarter-mile north of Davis Road in the Odessa area. A large amount of potatoes were left alongside the road for a local food bank to collect.

An elderly man told dispatchers he got stuck on the roof of a residence in the 1000 block of Marshall Street in Davenport after a ladder “moved” after he started clearing off the roof.


A Davenport area woman advised of a fraudulent phone call from someone pretending to be part of the Apple Cloud system. She offered her credit card number, but no additional personal information, before calling the Apple Store, from which she learned the call was a scam.

A caller told dispatchers of a possible trespasser on property adjacent to Petrie Lane near Teel Hill Road. After dogs began barking and noticing a flashlight in the woods, she flashed a light in that direction and the first flashlight went off.

A deputy handled a city code enforcement violation in the vicinity of Sixth and Washington streets in Davenport.

Dispatchers took a report from Sprague of possible reckless driving in the Viking Drive-in parking lot by a man with a child in the vehicle.

Tuesday, Oct. 17: A Harrington area woman received several Apple computer-related fraudulent phone calls requesting access to her computer.

Responding to a residence on Sterrett Road, Davenport ambulance personnel assisted an 85-year-old man who was unable to stand or walk.

Tumbleweeds were “stacking up” on SR 28 near Irby Road and at one point, the eastbound lane was blocked.

A deputy dealt with junk vehicles parked in the city right-of-way in the 500 block of West 1st in Sprague.

A caller expressed her concern about a vehicle with up to four occupants continually showing up at Mountain View Cemetery in Davenport on an almost-daily basis at the same time of day.

A collision involving a vehicle and deer was reported on SR 25 about 15 miles north of Davenport.

Responding to a report of a broken garage window in the 500 block of North Lake Street, Reardan Police determined the wind had blown the window in, causing it to break, and that no crime had occurred.

Fire crews, including National Park Service personnel, battled a wind-driven blaze along Miles Road near its intersection with SR 25 that threatened at least one structure.

Wednesday, Oct. 18: A caller reported observing someone poaching deer along Miles Creston Road near Telford Road.

A propane tank regulator and hose were reported stolen as a result of a break-in at a residence in the 35900 block of Prairie Lane in the Creston area.

Ambulance personnel from Harrington, Creston and Wellpinit, along with a deputy and a LifeFlight crew, were involved in responding to a call to assist a Davenport woman who suffered a possible stroke at a residence in the 300 block of Jefferson Street. She was treated initially at Lincoln Hospital.

Two shots were fired from the window of a vehicle while traveling west on Marlin Road from north of Irby towards Odessa.

Thursday, Oct. 19: A Sprague Lake Road resident phoned in her concern about hearing a knock on a window followed by dogs barking.

A Davenport man notified deputies he was scammed out of $1,493 by someone claiming to be from Publishers Clearing House who told him he won $2.5 million and a new vehicle – but had to send money to a Wal-Mart in Fresno, Calif., which he did from the Airway Heights store.

A Davenport woman reported fraudulent charges were made to her credit after becoming “caught up in a real estate scam.”

A hunter told dispatchers he got lost after parking his vehicle at Seven Springs and Grant roads in the Creston area, then walking about six miles to the north.

Friday, Oct. 20: A collision involving a motor home and deer took place on U.S. 2 about three miles east of Almira.

A Sprague woman asked a deputy to come speak with her 13-year-old daughter “to scare her” so she doesn’t ever again steal money from her purse.

A garbage collection truck struck a power pole at Seventh and Maxwell streets in Davenport, causing an electrical outage affecting about 440 households. Avista Utilities personnel restored power about four hours later. Power was out at Davenport schools, which went on a modified lockdown mode. Davenport firefighters also were on the scene.

A caller observed a number of pickup trucks with juveniles racing up and down Wilbur’s Main Street, apparently in celebration of the Wildcats’ football victory over Reardan that night. A responding deputy was unable to locate any vehicles and reported that “everything is quiet in Wilbur.”

A 17-year-old boy’s grandmother had to pick him up where he had parked in the middle of Spinning Road near Omans Road, “just hanging out,” but acknowledging he was driving without a license after his instructional permit’s expiration the week before.

A Reardan man told local police that while searching online for a recipe, a window popped up on his computer, advising him to “call an IT tech immediately.” He said he provided “all his personal information and (was) now under siege through (his) computer.” The responding officer determined no fraud had occurred, “just a possible scam on the computer.”

A Reardan girl brought six bottles of alcohol to school, prompting personnel there to notify her father and local police.

Saturday, Oct. 21: BNSF Railroad sent a technician to deal with malfunctioning crossing arms in Harrington.

Responding to 15 NE Cliff, Wilbur ambulance personnel assisted an 84-year-old man who fell and may have broken a hip.

Deputies warned the birth parents of a foster child in a Davenport woman’s care that they would be arrested for trespassing if they returned to her property. The father was also cited for having a dangerous weapon.

