INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Aug. 20: Ambulance personnel from Wilbur and Creston transported a man with breathing difficulties from the 600 block of SE Mitchum Street in Wilbur to Lincoln Hospital in Davenport.

Responding to a woman’s request for assistance with her elderly father, a deputy helped an 81-year-old man with dementia get back into a vehicle at the U.S. 2 Telford rest area so that their trip to Omak could continue. Davenport ambulance personnel checked out the man’s condition before permitting them to leave.

A deputy’s presence was requested by Creston School personnel involved in a dispute with a neighboring property owner.

Deputies worked several municipal code violations, some involving vehicles parked in the city’s right-of-way, in Davenport.

Dispatchers were advised of a cougar in a backyard in the 400 block of South C Street in Creston.

The owner of a burglarized cabin adjacent to Fisher Road East north of Reardan found fingerprints on the windows and footprints on the stove.

No injuries were reported from a two-vehicle collision at Broadway Avenue and Aspen Street in Reardan.

Three deputies responded to a report of a verbal dispute between two individuals at a residence in the 400 block of Morgan Street in Davenport.

Tuesday, Aug. 21: A collision involving a vehicle and deer took place on U.S. 2 near Tramm Road east of Reardan.

Deputies responded to a report from the 20 block of Merriam Street in Davenport about a 36-year-old woman with breathing difficulties. The patient refused assistance from the local ambulance crew.

Someone stole the battery from a truck and a pressure washer valued at $250 during a burglary at a residence adjacent to SR 231 north of Reardan.

A caller reported the theft of a chemical trailer from the 10 block of SE Spokane Street in Wilbur.

Despite a report of “10 teenagers” who “do not have a good reputation” gathering at the Davenport softball field, they had dispersed before a deputy’s arrival at the scene.

Odessa Police responded to a dispute between two individuals in the 0 block of 4th Street.

Wednesday, Aug. 22: No injuries were reported after a SUV went into a field near SR 25 and Inkster Road north of Davenport.

Davenport ambulance personnel transported a 70-year-old man suffering from diabetes from a residence at Seventh and Maxwell streets to Lincoln Hospital in Davenport.

A deputy checked out a report of someone using heavy equipment to put in a road on another individual’s property – without his authorization – adjacent to Jump Canyon Road near its intersection with Lake Roosevelt Drive.

A deputy checked out a caller’s report of being threatened with a firearm in Wilbur.

A caller requested assistance with two pit bull dogs left behind by a former tenant on rental property adjacent to Whispering Pines Drive East near the Devils Gap area north of Reardan.

A Harrington man was advised of a statewide ban on running chainsaws due to fire danger after a caller reported such activity was occurring in the 100 block of West Linden.

A deputy suggested a better way to exchange children caught in the middle of an ongoing dispute between their divorced parents after responding to a call for assistance from a residence in the 700 block of Merriam Street in Davenport.

Almira ambulance personnel assisted a 76-year-old man who escaped injury after a vehicle went into a ditch along U.S. 2 near Almira.

National Park Service personnel were advised of the theft of a fishing reel valued at $150 from a boat anchored at Friday Bay on Lake Roosevelt.

National Park Service personnel checked out a report of a campfire and tiki torches burning at the boat-in-only Cloverleaf Campground.

Thursday, Aug. 23: Sprague ambulance personnel assisted a woman who called 911 from a vehicle stopped alongside I-90 after feeling dizzy, perhaps as a result of high blood pressure.

BNSF railroad personnel cleaned up after a train leaking oil in the Canby area. The report also was referred to county and state health officials.

A deputy, along with mental health and state Child Protective Services personnel, responded to a residence in the 700 block of SE Railroad in Wilbur after dispatchers took a call from a woman who said her 7-year-old son was punching and kicking her.

Emergency personnel assisted a 65-year-old woman who suffered a seizure in the 600 block of SE Brace Street in Wilbur.

A Sprague caller reported the discovery of a steel-tipped arrow in a yard in the 400 block of SE E Street.

Apparently as a result of being struck by a vehicle, which left the scene, a tree fell across SR 174 near Grand Coulee.

Kids reportedly were jumping in front of cars while playing in the street across from the airport in the 1500 block of Ross Street in Davenport.

Reardan Police responded to a report that an elderly man was going through garbage cans at a mobile home park, apparently collecting aluminum cans.

Friday, Aug. 24: A caller reported she almost had a head-on collision with an oncoming vehicle on Miles Creston Road between SR 25 and Seven Bays. Her vehicle sustained damage when forced to brush up against a guardrail to avoid being hit by the other vehicle.

A Harrington area resident was placed into custody for assault after telling dispatchers he felt threatened by another individual.

Dispatchers processed a report of children appearing to “play chicken” with grain trucks on SR 231 near an elevator in Edwall. The children’s mother was subsequently alerted and promised to take care of this issue.

A long rifle found at the Davenport Car Wash was turned in to the sheriff’s office.

A horse was observed running loose in the vicinity of Miles Creston and Telford roads.

A deputy manning the sheriff’s booth at the Lincoln County Fair was approached by a 4-year-old lost boy who quickly was reunited with his grandfather.

After passing a vehicle on SR 231, a motorcyclist hit a guardrail and told responding deputies he wasn’t hurt and didn’t need medical attention. The man whose vehicle was passed stopped to check on the motorcyclist’s condition before phoning in a report to dispatchers.

A man appearing to be intoxicated reportedly threatened personnel and patrons at the Wilbur Mini-Mart. Responding deputies placed him into custody after stopping the vehicle he was driving with two young children inside.

