Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, March 26: A Creston woman reported receiving a scam phone call that included a threat to turn her in to the authorities if she didn’t comply. She refused to provide any personal information.

A flatbed trailer loaded with hay broke down on U.S. 2 abut eight miles east of Davenport.

A man and woman were discovered sleeping on a bench outside the Lincoln County Museum in Davenport. They also had a dog with them as they headed west on Morgan Street and south on Twelfth Street.

Deputies investigated the reported theft of a wheel valued at $100 and a tire from the 100 block of 4th Street in Sprague.

Deputies investigated a possible child abuse matter in the Wilbur area.

A responding deputy determined that what was reported as a possible drug deal “going bad” in the 1300 block of Logan Street in Davenport was actually a loud argument between a husband and wife.

A resident on Ridgerunner Lane near Davenport told dispatchers she was “tired of people flying drones” around her property. She threatened to shoot down the drones, but was advised she could be criminally responsible if she did so.

A caller reported lots of noise and “multiple” guns being shot off on property along Hawk Creek Road North.

A Reardan area woman reported hearing shots fired from a moving vehicle on Crescent Road.

Tuesday, March 27: A Sprague caller who dispatchers described as “hysterical” kept them on the line for at least five minutes while she “screamed” that she was “guilty” and provided an address where she could be picked up. A responding deputy determined no physical violence had occurred.

A white van with Florida plates was noticed in front of a residence on Aspen Lane East in the Davenport area that had been empty for two to three years. A responding deputy discovered lights on and food inside the residence, but no sign of any people there.

A Fruitland woman was placed into custody after deputies served search warrants associated with a burglary and theft investigation.

From a residence on Halme Road north of Davenport, an upset girl phoned 911, and quickly hung up, after her parents took away her car keys and locked them in a safe.

Two cars, a man and a woman were observed at a boarded-up, unoccupied residence in the 400 block of East Broadway in Reardan, where utility services had been shut off. A responding deputy advised the individuals that anyone who enters the residence in the future would be arrested for burglary.

Someone attempted to break into a vehicle in the 900 block of Maxwell Street in Davenport. Two responding deputies began a search for four juveniles dressed in hoodies.

Wednesday, March 28: A cigarette tossed from a moving vehicle was thought to be the cause of a small field fire reported in the vicinity of Batum and Davis roads near Odessa. But local firefighters were unable to locate it.

A monitored burn on property adjacent to Hawk Creek Road North went out of control.

A Davenport woman reported the theft of a jar with about $10 in change from a vehicle parked in the 1000 block of Main Street. A second report of vehicle prowling in that area also was noted by dispatchers.

A caller reported seeing a vehicle “spinning brodies” in a field of winter wheat in the vicinity of Riffe, Zwainz and Garber roads near Reardan.

Someone ransacked a vehicle parked in the 400 block of Fifth Street in Davenport, taking only $1, but leaving behind other items, including a checkbook, tools and recreational equipment.

A responding deputy did a welfare check on an Almira individual who was thought by an anonymous caller to have made threats against his own life.

Willows Motel personnel in Wilbur expressed concern about a tenant who paid a bill by signing over the title to a vehicle and asked for a deputy to be present as an eviction process began.

A caller expressed concern about a Davenport High School student who reportedly points his finger like a gun at people and continually looks at pictures of guns on his class computer.

A Creston caller reported receiving a threatening text message.

Dispatchers dealt with a Davenport woman who reported a scam on her computer.

A Davenport woman asked for assistance from law enforcement after her former boyfriend found her new residence, got out of a vehicle and knocked on the front door. He was trespassed from the residence.

Thursday, March 29: Responding to Long Lake Dam, Reardan EMTs assisted ambulance personnel from Wellpinit with a 38-year-old man suffering chest pain.

County Public Works personnel closed Telecky Road east of SR 231 and Bleck Road north of Sobek Road.

A Burlington Northern Railroad crew repaired a crossing at North Birch Street and SR 28 in Odessa.

A Davenport woman whose husband had just died reported a possible fraud incident involving a Wheatland Bank-issued credit card. A man in Florida called the Spokane branch, identified himself as the woman’s late husband and claimed he lost his card and needed a replacement.

About $200 was reported missing from a vehicle that had been burglarized in the 1200 block of Main Street in Davenport. Investigating deputies believe this was related to earlier reports of vehicle prowling in the area.

A man was arrested for assault after deputies responded to a residence on Batum Road near Odessa, where ongoing domestic violence is believed to have taken place.

Odessa Police located a man who left the local hospital before being officially released after medical tests were done.

Friday, March 30: Sprague ambulance personnel were sent to a Lamont residence where a possible drug overdose had occurred. Later, they assisted a 72-year-old man with chest pain at a residence in the 200 block of South 3rd Street in Sprague.

Surveillance cameras helped deputies track a couple of juveniles in black hoodies in the vicinity of Davenport Motor Co. A related report came from a caller who was awakened by friends of her daughter who were thought to be hiding from the officers in a backyard.

A deputy checked out a trespassing incident in the vicinity of Canby Bridge Road near Harrington.

A collision involving a vehicle and a dog took place on Redwine Canyon Road.

A woman told dispatchers that someone who had threatened her in the past was following her throughout Davenport that morning.

