INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, April 16: Harrington Golf and Country Club personnel advised dispatchers they were tending to a wounded owl at the golf course clubhouse. The message was referred to the local state Fish and Wildlife Department officer.

A county resident became suspicious after receiving a $2,900 check from a southern California man for a vehicle she posted for sale for $1,000 on Craigslist. She thought “something seems off” when the check was issued from a Colorado construction company. An investigating sheriff’s deputy said he believes the matter is a scam.

A Sprague woman told dispatchers she was chased by two “aggressive” dogs in the 200 block of West 5th.

Deputies investigated a malicious mischief incident involving property adjacent to Maurer Lane in Deer Meadows.

Deputies received a tip about a potential burglary involving property along Rocky Ford Road North and advised landowners and residents to take precautions.

Responding to what appeared to be a suicidal note on Facebook, deputies and local police contacted the Reardan resident involved and determined everything was OK.

Odessa Police investigated the theft of three yellow lawn tractor sprinklers, each valued at $50, from the front yard of a residence in the 500 block of Birch Street.

Odessa Police advised a man who was spotted driving “aggressively” around the school to slow down in order to avoid receiving a ticket.

Reardan Police contacted a woman who threatened to get rid of prescription medicine so she could “die of a blood clot,” as well as lighting her house on fire, and determined she was “fine.”

Tuesday, April 17: A caller reported receiving several phone calls about a scam promising to lower interest rates.

Creston and Lincoln firefighters burned an old house on Redwine Canyon Road in a training exercise.

Lincoln Hospital personnel requested assistance from local mental health providers with a possibly suicidal woman in her late-40s.

Someone broke into Wilbur’s wine tasting business in the 100 block of Main Avenue through a window and took $100 from the cash register.

Deputies were called into a dispute and possible assault involving relatives living on Knack Road East near Davenport. A similar report involving the same individuals would be phoned in on Thursday.

Acting on a referral from a Spokane veterans’ services provider, deputies checked on a Davenport man whose “possible suicidal statements” had prompted concern.

Dispatchers were advised of a woman who acted strange at and nearby Doxies Drive-in in Wilbur and asked customers to help her sell a broken-down car.

Four younger teenagers prompted concern for a caller who observed them “messing around” with the bathrooms at Davenport’s city park.

During a traffic stop on U.S. 2 about two miles east of Davenport, deputies placed a man into custody after discovering “a strong smell of marijuana” along with drug paraphernalia in the vehicle.

Odessa Police, responding to a report that a furniture dolly valued at $300 had been stolen from the 200 block of East 4th Avenue, were able to recover the item.

National Park Service personnel responded to a report of an ATV being operated on NPS property at Lincoln Mill.

Wednesday, April 18: Emergency medical personnel assisted an 82-year-old woman with possible stroke symptoms and breathing difficulty.

Almira ambulance personnel responded to the elementary school to assist a 15-year-old boy with chest pains.

A collision involving a vehicle and deer took place on SR 28 east of Batum Road in the Odessa area.

Responding to the 200 block of NE Main Avenue in Wilbur, deputies investigated a dispute over dirty clothes between a man and woman, who spent the previous night in separate rooms. The woman told deputies that she had been thrown on the ground and complained of back and neck pain.

Davenport City Hall personnel requested the involvement of law enforcement with an “irate customer” there.

A Wilbur woman requested the assistance of mental health personnel and deputies with a 7-year-old child she described as “out of control.”

A Sprague area resident told dispatchers he “just caught” two individuals attempting to steal items from property adjacent to Schear Road near its intersection with Ringwood Road.

A caller from the Lincoln area, desiring a deputy’s response, characterized a household member as “acting strange” and “scaring” other occupants.

Deputies placed a woman into custody after responding to a caller’s report of a break-in in progress at a mobile home park in the 300 block of East 1st Avenue in Sprague.

Burlington Northern Santa Fe personnel repaired two down crossing arms in Odessa.

Odessa Police took a report that a 6-year-old girl had been kicked in the face by another 6-year-old girl.

Clothing, power tools, hand tools, sporting goods and large box of liquor were reported missing from a storage unit in Reardan that appeared to have been broken into.

