Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Oct. 22: County Public Works personnel were advised that a road sign was down at Third Street and Fitness Lane in Davenport.

A property owner on Waukon Road observed someone going through his shop then heading towards Sprague. Following up, the caller discovered several items had been taken, including a 12-volt air compressor.

Someone shot a bullet that went through two walls of an attached garage on property adjacent to Lake Valley Loop in Sprague.


A small fire was reported on land adjacent to SR 25 south of Egypt Loop Road.

A woman reported she had been beaten and nearly raped at a residence in the Edwall area.

Responding to the 500 block of East Marjorie, Odessa Police arrested a man wanted by the state Department of Corrections for escaping custody. He was transported to the county jail in Davenport.

Tuesday, Oct. 23: A county jail inmate told corrections deputies she felt she might throw up while having a panic attack and advised she “usually uses weed when (she feels) like this.”


A caller reported someone had “spun brodies” in a field at the corner of Omans and Zellmer roads east of Davenport.

A Davenport woman told dispatchers someone is using Facebook to harass her teenage daughter.

A man was arrested after deputies responded to the 300 block of West Main in Harrington to investigate a report that a woman had been pushed and elbowed in the mouth during an argument.

Deputies and mental health personnel responded to a request for assistance with a 16-year-old girl who threatened to harm herself after a ruling in Juvenile Court had been announced.

A Harrington caller received help from a deputy in retrieving a trailer he had loaned out after being confronted by individuals he did not know as he attempted to get it near the local post office.

A vehicle spun out and went into a ditch adjacent to SR 231 in the Devils Gap area north of Reardan.

Wednesday, Oct. 24: A Davenport caller asked for help from firefighters after the fire he started to burn off old hay and grass near a barn on Cottonwood Creek Road continued to grow beyond what he desired.

A man was arrested in Spokane Valley after deputies responded to a report of a domestic violence assault in the 300 block of East Walnut in Sprague. According to reports, the man kicked in the door and pulled hair from a woman’s head before leaving the scene in a pickup truck heading east on Interstate 90.

Sprague ambulance personnel assisted a 20-year-old woman experiencing complications after recent surgery.

Deputies became involved in a child custody dispute involving a Davenport woman and a Spokane man who picked up his son from school.

A Wilbur man described as “suicidal” left Lincoln Hospital in Davenport without a doctor’s authorization and became the focus of a pursuit that continued west on U.S. 2 until its conclusion with his being safety placed into custody outside a residence in Hartline. Just outside Davenport, the man got out of his vehicle, held up a machete and asked deputies to kill him. They were ordered not to use deadly force – and the man continued driving west. During the incident, schools in Creston, Wilbur and Almira went to lockdown status. Deputies used spike strips to flatten the man’s tires, resulting in the vehicle slowing down and eventually coming to a stop. The man was returned to Lincoln Hospital, where arrangements were made to provide mental health services for him.

A Sprague woman told dispatchers that individuals were refusing to allow her access to vehicles she owns that were parked in the 600 block of South Dayton.

As a result of a break-in, items were reported missing from a residence in the 1100 block of Thirteenth Street in Davenport.

Thursday, Oct. 25: A woman told dispatchers she had been punched in the face and that her boyfriend also had been assaulted during an alcohol-related incident at Lakeview Terrace Mobile Home Park in Grand Coulee. Responding deputies found a connection to a vehicle collision on Spring Canyon Road about a mile from SR 174 and placed two men into custody.

Davenport city personnel reported someone apparently tried to set the Pioneer Plaza restrooms on fire. Surveillance video led an investigating deputy to question two students at the high school.

A deputy investigated a possible burglary in the 200 block of SE Brace Street in Wilbur after the residents noticed an unlocked and open back door and trim pulled from the door.

Friday, Oct. 26: A caller requested extra patrols on Miles Road north of Davenport, explaining that “those who live along the road all speed and drive recklessly.”

Deputies investigated a possible case of child molestation in the Sprague area.

Deputies located an overdue fisherman near the Lincoln boat launch after receiving a caller’s request for a welfare check.

A Davenport caller told dispatchers about a “suspicious” man dressed in camouflage and carrying a backpack and what appeared to be a rifle while walking south on Twelfth Street.

Someone continuously tears down campaign signs for Republican candidates for Congress, U.S. Senate and the state Legislature “almost as soon as they (were) put up” in the 200 block of NE Foster in Creston.

A Wilbur caller reported “a bunch of pigs running around” in a yard adjacent to Haden Road East.

After stopping a minivan for a traffic violation on U.S. 2 near its intersection with Roby Road near Wilbur, a deputy discovered the driver had a medical issue and requested emergency personnel to join him to provide assistance.

Saturday, Oct. 27: Corrections deputies advised a female inmate in the county jail that her loud yelling and singing inside her cell were disrupting the 911 communications center. She responded that she was “exercising (her) freedom of speech.”

After reporting his vehicle stolen and providing the name of a possible suspect, a Davenport man called again to tell dispatchers he forgot that he left the car parked outside Safeway, near his Logan Street residence.

A vaping pen, two garage door openers and a cell phone were stolen during a garage break-in at a residence on Little Falls Road north of Reardan. The perpetrator(s) also apparently tried to access the house as well – while the caller and her husband were inside. Spokane Tribal Police provided the first response until two Lincoln County deputies arrived.

Arriving in the 900 block of Sinclair Street in Davenport for an estate sale, a caller discovered the back door of the residence had been kicked in and that several items inside might be missing.

