Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, May 7: An injured deer was found on SR 23 west of Rocklyn Road.

A caller reported a suspicious package in the alley behind the 700 block of Ross Street in Davenport. A responding deputy determined it was an empty cardboard box in a plastic bag.

Dispatchers advised a Wilbur man reporting a continuously barking dog in the 500 block of NW Armstrong to contact the manager of the apartment complex involved or Town Hall staff.

A caller reported finding a black bear in a tree on the south side of SR 231 north of Reardan.

A Sprague man told dispatchers his 2000 Dodge Ram had been stolen from the 400 block of North G Street. Responding deputies learned the vehicle was being repossessed but received little cooperation from employees of the Spokane firm involved as they attempted to confirm information they received.

A deputy investigated a possible harassment incident involving residents of the 1200 block of Marshall Street in Davenport. A man had driven by the residence several times and parked his vehicle nearby.

Deputies impounded a vehicle involved in a traffic offense in Wilbur after its driver ran from the scene of the traffic stop in the 500 block of NW Main.

Odessa Police checked out a report that occupants of a vehicle parked in the 200 block of East 1st were fighting and determined no assault had occurred during a verbal dispute.

Odessa Police investigated a trespassing incident at Odessa High School.

Odessa Police responded to a report of someone driving farm equipment without a license in the vicinity of Laurer Road and SR 28.

Reardan Police investigated a possible theft at Bubba’s Bar and Grill.

Tuesday, May 8: A county jail inmate was denied TV-watching privileges until he cleaned off graffiti that had been written on the walls of his cell.

A Wilbur woman requested law enforcement assistance with two insufficient funds checks for $30 each that were used for purchases at a local store.

Thinking they were responding to a hold-up, several deputies converged on the Coulee Dam Federal Credit Union’s Creston branch after receiving what turned out to be a false alarm.

A Sprague man phoned in his concerns about five juveniles who were continuously throwing a ball and retrieving it from the creek adjacent to property in the 300 block of West Boxcar Avenue.

Odessa Police were called into a dispute between neighbors about trees being trimmed too much in the 300 block of South 2nd.

Wednesday, May 9: A Deer Meadows resident told dispatchers someone was outside her residence on Lakeview Drive North and banging on her window.

A Sprague woman reported that someone forged her name on checks totaling about $38,000 from insurance. Her claim was referred to Spokane County authorities for investigation.

A turkey was reported in the vicinity of Thirteenth and Main streets in Davenport.

Thursday, May 10: Deputies went on alert for a runaway juvenile traveling by bus from Denton, Texas, to Almira. The 17-year-old girl was tracked to Denver, Colo., and subsequently detained in Boise, Idaho.

A Davenport caller advised dispatchers about four kittens that appeared to have been dropped off in the roadway on SR 25 and run over by a vehicle.

A vehicle, believed to be traveling too fast, went out of control and into a wheat field in the vicinity of Stambaugh and Dreger roads near Wilbur.

Friday, May 11: Creston ambulance personnel assisted a 12- or 13-year-old girl who had collapsed at the local school.

While parked outside the Grand Coulee Nazarene Church, a woman’s vehicle sustained less than $1,500 damage when it was backed into by another vehicle.

A responding deputy determined that suspicious activity reported by a caller in Creston actually was an attempt to take a travel trailer without the owner’s permission.

A Davenport woman reported hearing noise from a residence on Ross Street that sounded like a young child was being beat up, but a responding deputy determined the child actually was throwing a temper tantrum over having to go to school.

A caller told dispatchers she had freed a black thoroughbred horse that was stuck in a fence along Hart Road north of Davenport. Deputies assisted in locating its owner.

Davenport School personnel invited a deputy listen to a phone message they considered “disturbing.”

A Harrington caller reported the theft of a bathtub valued at about $3,000 from outside a residence in the 100 block of Alice Street. A responding deputy discovered a family member had disposed of it.

Deputies continued their investigation of continuing harassment involving residents of the 1200 block of Marshall Street in Davenport.

Having found three vehicles believed to have been involved, a deputy contacted three drivers in the Odessa area for tearing up county roads.

A semi-truck and trailer apparently slid off SR 174 and got stuck on the south side of the roadway.

Odessa Police checked on a resident of the 400 block of South Alder who was experiencing chest pain and dizziness.

Reardan Police responded to a report of a possible burglary at a residence in the 400 block of North Laurel Street but found no items were missing.

Saturday, May 12: Odessa Police and sheriff’s deputies placed a man into custody after responding to an active domestic violence incident in Odessa.

Deputies responded to a possible domestic violence situation in the 200 block of Adams Street in Davenport. A resident there reported a hole had been punched into a wall in the presence of children and that a door had been broken and a stool thrown at someone.

A wild long-haired dog was spotted running up and down Regent Street in Wilbur.

Items were reported missing from property adjacent to Bachelor Prairie Road near Creston. Among them: a stepladder, deer blind and decoy and antlers, all valued at about $500.

A caller advised that a white car hit a cat in the 500 block of Tenth Street in Davenport and kept on driving.

A deputy advised dog owners in the 500 block of South 5th in Sprague to obtain a city license and have only the number of pets permitted after responding to a report that a dog kept digging under a resident’s fence.

A caller expressed concern about vehicles arriving in the middle of the night at a house in foreclosure in the 300 block of Washington Street in Davenport.

