Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Nov. 5: Davenport ambulance personnel responded to an emergency call from a residence in the 1000 block of Eighth Street in Davenport involving a woman who had stopped breathing.

Female inmates in the county jail asked corrections deputies for assistance with one of their number who wouldn’t stop talking while they tried to watch TV.

A caller reported a break-in at a storage building adjacent to Sprague Lake Resort Road. Among items missing were a generator, chain saw and several other tools.

A juvenile girl was placed into custody after deputies responded to the 600 block of Main Street in Davenport, from which a report of a domestic violence assault was called in. The girl allegedly knocked over a table, poured milk on the floor and hit another member of the household after being told by her mother she couldn’t have a friend over after school.

Sprague city personnel reported that someone may have remotely accessed the City Hall computer.

Several deputies were unable to catch up with the driver of a white SUV that was clocked at high speeds (more than 100 miles per hour at times) while traveling west on U.S. 2 from Reardan to Wilbur before turning north on SR 174.

Odessa Police investigated a break-in at Voise Sausage on South 1st Street. The cash register inside was smashed.

Tuesday, Nov. 6: A CenturyLink fiber line was damaged in the Wilbur area, affecting phone service there and in Almira, Coulee City, Wilson Creek, Nespelem, Hartline and Keller.

Impatient for a bandage from county jail deputies, an inmate wiped blood from his finger on the walls of his cell. He was instructed to clean things up.

Deputies handled a dispute involving residents of Hills Road about a mile south of the Crab Creek bridge.

Wednesday, Nov. 7: Davenport ambulance personnel transported a 25-year-old woman who was suffering a possible seizure to Lincoln Hospital.

“Very slick” roadways were reported in connection with a one-vehicle rollover collision on U.S. 2 about three miles east of Davenport.

A vehicle reported stolen from a residence along SR 28 near Odessa was found about a mile away and returned to the owner.

Thursday, Nov. 8: Two persons were injured as a result of a two-vehicle collision on McLain Road East near Davenport. One complained of pain in the arms and legs. After extrication took place, they were initially transported to Lincoln Hospital and transferred to a LifeFlight aerial ambulance.

Deputies investigated a report of stalking in the 400 block of Willis Street in Harrington.

Two cows were shot, perhaps by hunters mistaking them for elk, near the intersection of SR 231 and Franseen Road East in the Sprague area.

While walking her leashed dog in the 100 block of SW Railroad in Creston, a woman said a loose dog came from a yard and attacked her pet.

A Davenport area caller reported the illegal dumping of tree trimmings and construction materials on property adjacent to Sunday Bay Road North.

A deputy went into action after learning that a kindergartner was driving a car down the street in the 300 block of SE Brace Street in Wilbur, with an adult sitting in the back seat.

A caller expressed concern after seeing someone trying to pry open a door with a knife at a residence in the vicinity of First and Olaf streets in Harrington. After the man and another individual gained access and turned on the lights, deputies learned they may have the homeowner’s permission to be there for a few days.

A child was accidentally burned in a backyard fire pit in the vicinity of Third and Willis streets in Harrington and was treated at Lincoln Hospital.

Friday, Nov. 9: The driver of a vehicle involved in a rollover collision on Sherman Draw Road about a mile north of U.S. 2 complained of head and wrist pain. Damage to a fence alongside the roadway also was reported.

Ambulance personnel from Wilbur and Creston transported a 38-year-old Wilbur woman to Lincoln Hospital in Davenport after she couldn’t get up after falling.

A Reardan woman reported being assaulted by her son after she discovered marijuana and vaping equipment in his room.

A Wilbur woman told dispatchers she is concerned about what to do with cats and dogs she had been given to provide foster care for, believing the owner abandoned them.

A caller’s report of a structure fire in the 1400 block of Third Street in Davenport turned out to be a slash pile that was under control and being maintained.

A woman was arrested after a caller told dispatchers she had been assaulted in Creston. The caller claimed the suspect placed her hands around her neck, causing her breathing difficulty. The incident apparently began with a dispute about the suspect’s 12-year-old son.

Deputies kept an eye out for a homeless man in the Lakeview Terrace area of Grand Coulee after a caller expressed concern that trash was being rummaged through and a break-in may be looming.

A Creston man phoned dispatchers after receiving texts from his estranged wife indicating she might harm herself. Deputies found the woman and detained her for mental health personnel.

Saturday, Nov. 10: A Davenport man reported two vehicles had been vandalized in the 800 block of Maxwell Street. A side panel of one vehicle had been kicked in and a front tire flattened. A rear canopy window was punched in on the other vehicle.