The owner of cattle found where they weren’t supposed to be – in a field of winter wheat adjacent to Rocklyn Road – returned the livestock to where they belonged after the property owner phoned dispatchers with a request for assistance.

A resident of the 300 block of Sinclair Street in Davenport reported a burglary and the loss of cigarettes, electronic equipment, alcohol, binoculars and hunting-related items.

Two vehicles were involved in a rear-end collision at the intersection of Twelfth and Morgan streets (SR 25 and U.S. 2) in Davenport. One of the drivers received a deputy’s citation for failing to yield.

Lincoln Hospital personnel reported having difficulty with a local man allowing his transport from there in an ambulance for mental health services.

A man came to the sheriff’s office to have a dispatcher run a plate for him – and was later arrested for possessing a stolen vehicle and five other charges during a traffic stop at Eighth and Sinclair streets in Davenport. Stevens County authorities confirmed that the plate matched a stolen vehicle the man was driving.

Money and items from a rare coin collection were reported stolen from a residence in the 500 block of SW College in Wilbur.

A vehicle went into a ditch along SR 21 in the Odessa area and the noise was loud enough to be heard by a nearby resident who filed a phone report with dispatchers.

Sunday, Oct. 28: Harrington ambulance personnel transported a woman who had fallen and was unable to get up to Lincoln Hospital in Davenport.

A fire alarm sounded from a unit in Odessa’s Quail Court as a result of something boiling over on the stove. Since there was no fire, local firefighters were advised they weren’t needed.

A caller told dispatchers that a woman, later discovered to have mental health issues, had knocked on her door in the 200 block of West 5th, and asked her to “call the cops” because her son and his girlfriend were fighting. A responding deputy found no evidence of this.

A shirtless man was observed walking in the middle of U.S. 2 through Reardan while “yelling and screaming” obscenities. A responding deputy was unable to locate the man.

Deputies and a U.S. Bureau of Land Management (BLM) officer weren’t distressed about a woman’s report of people dumping a car on a flatbed trailer described as “full of garbage and pumpkins” because it was being used as a target in the area of Old Sprague Highway and Lake Valley Road near Fishtrap.

Oct. 26: Randall Steven D. Carey, 34, Sprague, arrested by LCSO for first-degree child molestation.

Oct. 27: Thomas Ray Everett, 22, Davenport, arrested by Washington State Patrol for reckless driving.

Oscar Venegas, 29, Spokane, arrested by LCSO for possession of a stolen vehicle, intimidation of a public servant, driving while license suspended, reckless driving, driving under the influence and an ignition interlock violation.

From Oct. 22 to 28, nine additional individuals were held in the Lincoln County Jail under contract with DOC, two under contract with Stevens County and one under contract with the City of Airway Heights.

Criminal Sentencing

Gary Glen Olsen, 49, pleaded guilty Oct. 9 to third-degree possession of stolen property in connection with a Jan. 19, 2016, incident involving two locations in the Wilbur area. His sentence from Judge Dan Johnson, substituting for John Strohmaier, included 75 days in jail and $500 court assessments. As a result of a plea agreement, prosecutors withdrew the original charges of second-degree burglary, second-degree theft and residential burglary.

New Criminal Cases

William Earl Bennett, 27, Medical Lake, is charged with second-degree assault (domestic violence) in connection with an Oct. 22 incident in Edwall during which a woman was allegedly beaten and sexually attacked. A no-contact order was put into place to prevent his contact with the alleged victim.

Scott James Bunch, 41, of Sprague and Spokane Valley, is charged with second-degree assault (domestic violence) and third-degree malicious mischief in connection with an Oct. 24 incident in Sprague, with alcohol believed involved, during which a woman allegedly was dragged by her hair. A no-contact order is in place to prevent his contact with the alleged victim.

A second charge of violating a no-contact order was filed against Frank D. Nappo, 39, of Sprague, who had been charged last month with the same offense, along with third-degree malicious mischief, both relating to an Oct. 18 incident at a residence on Sprague Lake Resort Road. The new charge pertains to an incident on June 19.

Brian T. Ferguson, 42, is charged with seven counts of second-degree burglary and one of third-degree theft in connection with Oct. 22 incidents involving properties adjacent to Waukon Road in Edwall. Gasoline was reported stolen in one of those incidents.

Randall Steven Douglas Carey, 34, Sprague, is charged with first-degree child molestation in connection with an Oct. 25 incident involving a 6-year-old girl. A no-contact order is in place to protect the alleged victim.

New Juvenile Offender Matters

Three Odessa boys, ages 13, 14 and 14, are charged with two counts of second-degree burglary, six counts of second-degree malicious mischief and one count of third-degree theft in connection with incidents on Sept. 15 at the Odessa Golf Course and Crab Creek Coffee House. Damage in excess of $10,000 occurred to five golf carts at the golf course and money and food items were taken from the restaurant. Alcohol is believed to have been a factor.

New Civil Cases

Wallace E. and Pamela C. Buck, of Davenport, allege breach of contract against Steven Pryne in a matter that involves property in Sec. 5, T26N, R39E, along with Pryne’s $37,000 debt on a loan from American General Home Equity, Inc. According to the petitioner’s claim in the court record, Pryne filed bankruptcy in June 2005 and modified the property contract between himself and the Bucks, who understood that payments for the property were no longer due him, although they took over payments from Pryne to American General Home Equity. The action comes as a result of Pryne demanding payment under the original contract and threatening foreclosure on the property last September.

Julia C. Nast, of Sprague, seeks a protection order against Scott J. Bunch in the aftermath of an alleged assault on Oct. 23.
