INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, May 21: A caller report’s that a washout had occurred on Hawk Creek Road was forwarded to the county Public Works Department.

U.S. Bureau of Reclamation personnel reported that buoys and lines had broken free on Lake Roosevelt and were floating towards Keller Ferry, posing a possible hazard for the ferry. The matter was handled by the state Department of Transportation.

A Reardan caller said she discovered two men “messing with” and injuring two horses on property adjacent to Bisson Road. Fencing also was damaged and items in a barn had been rummaged through.


Responding to the 300 block of SE Trinity Avenue, emergency personnel assisted a Wilbur woman who suffered a large cut after a pipe dropped on her foot.

A caller reported a dispute with another woman who was walking around with a pistol in the 800 block of Downs Road North. Mental health personnel were contacted for their assistance.

A caller reported the theft of a license plate from a flatbed trailer parked in the 1200 block of Marshall Street in Davenport.


Two deputies were involved in a dispute between relatives concerning access to property adjacent to Knack Road East near Harrington.

A Wilbur caller expressed concern about a 16-year-old girl who is “cutting herself quite deeply” and needs assistance from a hospital and mental health personnel.

Odessa Police responded to a report that a baseball struck a pickup truck in the 400 block of East 4th Avenue.

Reardan Police investigated a possible forgery incident.

Tuesday, May 22: Wilbur firefighters responded to an alarm at Vista Manor at 700 SE Brace Street.

Operations at the Keller Ferry were shut down for a time while landings were being moved.

Deputies responded to an alarm at Grant Zahajko Auctions at 510 Morgan Street in Davenport. It appeared from available video that a man entered the building and looked around prior to being startled by the alarm and leaving without taking anything.

Responding to a residence on Duck Lake Road East, Harrington ambulance personnel assisted a 77-year-old man who was unconscious and having difficulty breathing.

Deputies responded to a possible trespassing incident involving property adjacent to Doerschlag Road near Sprague.

A Davenport man told dispatchers he needed assistance in persuading his 22-year-old son to move out of the family residence.

A caller reported trespassers were shooting firearms on private property along Brown Road about a half mile from the Old Sprague Highway.

Deputies investigated an alleged assault at the Harrington School involving an adult and a 17-year-old boy.

A deputy responded to a report of a man yelling at a woman in the 100 block of Adams Street in Davenport.

A deputy’s assistance was requested in a matter involving a teenage boy and his grandmother in Wilbur.

After a deputy checked out a report of illegal burning at the Inland Northwest Rail Museum west of Reardan, the fire was extinguished.

Wednesday, May 23: Keller Ferry was taken out of service while repairs were made.

BNSF Railroad personnel repaired malfunctioning crossing arms at F Street and Railroad Avenue in Sprague.

A caller expressed his concerns about marijuana possibly being grown without permission on property adjacent to Mean Canyon Trail east of Welch Creek.

A caller told dispatchers that a pickup truck and camp trailer crossed SR 28 near Mohler Road, causing two semi-trucks to “slam on their brakes” in order to avoid a collision.

Wilbur firefighters and Avista Utilities personnel were among those responding to a brush fire across from the Wilbur School on property adjacent to SE Brace Street.

Odessa Police responded to a report that two teenage girls were involved in a physical altercation in the 300 block of East 1st.

Reardan Police investigated a possible child abuse incident.

Thursday, May 24: A Harrington woman reported someone had removed her mailbox from where local postal personnel wanted it in the 100 block of North Third Street and subsequently placed it in a different spot.

Deputies investigated a possible forgery incident involving a Harrington resident.

A Davenport man phoned in his concern about young kids riding without helmets on 4-wheelers in the vicinity of Tenth and Marshall streets.

A caller reported a man recklessly driving a dirt bike without a helmet in the vicinity of Marshall and Ninth streets in Davenport.

Responding to a report, a deputy was unable to find a vehicle with a “very intoxicated” driver that left the Red Rooster bar in the Hwy Café in Reardan.

A deputy’s help resulted in the welcome departure of a bat from a bedroom inside a residence in the 300 block of Sinclair Street in Davenport.

Odessa Police investigated a report that firearms had been taken without permission from a residence in the 400 block of South Birch.

Friday, May 25: The sheriff’s office was advised that construction between Park and Marshall streets would require the closure of Seventh Street in Davenport from May 29 to July 11.

Telephone and 911 emergency service were reported out at two residences adjacent to Porcupine Bay Road.

A burglary alarm went off at Molecule Cannabis at 206 Morgan Street in Davenport, but the building appeared to be secure.

A deputy cited a man for trespassing at the Macabee Cemetery near Sprague.

Two deputies checked out a phoned-in report of a man lying on top of a woman, with a motorcycle nearby, on U.S. 2 just east of Bennett Road.

Two deputies converged on the Hwy Café in Reardan after receiving a report that bar personnel had stopped the flow of alcohol to two men and two women who subsequently “became combative and refused to leave.”

Saturday, May 26: A second burglary alarm went off at Molecule Cannabis at 206 Morgan Street in Davenport. As was the case the previous day, the building appeared secure.

A 75-year-old Post Falls, Idaho, man was killed when a motorcycle struck the guardrail of the opposite lane after losing control on a sharp curve on SR 21 about eight miles north of Wilbur.

Responding to Hawk Creek campground, emergency personnel assisted a 62-year-old man on blood thinners who accidentally cut his wrist, causing a lot of bleeding.

A caller expressed his uneasiness after noticing a man and woman walking up and down Sobek Road East and around grain elevators in the vicinity.

Two vehicles collided at the intersection of Eleventh and Adams streets in Davenport.