Loose change, tobacco and a pair of sunglasses were reported taken from a vehicle parked in the 1000 block of Marshall Street in Davenport, the latest in a series of prowling reports.

A deputy joined a Grant County unit in responding to a report from Lakeview Terrace Mobile Home Park in Grand Coulee that someone pulled a gun on a man.

A caller discovered trespassers at a cabin adjacent to McCall Grade Road near Davenport. Deputies began a search for a gray pickup truck and individuals who appeared to be high school or college age.

A driver received a citation for driving on the closed portion of Porcupine Bay Road and he and his four passengers were escorted from the National Park Service campground. That happened after an observant resident noticed a pickup truck seemed stuck on the roadway and another vehicle was seen heading toward the closed campground.

Reardan Police investigated the theft of a dirt bike from the 200 block of East Broadway.

A woman told Reardan police that three people were in her yard in the 100 block of East Railroad Avenue and yelling at her husband.

Saturday, March 31: Wilbur ambulance personnel assisted an 82-year-old woman with breathing difficulty.

A deputy checked out a report of juveniles playing on train cars just east of Third Street in Davenport, but found no one in the area.

A woman was arrested for assault after deputies responded to K&L Chevron in Sprague after receiving a report of someone “screaming for help” outside a small sports car with at least one other adult and a baby inside.

Odessa Police intervened in a domestic incident in the 500 block of South Alder Street after receiving a call from a young girl who told dispatchers that her “stepdad is beating up her mother.” Alcohol was believed to have been a factor.

Sunday, April 1: A female inmate was placed into an observation cell at the county jail after apparently trying to harm herself and minor scratches were found on her wrists.

Catching up with them as they played basketball at the LDS Church in Davenport, a deputy warned two teenage boys about reckless driving after two vehicles were observed racing up and down Lincoln Street.

Dispatchers received a tip to help locate several road signs that had been stolen throughout the county.

Calling from a residence on Skyview Court North, a Lincoln man requested assistance from emergency personnel from Creston and Lincoln after he possibly broke a rib as a result of a fall.

Reardan Police took a report of a bicycle crashing through part of a door at a residence in the 300 block of South Laurel Street, resulting in a loud noise that awakened its occupant.

Someone broke into the Reardan school bus garage and moved a vehicle that got stuck on nearby railroad tracks. The drivers’ lounge also was entered and fire extinguishers were reported missing as well.

March 26: Hayley Marie Dalton, 33, Wilbur, arrested by Lincoln County Sheriff’s Office (LCSO) for fourth-degree assault (domestic violence).

March 27: Samanta M. Brigman, 24, Fruitland, arrested by LCSO for residential burglary, first-degree theft and criminal conspiracy.

March 28: Douglas Allen Leavitt, 54, Reardan, arrested by LCSO for driving while license suspended.

Criminal Sentencings

Adriana Van Natta, 34, Everett, Wash., pleaded guilty March 20 to second-degree possession of stolen property in connection with a July 17, 2017, break-in at the Wonder Mini-Mart in Wilbur, resulting in about $280 damage to a glass door. About $2,000 worth of lottery tickets and $9,000 worth of cigarettes also were taken. As a result of plea negotiations, prosecutors withdrew charges of second-degree burglary, first-degree theft and third-degree malicious mischief. Her sentence includes 17 months in jail (with credit for time served), to be served concurrently with a Stevens County sentence, and payment of $800 court costs.

Henry Alexander Palmer, 46, Keller, pleaded guilty March 20 to possession of a stolen vehicle in connection with the July 16, 2016, taking of a vehicle from Grant County. The charge was brought after a sheriff’s deputy encountered a truck with two different license plates while investigating a reported burglary near the intersection of SR 21 and Krause Road on Jan. 25, 2017. He must serve 30 days in jail (credit for time served), and pay $800 court costs and $400 public defender reimbursement.

In a March 21 verdict, a jury found Aaron T. Mack, 35, of Soap Lake, Wash., guilty of possession of heroin. The court on March 27 sentenced him to four months in jail and payment of $800 court costs. Through his attorney, John Nollette, he has filed a petition for a new trial or dismissal, alleging an error of law involving the introduction of evidence to which the defense objected, claiming there wasn’t sufficient time to review it before trial. The charge was filed in connection with a Sept. 17, 2016, traffic stop by the Washington State Patrol on SR 28.

Mark Allen Martinez, 45, pleaded guilty March 27 to possession of methamphetamine, tampering with a witness and bail-jumping in connection with incidents on June 21, 2016, April 30, 2016, and Feb. 27 of this year, respectively. His sentence included four months in jail and payment of $800 court costs and $500 public defender reimbursement.

Civil Judgments

The court granted a petition from Krystal A. Gage, of Davenport, declaring her an emancipated minor, with a stipulation that she remain in high school and earn a diploma.

Nicholas C. Hayes, of Harrington, must return $4,189.13 in overpaid benefits to the Washington State Employment Security Department.

Sandra K. Young, of Davenport, must return $218.77 in overpaid benefits to the Washington State Employment Security Department.

New Criminal Case

William Emil Hughes, 38, is charged with 21 counts of criminal conspiracy, including 19 to commit theft of a firearm, one to commit residential burglary and one to commit first-degree theft. The charges involve incidents from March 12 to 14.
