The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Jan. 22: Sprague ambulance personnel joined the Washington State Patrol in response to a possible rollover collision on Interstate 90.

Booker Automotive personnel in Davenport requested assistance in an ongoing dispute involving a vehicle that was sold to individuals who hadn’t yet recorded a transfer of ownership.

A caller reported about $10 worth of gas had been stolen from a pickup truck parked inside a shop building in the vicinity of Sherman Draw and Hayden roads.

A Lincoln resident asked dispatchers what could be done about a continually barking dog at a residence on Ivy Way North.

A deputy escaped injury after stopping a truck and trailer on U.S. 2 west of Reardan after receiving a report that the rig was “throwing a bunch of sparks.”

Odessa Police investigated possible break-in at Christ Lutheran Church.

An Odessa man told local police that at least 40 units of pain medicine was missing from a residence in the 400 block of NE 3rd Avenue.

Odessa ambulance personnel transported an elderly man from where he had fallen at the post office to the local hospital.

Tuesday, Jan. 23: Davenport fire and ambulance personnel responded to the scene of a two-vehicle collision on U.S. 2 about a mile east of Davenport. An individual was stuck inside one of the vehicles for a time.

Deputies handled a few calls involving trucks traveling on city and county roadways in violation of weight restrictions.

Deputies investigated a report of possible suspicious activity at a residence in the 0 block of Ross Street in Davenport.

A Davenport man told dispatchers he believes someone tried to hack his smartphone account.

A vehicle was involved in a slide-off on SR 174 near Almira.

A caller involved in a slide-off on U.S. 2 about three miles east of Wilbur expressed concern that if she tried to get out of the vehicle, it would roll. A responding deputy was able to calm her concerns as he assisted her.

Wednesday, Jan. 24: A power outage closed down the Keller ferry for a time.

Water was reported over the roadway on portions of SR 231 and 21.

Responding to the vicinity of U.S. 2 and Fichtenberg Road, Davenport ambulance personnel assisted a driver who experienced “extreme stomach and chest pain” before pulling over and calling 911.

An Odessa woman reported receiving a scam phone call.

Sprague ambulance and Washington State Patrol personnel responded to a two-vehicle collision on I-90 that resulted in minor damage to a passenger car but no damage to a semi-truck.

A resident of an apartment in the 500 block of North Armstrong Street in Wilbur phoned in his concern that someone had been inside without his permission but subsequently learned that his unknown visitor was part of an inspection that had been announced beforehand.

A semi-truck got stuck on O’Conner Road in the Bluestem area, where weight restrictions are in effect.

Deputies were involved in an investigation of possible child and vulnerable adult neglect in the Edwall area.

A Davenport girl’s social media messages that she was “depressed” prompted an outcry of concern for her safety from fellow students, parents, school personnel and a deputy, who was assured that “everything was okay.”

Reardan Police investigated a report that a local man had been defrauded of $13,000.

Thursday, Jan. 25: No one was reported hurt in a two-vehicle collision on SR 231 on the Lincoln County side of the Long Lake bridge.

After receiving a traffic ticket for something he didn’t do, a local man made a strong case that his identity had been stolen.

Davenport firefighters extinguished a fire in an exterior light at the Grant Zahajko Auction on Morgan Street.

Prescription medicine were reported stolen from a residence in the 1300 block of Logan Street in Davenport.

A Davenport woman promised a deputy she would drive herself to the hospital after her hand was burned in a grease fire in a stovetop pan in a Ross Street residence.

Deputies responded to a trespassing incident on property adjacent to SR 28 south of Davenport.

A caller advised that four stray dogs killed a goat and seriously hurt a donkey on property in the 5500 block of Williams Road East near Almira.

After a deputy responded to his missing person’s report, a Davenport man’s wife returned home.

Odessa Police, assisted by a deputy, investigated the theft of a motor vehicle, with keys left in the ignition, from a residence along SR 28.

Friday, Jan. 26: Davenport Family Foods personnel reported a scam call from someone claiming to be from Avista and threatening to turn off the store’s electrical power unless a bill was paid within 30 minutes. The originating phone number was tracked to Japan.

A Davenport man said his vehicle was hit by another that failed to stop at a stop sign on Morgan Street.

County Public Works personnel requested patrols on Miles Creston Road where several loaded and unloaded logging trucks were traveling in violation of weight restrictions.