Saturday, Aug. 25: Union Pacific railroad personnel reported a collision involving a train and a cow at Mullens and Williams Lake roads.

K&L Chevron personnel in Sprague expressed concern about a man who returned after being asked to leave the night before because he was attempting to get money from customers as they approached the store. The man was back again the following day, despite a warning from a state wildlife officer.

A caller reported a pit bull dog running loose near Davenport High School.

A man involved in an accident with a trap at the Almira Gun Club was taken to Coulee Community Hospital with an apparent head injury.

“Two truckloads of young men” were observed shooting on U.S. Bureau of Land Management land outside of Sprague.

Mental health personnel assisted deputies with a Harrington man who reportedly made suicidal threats that involved firearms in the 300 block of North Third Street. He was detained at the county jail and later transported to Lincoln Hospital in Davenport for an evaluation.

A Wilbur caller told dispatchers about a man standing across the street and appearing to be watching a residence in the 0 block of SE Regent Avenue.

Deputies placed a Harrington man into custody after responding to a reported fight at the county fairgrounds in Davenport.

Dispatchers received a report of a group of vehicles on SR 28 near Mayberry Road “full of high school kids” racing up and down the road and being driven side-by-side.

Odessa Police investigated a report that furniture was being removed without permission from a residence in the 400 block of East 1st Avenue.

Sunday, Aug. 26: A boy’s bicycle was reported stolen from the county fairgrounds in Davenport, where it had been tied to the fence at the front gate.

A trailer was reported stolen while parked at the fairgrounds.

Deputies investigated an assault report from Almira after learning that a man had been hospitalized in Grand Coulee after he was pushed to the ground and kicked in the face. The incident began when a driver was reportedly confronted for speeding and almost hitting a dog belonging to the injured man’s girlfriend.

Aug. 20: Joshua Scott Hodges, 25, Colville, arrested by Lincoln County Sheriff’s Office (LCSO) for failing to appear for driving while license suspended.

Aug. 21: Garrett Nathanael Gross, 20, Odessa, arrested by Odessa Police for third-degree theft and minor in possession or consumption of liquor.

Randy Cole Patrick, 34, Ford, arrested by LCSO for driving under the influence.

Aug. 22: James Everett Spencer, 47, Coeur d’Alene, Idaho, arrested by LCSO on an out-of-county misdemeanor charge.

Amanda Marie Vivier, 29, Wellpinit, arrested by LCSO for driving under the influence and without a license.

Aug. 23: Jeffrey Shane Phillips, 49, Ephrata, Wash., arrested by Odessa Police for making a false or misleading statement to a public servant.

Gene F. Rosentreter, 76, Lincoln, arrested by LCSO for two counts of failing to appear for driving while license suspended.

Aug. 24: Diane P. Chamberlin, 60, Nine Mile, serving a one-day court commitment for failing to comply with a Franklin County court order.

Justin Emmett Crider, 32, Wilbur, arrested by LCSO for reckless endangerment and driving under the influence.

Jonathen Dale Hauck, 21, Davenport, arrested by LCSO for fourth-degree assault (domestic violence).

Aug. 25: Billy Jack Bragg, 21, Harrington, arrested by LCSO for fourth-degree assault.

From Aug. 20 to 26, 10 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections.

Civil Judgments

An abstract of a May 11 judgment from the Superior Court of California for Orange County, processed through King County Superior Court in Washington, awarding $850,240 to petitioner James Haefner from Richard A. Frisk and Northwest Surgical Development Co., Inc., was filed with the Lincoln County court.

The court on Aug. 20 authorized Erin Danielle Davis, a Pierce County resident, to change her last name to Best.

New Criminal Cases

Franklin (Frank) Scott Clark, 31, of Davenport, is charged with residential burglary, third-degree malicious mischief and fourth-degree assault in connection with incidents on Aug. 9 in the 60 block of Marshall Street in Davenport. He is accused of punching a 42-year-old man “at least 20 times with a closed fist” and kicking in the man’s front door.

Brandon Cleveland, 21, of Spokane, is charged with second-degree identity theft, making a false statement to a law enforcement officer and driving without a license in connection with incidents on June 12. He is accused of giving a false name to a deputy during a traffic stop in the vicinity of SR 25 and Miles Road north of Davenport.

Ray A. Wynecoop, 18, of Wellpinit, is charged with attempting to elude a pursuing police vehicle in connection with an attempted traffic stop on Aug. 6 in the Devils Gap and Long Lake areas north of Reardan.

KC L. Kimberling, 35, of Sprague, is charged with second-degree assault by strangulation in connection with an Aug. 18 domestic violence incident in Sprague. A no-contact order protecting the 36-year-old woman identified as the alleged victim was put in place for one year.

New Civil Cases

At her request and based on an agreement between the two Odessa residents to resolve their dispute, the court on Aug. 22 dismissed Kamrin Iverson’s request for a protection order against Landon Lobe.

In a domestic violence matter, Jaimie Elizabeth Ross, of Wilbur and more recently Spokane, is requesting a protection order against Scott Arron Lutton, Jr., of Nine Mile Falls.

Capital One Bank USA seeks repayment of $3,877.71 (the amount due through July 12, 2017) in credit account debt by Jeffrey S. Grider.

Davenport resident Jana Johnson filed litigation against Country Life Insurance Co., CC Services, Inc., and Joe Walker and his spouse after being denied payment of benefits from a whole life policy insuring Bo J. Gustaveson, the petitioner’s grandson, who died of accidental means in November 2017.
