INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Tuesday, Jan. 2: Ten head of cattle were reported in the roadway on Harrington Tokio Road about two miles north of Danekas Road near the Adams County line.

A caller noticed several Amazon boxes stuffed in the trees in the 1100 block of Washington Street in Davenport.

Deputies investigated a possible domestic incident in the Harrington area.

A caller reported hearing a loud exchange between a man and woman on U.S. 2 at Almira that preceded the woman’s getting out of the vehicle and begin walking towards Wilbur. A responding deputy wasn’t able to locate the vehicle or people involved.

A pickup truck slid off Old Coulee Road and into a ditch about three miles north of Almira.

A lost or stolen cat was the focus of a dispute between neighbors in the 500 block of First Street in Davenport.

Wednesday, Jan. 3: A state Department of Transportation truck accidentally dumped a 6-inch-tall pile of sand onto SR 231 just south of Detour Road.

A Christmas tree reportedly blocked a portion of SR 21 N in the Wilbur area.

A caller observed a man with a rifle on his back riding a bicycle south on SR 25 about 12 miles north of Davenport.

A Davenport man reported a possible incident of fraud involving his bank account.

Reardan Police requested the help of Avista personnel with a gas line leak in the 500 block of East Spokane Avenue.

Thursday, Jan. 4: With the help of Reardan EMTs, Davenport ambulance personnel transported an 80-year-old woman with breathing difficulties from her Waukon Road home to a Spokane hospital.

A U.S. Census worker told dispatchers he was in the Davenport and Lincoln areas.

After hitting his head on a shelf, a county jail inmate was transported by ambulance to Lincoln Hospital.

An ambulance was sent to the 900 block of Bell Street in Wilbur to care for a 92-year-old woman who had fallen.

Friday, Jan. 5: Davenport ambulance personnel assisted a 49-year-old man who hurt his knee after slipping on ice outside the Subway restaurant.

Deputies checked a residence on North Oregon Street in Edwall after its occupant told dispatchers she believed someone was trying to get inside. A cat may have been responsible for making the suspicious noises.

Reardan Police discovered damage to the speed, clinic and political signage at Laurel and Railroad, believed to have been done by a hit-and-run driver.

Saturday, Jan. 6: A vehicle sustained damage after going into a ditch off Lake Valley Loop and the Old Sprague Highway near Fishtrap Lake Resort.

After attempting to pass another vehicle on U.S. 2 between Davenport and Reardan, a vehicle went out of control and rolled, ending up in a ditch.

Sunday, Jan. 7: Responding to the 700 block of SE Railroad, Wilbur ambulance personnel assisted a woman with chest and right arm pain.

Water was observed over the roadway on SR 23 near Sprague.

Responding to the 200 block of South E Street, Sprague ambulance personnel assisted an 86-year-old woman having trouble breathing.

Davenport ambulance personnel and Reardan EMTs assisted a 59-year-old man whose breathing was adversely affected by his exposure to battery fumes.

Both parties in a domestic dispute in Sprague phoned in their sides of the story to dispatchers.

A caller reported seeing a vehicle traveling west on U.S. 2 through Davenport in the eastbound lane.

JAIL BOOKINGS

Jan. 1: Chester William Pitner, 46, Elmer City, arrested by Lincoln County Sheriff’s Office (LCSO) for residential burglary (3 counts), criminal conspiracy to commit burglary (2 counts), second-degree burglary, second-degree theft, second-degree malicious mischief and driving while license suspended.

Jan. 2: Jamin A. Moores, 40, Spokane, arrested by Washington State Patrol for possession of a controlled substance with intent to manufacture and/or deliver.

Alfred Henry J. Wynne, 32, Wellpinit, arrested by LCSO for taking a motor vehicle without the owner’s permission.

Jan. 5: James Arnold Bicknell II, Lincoln, arrested by LCSO for driving under the influence.

From Jan. 1 to 7, six individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections.

Criminal Sentencings

Michael Kevin Hurlburt, 52, of Creston, entered an Alford (guilty) plea Jan. 2 to two counts of possession of methamphetamine and was sentenced to 13 months and one day in prison, with credit for time served. As part of a plea agreement involving two separate cases filed in 2015 and 2017, a charge involving explosives was withdrawn by prosecutors and a District Court jail sentence he was in the process of serving for violating a no-contact order was absorbed into the Superior Court disposition. He also must pay $800 court assessments and complete 12 months community supervision and a drug/alcohol evaluation and recommended treatment.

Janelle D. St. Peter, 23, of Omak, pleaded guilty Jan. 2 to possession of a legend drug without a prescription. Her sentence includes 28 days in jail, with credit for time served, and payment of a $250 fine and $250 in court costs. The charge, originally filed as possession of methamphetamine but amended through plea negotiations, involved a Jan. 30, 2017, incident.

Civil Judgment

Jula N. Sutton, of Edwall, must return $1,115.65 in overpaid benefits to the Washington State Employment Security Department.

New Criminal Cases

K C Lee Kimberling, 34, of Sprague, is charged with second-degree perjury and second-degree theft in connection with an alleged false statement to law enforcement officers on Dec. 4 and allegedly not allowing a Craigslist purchaser to take possession of a pickup truck.

Haden Michael Groh, 25, and Travis Patrick Kennedy, 27, both of Mohler, are charged with possession with intent to manufacture and/or deliver marijuana in connection with an Aug. 29, 2017, incident during which deputies discovered more than 171 growing plants without proper medical authorization.

New Civil Case

In a quiet title matter, Seven Bays Estates Unlimited seeks the removal of a retaining wall constructed by respondents Phil and Debbie Clements on property it claims belongs to the homeowners’ association (HOA) in the 1200 block of Lakeview Cove. The petitioner claims the wall obstructs a private street, was erected in violation of the results of a land survey and without its permission, and violates the HOA’s covenants, conditions and restrictions. It asks the court for a trespass order and payment of unspecified damages to be proven at trial.