Sunday, Oct. 22: Creston ambulance joined with Lincoln EMTs to assist an 87-year-old man with breathing problems.

A caller told dispatchers he discovered a dead deer on property adjacent to Harker Canyon Road that had not been recovered by a hunter.

A woman reported receiving a scam call from someone claiming to have warrants against her.

A state Department of Fish and Wildlife police officer investigated a trespassing report on property adjacent to Bald Eagle Way.

Responding to the 900 block of Washington Street in Davenport, a deputy assisted a 91-year-old woman who fell and hit the back of her head on a window sill.

No one was there when deputies arrived to investigate a caller’s report that several people were drinking, yelling and throwing trash all around the dumpsters placed adjacent to Bull Run Road north of Reardan.

JAIL BOOKINGS

Oct. 16: John Eric Cotton, 48, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) on a misdemeanor warrant from Pend Oreille County.

Oct. 17: Rick Dean Ambers II, 28, Ritzville, arrested by LCSO for failing to appear for residential burglary, second-degree burglary, second-degree theft and third-degree theft.

James Byron Fleshman, 29, Shelton, Wash., arrested by Washington State Patrol for failing to appear for driving under the influence.

Oct. 18: Gregg Allen Loughbom, 58, Seven Bays, arrested by LCSO for possession of a controlled substance with intent to manufacture and/or deliver.

Oct. 19: Nichol Lynn Dreier, 35, Spokane, confined three days by the court for driving while license suspended.

Brian Mitchell Frear, 31, Spokane, arrested by LCSO for failing to appear for an ignition interlock violation.

Oct. 20: John Robert Ellefson, 27, Spokane, arrested by LCSO for failing to appear for driving while license suspended and first-degree negligent driving.

Oct. 22: Wanda Lou Earle, 40, Odessa, serving a court commitment for possession of a controlled substance with intent to manufacture and/or deliver.

Kile Duane Kuhlmann, 34, Grand Coulee, arrested by LCSO for failing to appear for failure to transfer title and no trip permit.

From Oct. 16 to 22, 16 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections and one under contract with the U.S. Marshal’s Service.

Criminal Sentencings

Justin T. Gentemann, 27, Coulee Dam, pleaded guilty Oct. 10 to attempting to elude a pursuing police vehicle in connection with an Aug. 10 incident that began in Wilbur, involved a four-hour pursuit by car and boat and ended on the Keller Ferry side of Lake Roosevelt after he was fished out of the water by law enforcement officers. His sentence includes 60 days jail (credit for time served), $800 court costs, $500 public defender reimbursement and an undetermined amount of restitution.

Doris Ray Loughbom, 56, Davenport, pleaded guilty Oct. 17 to attempted possession of methamphetamine in connection with a March 18 incident in the 100 block of Main Street in Davenport. Her sentence includes 11 days jail (credit for time served), $960 court costs and 12 months community supervision. She was originally charged with delivering methamphetamine and conspiracy to deliver methamphetamine, but pleaded guilty to the amended charge after plea negotiations with the prosecuting attorney.

Brittney Rose Morgan, 31, Medical Lake, pleaded guilty Oct. 17 to second-degree theft in connection with a Nov. 13, 2014, incident during which a Lincoln resident’s 2000 Subaru Legacy was taken from property adjacent to Redwine Canyon Road and later found on fire in the vicinity of Bald Ridge and DeVore roads. Her sentence includes 11 days jail or electronic home monitoring (credit for time served), $800 court costs and an undetermined amount of restitution. Her guilty plea came as a result of plea negotiations and the withdrawal by prosecutors of charges of second-degree taking a motor vehicle without the owner’s permission, third-degree theft (two counts) and third-degree malicious mischief. Those charges involved the taking of about $1,100 worth of GPS equipment from a pickup truck and the removal of duffel bags from another pickup parked outside a Davenport school and a third truck parked in the Porcupine Bay area while its owner was fishing. A window in that truck had been broken out to gain entry.

Melissa Christina Church, 37, Spokane, pleaded guilty Oct. 17 to possession of heroin in connection with an Oct. 16, 2016, incident north of Reardan. Her sentence includes 12 months and a day in prison (credit for time served), 12 months community supervision, $960 court costs, chemical dependency evaluation and recommended treatment and a prohibition against having or using any non-prescribed drugs, including marijuana.

Civil Judgment

Travis L. Angstrom, of Davenport, must return $460.16 in overpaid benefits to the Washington State Employment Security Department.

New Criminal Case

Ryan Douglas Pryor, 37, Spokane, is charged with attempting to elude a pursuing police vehicle, two counts of possession of a stolen motor vehicle (motorcycle) and attempted theft of a motor vehicle (pickup truck). The matter began with an Oct. 6 traffic stop by the Washington State Patrol on Interstate 90 in Lincoln County.