Thursday, April 19: Two men were arrested after deputies responded to property off SR 28 about a half mile east of Harrington, where a burglary was reported to be in progress. Confronted by a deputy, one of the suspects said he was there to photograph two baby owls in a barn, but the pickup truck he was driving was described as “full of quite a bit of stuff.”

A caller reported wood valued at about $440 had been stolen from the front yard of a residence on Agate Drive in the Seven Bays area.

A caller reported his cat had been attacked by a feral cat in the 300 block of Jefferson Street in Davenport and asked how the animal could be trapped and removed from the area.

A Davenport woman expressed concern about a man handing out Bibles at the school, noting that he had “chased” a couple of students and “intimidated” them.

Friday, April 20: Almira ambulance personnel delivered a 54-year-old unconscious man with blood coming from his mouth from the 400 block of West Elm Street to Lincoln Hospital in Davenport. From there, a LifeFlight aerial ambulance crew transported him to a Spokane hospital.

While at a Wilbur fueling station, a man told dispatchers that the occupant of a pickup truck that pulled in behind him informed him that “a hit had been put on him.”

A caller reported finding a man had lost consciousness in the driver’s seat of a pickup truck parked in the 400 block of West Willis Street in Harrington.

A Sprague woman reported her 8-year-old son had been shoved by a 10-year-old boy in the city park.

A teenage girl was transported from a residence on Redwine Canyon Road to Lincoln Hospital in Davenport after a horse rolled over on her.

Saturday, April 21: Burlington Northern Santa Fe personnel handled a report that crossing arms were down at a railroad crossing at North Stone Road in Harrington.

Damage resulted after a semi-truck and trailer drove into a fence at the U.S. 2 Telford rest area west of Davenport.

Someone has removed items from inside and underneath an abandoned mobile home in the 300 block of SW Creston Avenue in Creston.

A TV, DVD player and tools are among items believed stolen from a house in the 10 block of NE Cliff Street in Wilbur.

A caller reported discovering a man hiding in bushes at a Ringwood Road residence and “spying on kids.”

Sunday, April 22: Sprague ambulance personnel assisted a 29-year-old woman who fell and hurt her head at the I-90 rest area.

After observing what he described as a suspicious vehicle in the vicinity of Krause and Hanson Harbor roads, a caller requested patrols by law enforcement to discourage metal scrappers from working the area.

When its motor became inoperative, a woman, her boyfriend and 6-year-old granddaughter found themselves stranded in a boat in the vicinity of St. John’s Cove on Lake Roosevelt. They were able to make landfall at a residence on Rantz Park Lane North near Martin Canyon Road and were transported to Seven Bays Marina.

Criminal Sentencing

Shanda Faye White, 25, Spokane, pleaded guilty April 17 to theft of a motor vehicle in connection with the March 15 taking of a pickup truck owned by the City of Davenport. In exchange for her plea, prosecutors agreed to seek dismissal of other charges in Lincoln County District Court. Her sentence includes two months in jail (with credit for time served) and payment of $700 in court assessments.

Civil Judgment

BZKL LLC, doing business as B2KL LLC, was ordered to pay $2,666.69 in taxes owed for the fourth quarter of 2016 and the first two quarters of 2017 to the Washington State Department of Employment Security.

New Criminal Case

Steven Perry Holderby, 65, of Spokane, is charged with first-degree theft (of a vulnerable adult) in connection with “at least $75,000 unaccounted for” from the financial accounts of his mother, Lorraine Holderby of Davenport, from July 7, 2011, to July 7, 2017.

In an unlawful detainer matter, Numerica Credit Union an order for Douglas W. Daily, of Reardan, to surrender the premises at 24134 Waukon Road North and pay a “reasonable” sum of rent.

Petitioners DDN Farms, Inc., and Douglas Mielke, filing against respondents Mielke Brothers Partnership, Mielke Brothers LLC, Mielke Inc., Robert Mielke and C&D Mielke Family LLC, request the court to order a “buyout” payment subsequent to Douglas Mielke’s Dec. 31, 2016, retirement from the Partnership and Mielke Brothers LLC, along with access to business records and an accounting to determine the value of that payment.