A pickup truck left Hart Road north of Davenport and damaged a fence

A Wilbur caller expressed concern that her 6-year-old grandson expressed language that could be understood as suicidal.

Personnel from the City of Davenport shut off water service to a residence in the 1100 block of Twelfth Street after a broken pipe caused flooding.

Saturday, Jan. 27: A Creston man told dispatchers he noticed someone using Facebook to sell a Spokane Police Department badge from the 1960s and 70s. The report was referred to Spokane Police.

Trying to avoid a deer, a driver rolled his truck on Fishtrap Road near the resort. The vehicle came to rest on its side in a ditch, but the driver was not hurt.

A Wilbur caller reported a teenage girl had received inappropriate text messages of a sexual nature.

Sunday, Jan. 28: Davenport ambulance personnel assisted an 83-year-old man with breathing difficulties at the Cottonwood Springs Apartments.

A truck and horse trailer jackknifed in the vicinity of Mill Canyon and Green Canyon roads, blocking traffic. It took a tow truck and a sand truck (for the ice) to alleviate the problem.

Kenneth Carlton Major, 31, Moses Lake, arrested by Odessa Police for failing to appear for driving while license suspended and an ignition interlock violation.

Jan. 25: Rigoberto Alvarado, 24, Puyallup, Wash., arrested by Lincoln County Sheriff’s Office (LCSO) for driving while license suspended.

Jennifer Rhea Booth, 38, Spokane, serving a District Court commitment for driving under the influence.

Michael Wayne Brimberry, 46, Creston, arrested by LCSO for driving while license suspended.

Dustin Roy Canell, 47, Camano Island, Wash., arrested by LCSO for burglary.

Orland Gutierrez Najera, 26, Bridgeport, Wash., arrested by Washington State Patrol (WSP) for driving while license suspended.

From Jan. 22 to 25, five individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections, one for Stevens County, and one for the City of Airway Heights.

Criminal Sentencings

Angelique Michelle Harlan, 43, of Sprague, pleaded guilty Jan. 23 to second-degree theft and possession of methamphetamine, amended by prosecutors after plea negotiations from second-degree theft and first-degree trafficking in stolen property in connection with incidents in October 2016 and April 2017. Her sentence includes 12 months and 21 days in prison, community custody, $850 restitution to two Sprague residents, $800 court costs, and a prohibition against possessing or consuming non-prescribed controlled substances, including marijuana.

Daniel Thomas Lawson, 33, of Davenport, pleaded guilty Jan. 23 to two counts of possession of oxycodone in connection with incidents in December 2016 and April 2017. As a result of plea negotiations, prosecutors amended the charges from six counts of possession of a legend drug with intent to deliver and three counts of conspiracy to possess a controlled substance with intent to deliver. His sentence includes 12 months probation, $800 court costs and $500 reimbursement for a court-appointed attorney.

Anthony K. Bradford, 39, of Wilbur, pleaded guilty Jan. 23 to first-degree trafficking in stolen property and second-degree unlawful possession of a firearm in connection with incidents in September 2016 and April 2017. As a result of plea negotiations, prosecutors withdrew four counts of first-degree unlawful possession of a firearm and reduced the remaining charge to second-degree. He must serve six months in jail, pay $400 restitution to a Wilbur resident, along with $800 court costs and $1,000 reimbursement for his court-appointed attorney.

Civil Judgments

The court on Jan. 24 consolidated an anti-harassment protection order petition requested by Anita Jo Weaver, of Odessa, against Jeffrey Shane Phillips, of Ephrata, Wash., into the family law docket and dismissed this civil matter.

Gary Martin and Myrtle Glinski, doing business as Martin and Glinski, of Sprague, must pay $8,291.51 in tax obligations to the Washington State Employment Security Department.

Juvenile Offender Disposition

A 17-year-old Davenport boy received a deferred disposition after pleading guilty Jan. 23 to fourth-degree assault with sexual motivation in connection with an incident last November involving a 16-year-old girl. He must complete 10 days detention, 10 hours community service, eight months community supervision and any recommended counseling, and abide by a no-contact order and curfew. He also is prohibited from possessing or consuming alcohol and non-prescribed drugs (monitored by possible random testing) and have no weapons.

New Criminal Case

Robert Dale Miller, 55, of Wilbur, is charged with second-degree child molestation in connection with an incident in January that involved a 12-year-old girl.