After a woman told dispatchers she was “scared for her life” because of an argument brewing between her and a boyfriend, two deputies located them along SR 25 about six miles north of Davenport and offered her and a 6-year-old child a courtesy ride to Airway Heights while the man continued to travel there on his own.

Residents in the 1500 block of Jefferson Street in Davenport involved in a party agreed to extinguish a small fire after a concerned caller invited a deputy’s presence.

A caller reported the theft of several large landscape boulders from property adjacent to Four Corners Road between Davenport and Reardan.

A man’s dogs were injured after being attacked by a cougar which subsequently hid under a mobile home in the 300 block of NE Foster Street in Creston.

Sunday, May 27: Eastern Washington Gateway Railroad personnel were advised of crossing arms down at Twelfth Street in Davenport.

Responding to the 700 block of NE North Avenue in Wilbur, Creston ambulance personnel assisted a 74-year-old man having chest pains and difficulty breathing. Connecting with a LifeFlight aerial ambulance at the Davenport airport, the man was transported to a Spokane hospital.

A resident on Green Canyon Road told dispatchers about individuals shooting guns “all hours of the day.”

Lincoln Hospital emergency room personnel treated a man with a gunshot wound to his arm.

Dispatchers took a report of possible gunshots in the Magnison Butte and Alexander Road area near Reardan.

A caller reported seeing a man and woman, accompanied by a young child, involved in a lengthy argument while standing on the SR 23 bridge near Sprague.

A deputy assisted the Washington State Patrol with a “drunk and disorderly” individual in a vehicle parked at the I-90 eastbound Sprague rest area.

A Harrington caller reported a vehicle was continuously “racing up and down” Third Street at speeds of more than 70 miles per hour.

A deputy checked out a report of a man and woman making “a lot of noise” and shouting at each other inside a travel trailer parked in the 500 block of 3rd in Sprague.

May 22: Jacob Miner Gallagher, 19, Reardan, arrested by Reardan Police for distributing a controlled substance to a minor.

May 24: Jordan Robert Lezard, 30, Electric City, arrested by Lincoln County Sheriff’s Office (LCSO) for driving under the influence of marijuana and while license suspended.

Carlos Negrete, 27, Spokane, arrested by LCSO for driving while license suspended.

Tanya Christine Ramirez, 40, Sprague, arrested by LCSO for driving while license suspended (habitual traffic offender).

Leah Maria Spitzer, 41, Davenport, arrested by LCSO for possessing contraband in a correctional institution and possession of a legend drug without a valid prescription.

May 26: Shaline Ann Stoyak, 32, Ritzville, arrested by LCSO for second-degree burglary.

Trevor Aron Weaver, 39, Spokane, arrested by LCSO for violating a domestic violence protection order.

May 27: Ferol Ann Boyd, 63, Malott, arrested by LCSO for driving under the influence.

During the past week, six individuals were detained under contract with the Washington State Department of Corrections and two under contract with Stevens County.

Criminal Sentencings

Justin Duwayne Whitney, 36, of Ritzville, pleaded guilty May 22 to two counts of second-degree burglary and two counts of residential burglary in connection with a May 24 incident at property adjacent to Weizel Road near Odessa. His sentence included 180 days in jail, with credit for time served, along with payment of $1,000 court assessments and $18 restitution. In exchange for his plea, prosecutors withdrew three counts each of second-degree burglary and residential burglary, second-degree theft, two counts of third-degree theft, theft of a motor vehicle and third-degree malicious mischief.

David Joseph Berryhill, 52, of Spokane, pleaded guilty May 22 to possession of a stolen vehicle. He must serve two months in jail and pay $700 in court costs along with $400 to reimburse the county for a public defender. The case involved the April 10 discovery by deputies of a pickup truck reported stolen in Colville – and its sleeping driver inside – at Rickey Corner Mart in Davenport.

Civil Judgments

Wade L. Yarnell, of Reardan, must return $358.15 in overpaid benefits to the Washington State Department of Employment Security.

Garrett L. Bartley, of Davenport, must return $953.56 in overpaid benefits to the Washington State Department of Employment Security.

Marketa D. Nutall, of Odessa, must return $197.10 in overpaid benefits to the Washington State Department of Employment Security.

An abstract of a March 19 Spokane County Superior Court default judgment against CJB Group LLC, doing business as CJB Services, and awarding $20,943 and about $3,000 in costs and interest to petitioner CPM Development Corp., doing business as Central Pre-Mix Concrete Co., was filed with the Lincoln County court.

New Criminal Cases

Timothy Albert Evenson, 31, of Ford, is charged with second-degree theft and trafficking in stolen property in connection with a June 7, 2017, incident at 250 East Railroad Avenue in Reardan, from which tools and prescription drugs were taken. Prosecutors later withdrew a third charge of pet-animal taking in connection with a missing dog.

Citing further investigation and newly discovered evidence, prosecutors withdrew charges of intimidating a witness and harassment-threats to kill filed May 7 against Michael Jackson, 34, of Spokane, in connection with alleged incidents between Feb. 22 and May 2 of this year.

Paula Machele Gardner, 37, Spokane, is charged with possession of methamphetamine, obstructing a law enforcement officer and making a false statement to a public servant in connection with incidents between May 2 and 14.

Sharayah Leona Kretschmer, 31, of Fruitland, is charged with second-degree trafficking in stolen property, money laundering, and criminal conspiracy in connection with criminal incidents from March 11 to 30 at property adjacent to Hart Road North in the Davenport area, and “proceeds” from those burglaries that were used for gambling at Northern Quest Casino in Airway Heights.