Deputies responded to a Wilbur man’s request for assistance with an aggressive dog that came after him while he was walking in the 400 block of SW Regent Street. The dog’s owner was instructed to get all five of her dogs registered with Town Hall.

A caller said he barely escaped a collision when a pickup truck passed him on the right shoulder of U.S. 2 just east of Reardan. A responding deputy pulled the truck over about three miles east of Davenport.

A Wilbur man reported being scammed from someone claiming to be with DISH Network. He provided Social Security and bank account information.

Sunday, Nov. 11: Emergency personnel from Reardan and Davenport responded to a report of a man who lost consciousness while driving on U.S. 2 a mile west of Reardan. His wife managed to get the vehicle stopped. Although he left the vehicle and lost consciousness a second time, he refused ambulance transport to a local hospital to be checked out.

Deputies cited a man for trespassing after a caller reported him entering storage buildings adjacent to Miles Road North and pulling equipment from at least one. The suspect, when confronted, told a deputy that he was cleaning residences in the area and tilling the ground – and “did not know this would be a problem.”

A fishing boat became high-centered near Sunset Point in the Moccasin Bay area. National Park Service personnel report that the two or three occupants were able to bounce the boat off the sandbar.

Monday, Nov. 12: No one was hurt after a pickup truck hauling a 4-wheeler lost control and may have crashed into a guardrail on U.S. 2 about two miles east of Davenport. The 4-wheeler fell off the trailer that was attached to the truck. It was reloaded and the driver went on his way.

Between $800 and $1,000 in damage was done to the chain-link fence around the Harrington School football field after a vehicle apparently crashed into it. A deputy located a suspect to charge with hit-and-run.

A boy’s “Tony Hawk” bicycle was reported stolen from in front of a house in the 1000 block of Main Street in Davenport.

A caller reported seeing litter being thrown from two vehicles traveling on SR 231 in the Edwall area. A woman urinated in a cup before tossing it from the car. A man stopped, put the cup in the back of his pickup truck, but it blew out as he drove away.

A Harrington woman paid for four cords of wood through a Facebook contact she believed lived in Reardan. It was never delivered, but the check she mailed in was cashed.

A caller reported the front door on a residence in the 17500 block of Kiner Road near Almira was kicked in and that someone stole about $1,800 worth of quarters.

Jail Bookings

Nov. 5: Kenneth James Swiger, 49, Davenport, serving a court commitment for telephone harassment, making an unlawful credit card transaction and indecent exposure.

Nov. 6: Lorraine Nicole Trefault, 49, Snohomish, Wash., arrested by Lincoln County Sheriff’s Office (LCSO) for possessing a controlled substance without a prescription.

Nov. 7: James Jerome Bonneville, 37, Ephrata, Wash., arrested by Odessa Police for driving under the influence and failing to transfer ownership.

James M. Gallagher, 19, Reardan, confined by the court for conducting a controlled substance transaction involving a minor.

Maryann Metcalfe, 63, Spokane, serving a court commitment for driving under the influence.

Nov. 9: Katrina Arleen Cazares, 33, Bridgeport, Wash., serving a one-day court commitment for driving while license suspended.

From Nov. 5 to 9, 10 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections.

Criminal Sentencing

As a result of a plea agreement with prosecutors, Jacob M. Gallagher, 19, of Reardan, entered an Alford (guilty) plea on Nov. 6 to involving a minor in drug dealing (oxycodone) in connection with a May 16 incident in Reardan. His sentence includes 30 days jail, 12 months probation, $800 court assessments and $400 public defender reimbursement. He must have no contact with the minor involved and is trespassed from Reardan High School for one year.

Hunter M. Cary, 19, Spokane, pleaded guilty Nov. 6 to first-degree negligent driving in connection with a Sept. 1 incident. His sentence included four days jail (credited as served) and $1,200 court assessments. As a result of a plea agreement, the charge was amended from attempting to elude a pursuing police vehicle, filed after he left the scene of a traffic stop on U.S. 2 just west of Wilbur and traveled at speeds of about 100 miles per hour at times during the pursuit.

Civil Judgment

The court on Nov. 2 granted Carolynn Canaria Snow’s request to change her name to Carolynn Teresa Miller-Snow. She is a Pierce County resident.

New Criminal Case

Michael Logan Arnett, 36, Spokane and Grand Coulee, is charged with possession of methamphetamine hydrochloride in connection with an April 11 traffic stop on U.S. 2 in Wilbur, during which a baggy of white powder was found inside the vehicle. Later, pills were found as he was booked into the county jail.