Deputies investigated a possible incident of child abuse in the eastern Lincoln County area.

A resident on Porcupine Bay Road reported seeing a bear on the porch that also got into trash.

Odessa Police intervened in a dispute involving family members at a residence in the 500 block of Marjorie Avenue.

Sunday, May 13: After a county jail inmate flushed a toilet 15 times consecutively and corrections deputies advised him to stop doing so, the inmate explained he believes “the toilet sucks the bad smells in the air down the pipes with the water as they mix together in the bowl.”

Personnel at Lakeview Terrace Mobile Home Park in Grand Coulee requested law enforcement assistance with an unwanted individual who appeared to be living in a shed next to one of the units.

Deputies took a report of someone riding without a helmet on a dirt bike in the vicinity of SR 28 and Fitness Lane in Davenport.

A Sprague man threatened to spray a group of “disruptive” juveniles with water from a hose if they continued to ride skateboards on the sidewalk outside a residence in the 200 block of West 2nd, “antagonizing (his) dogs.” A responding deputy reminded the man that the kids were in the public right-of-way as long as they remained on the sidewalk.

A Sprague resident requested assistance with a group of “unruly” pre-teen children who refused to leave his yard in the 300 block of West Boxcar Avenue and continue to harass and make threats against him.

A caller told Odessa Police about a 10-year-old girl who was weaving in front of cars traveling on SR 28 near the town park.

May 7: Tom Lee Breer, 47, Reardan, arrested by Reardan Police on a fourth-degree assault warrant from Spokane County.

May 8: Thomas Patrick Reynolds, 37, Lake Stevens, Wash., arrested by Lincoln County Sheriff’s Office (LCSO) for failing to appear for driving while license suspended.

May 9: Onesimo Cruz, Jr., Sylmar, Calif., arrested by LCSO on a Grant County warrant for burglary.

Clinton Leon Weger, 47, Spokane, arrested by LCSO for driving while license suspended.

May 10: Timothy Patrick Barber, 29, Tonasket, Wash., arrested by LCSO for harassment and violating pre-trial orders from the court in Okanogan County.

Kirklyn McKenn Brogard, 19, East Wenatchee, Wash., arrested by LCSO for making a false or misleading statement to a law enforcement officer.

May 12: Karlee Lynn Morrier, 21, Yakima, Wash., arrested by LCSO on an out-of-county misdemeanor warrant.

During the past week, nine individuals were held under contract with the Washington State Department of Corrections and three under contract with Stevens County.

Criminal Sentencings

Robert Dale Miller, 55, of Wilbur, pleaded guilty May 8 to second-degree child molestation in connection with incidents between Jan. 10 and 12 involving a 12-year-old girl. He must complete 180 days in jail (credit offered for time served), a treatment program as part of a Special Sexual Offender Sentencing Alternative, comply with a sexual assault protection order preventing contact with the victim, and complete 36 months community custody after his release from jail. He also must pay $800 court costs and a yet-to-be-determined amount of restitution.

Chester William Pitner, 47, pleaded guilty May 8 to first-degree criminal trespass (amended through plea negotiations from residential burglary). The charge involved a June 30, 2015, crime at a residence on South Raymond in Wilbur. His sentence includes 10 days in jail (credit offered for time served) and payment of $900 court costs and a yet-to-be-determined amount of restitution.

Michael George Swan, Jr., 48, of Spokane, pleaded guilty May 8 to second-degree attempted burglary (amended through plea negotiations from second-degree burglary and third-degree theft). His sentence includes a month in jail (credit offered for time served), along with payment of $800 court costs, $400 public defender reimbursement and a yet-to-be-determined amount of restitution. The charge involved an April 19 crime on property near the intersection of Scott and Harrington Airport roads in the Harrington area.

Civil Judgment

Granting a request by the State of Washington, the court ordered Carrie Lea Lee, of Sprague, to appear as a material witness in a kidnapping, assault and robbery case in Kootenai County, Idaho, District Court that is expected to last 14 days beginning May 22.

New Criminal Cases

Jacob Adrian Poteet, 35, of Harrington, is charged with second-degree domestic violence assault (by strangulation) in connection with an alleged attack on a 26-year-old Harrington woman on May 2. The court issued a no-contact order against the defendant.

A week after Robert Earl Brown, 43, of Spokane Valley, was formally charged with intimidating a witness between Feb. 22 and May 2 of this year, the court on May 14 honored the prosecuting attorney’s request that the charge be dismissed due to newly discovered evidence from further investigation.

Continuing Criminal Case

The court issued a summons for Donald James Bodeau, 50, of Grand Coulee, who recently pleaded guilty to second-degree burglary but failed to appear in court for a May 8 sentencing hearing. He was originally charged with two counts of second-degree burglary, two counts of residential burglary, two counts of second-degree malicious mischief and a count of second-degree theft in connection with a rash of break-ins in the Wilbur area from Jan. 19 to Sept. 14, 2016. Specifically, two travel trailers on property adjacent to Williams Road East were entered illegally and fuel was stolen from several vehicles.

New Civil Case

A May 15 hearing was scheduled to consider Jacob Adrian Poteet’s request for a domestic violence protection order against Amanda Lynn Dinwiddie. Both are Harrington residents.
