INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column. During the period, dispatchers handled 254 calls for service.

Monday, July 22: An Odessa man told dispatchers that a $4,850 check he received in exchange for a vehicle was not good, according to the bank from which it was issued.

Responding to a residence on Weber Road East, Odessa ambulance personnel assisted a 45-year-old woman who lost consciousness after experiencing a seizure.

Deputies warned a Davenport rancher that he would be cited if his cattle continued to get out due to fencing in disrepair along U.S. 2 in the vicinity of Sam Knack Road North.


Traction motor cables were cut and some cabling reported stolen from locomotives stored near grain elevators in the Davenport area.

A Davenport woman reported she had been asked over the phone for bank account information after being told there were warrants out in her name. Because she supplied the information, she became a victim of fraud and was forced to contact her banks to ask that holds be placed on her accounts.


Davenport ambulance personnel responded to Davenport Family Foods, where an 86-year-old man experienced heat exhaustion.

After stopping a driver suspected of reckless driving on SR 28, a deputy summoned Odessa ambulance personnel to help after discovering the driver may have been experiencing diabetic issues.

Davenport firefighters handled a field fire on property adjacent to Jantz Road East.

A house in the 600 block of South Coal Creek Road near Harrington filled with smoke as a result of a stove fire. Its occupants were referred to the American Red Cross after learning smoke damage would not permit them to stay there.

Later in the day, Harrington firefighters brought another house fire under control, this one in the 300 block of North Coal Creek Road. Smoke filled the structure and dispatchers strongly advised its occupants to go outside.

Dispatchers were advised of a man wearing a yellow backpack who had ridden a bike from the Edwall area to the Chevron in Reardan, where he was laundering clothes – then found the facility locked with his laundry still inside.

A resident of the 800 block of Merriam Street in Davenport reported being chased by a neighbor’s unleashed pit bull while he was walking his own dog on a leash.

A Davenport caller told dispatchers she was “tired of hearing the loud thumping music” originating from a residence in the 1200 block of Eighth Street. The music apparently stopped before a deputy arrived.

Tuesday, July 23: A boater reported losing his watercraft near Fort Spokane at just about the time another caller told dispatchers he had found it wedged against rocks near Sterling Point campground, to which it was towed.

A second Davenport woman was the victim of fraud in an incident involving the threat of arrest if personal information, including a Social Security number, was not provided. She was advised to contact the Social Security Administration and her bank.

Dispatchers took a report from the 100 block of East Broadway Avenue in Reardan that a 62-year-old woman may have suffered a stroke.

After receiving a call from a passer-by, deputies assisted the dreadlocks-wearing driver of an old school bus that experienced a coolant line break while traveling Mohler Road about a mile west of SR 23.

Emergency personnel were sent to the 600 block of West 4th Street in Sprague to assist a 62-year-old man who was experiencing convulsions.

Davenport Post Office personnel reported finding what appeared to be nitroglycerin pills in a key chain container.

Dispatchers received a report of a fire in the vicinity of Bates and Graedel roads near Odessa.

A fire alarm from the National Park Service offices at Spring Canyon campground apparently was without merit after responding personnel found no flames or smoke there.

Deputies assisted in an investigation of a possible child abuse incident involving a young girl.

A 4-year-old boy came to a residence that isn’t his in the 200 block of Seventh Street in Davenport, prompting a call from that resident and the child’s retrieval by a deputy. Deputies handled another call involving the same individuals on Friday.

After seeing its head sticking out from some pillows, a Davenport caller reported finding a 21-foot snake in his bed inside a residence on Forest Drive East.

A caller from the Hawk Creek Ranch area northwest of Davenport asked dispatchers what to do with a hawk that was placed into a box after it was injured by a car.

Reardan firefighters were alerted about two fires in the vicinity of Devils Gap Road and SR 231 that were on the Stevens County side of the river.

Deputies responded to a report of a possible assault in the vicinity of Eighth and Marshall streets in Davenport. It was determined that a verbal argument involving two men had occurred.

Firefighters from Sprague and Odessa responded to requests from Adams County for mutual aid for a fire near grain elevators on East Griffith Road near SR 21. Odessa firefighters were later sent to another fire in the vicinity of Weber and Hardung roads.

A tree hit power lines, causing sparking in the 100 block of SW Regent Avenue in Wilbur. Local firefighters and Avista Utilities personnel responded.

Wednesday, July 24: Avista Utilities personnel handled a sparking power pole near the pig barn at the Lincoln County Fairgrounds in Davenport.

A resident of the 1100 block of Merriam Street in Davenport reported someone driving a black SUV ran over his garbage can and immediately left the scene.

Dispatchers were advised of a custody dispute involving the mother and father of two children. The parents live in two separate residences in Davenport.

Firefighters from Reardan and the state Department of Natural Resources geared up for a small blaze in the vicinity of the missile site on Crescent Road, which produced smoke affecting the Devils Gap area.

Sprague firefighters were sent to the Fishtrap area where smoke had been seen.

Deputies checked out a report that a man had sent threatening text messages to a woman who resides in the Spring Creek area north of Reardan.

An elderly Davenport man told dispatchers he was confused about a bill he received for the cremation of his cat.

BNSF Railroad personnel reported a stop sign was missing from a crossing on Schultz Road near Davenport.

After receiving a Wilbur resident’s report of seeing three people wrestling inside a vehicle and hearing the sound of a loud bang, similar to a gunshot, deputies were able to intercept the car on U.S. 2 near Rocklyn Road. The occupants were ordered out of the car at gunpoint and deputies subsequently placed a man into custody while acquiring a warrant to search for a weapon inside the car.

Emergency personnel responded to a fire call in the 100 block of Marshall Street in Davenport.

A caller requested assistance after getting a boat stuck on the river about eight miles from Porcupine Bay.

In anticipation of their assistance, Odessa firefighters were advised of a barn ablaze at the intersection of Tokio and Jantz roads in Adams County.

Thursday, July 25: Dispatchers heard about an Othello man who wasn’t sure what to do after a friend died inside a motor home they used to camp at Spring Canyon. The caller said he drove home with the dead man still in bed, called Adams County authorities, who notified Lincoln County.

A Sprague caller advised dispatchers that a man used archery equipment to shoot at a loose chicken in the 400 block of East Fairweather Street.

A caller reported loud music and an uncovered campfire at a residence in the 1200 block of Eighth Street in Davenport.

A Davenport woman was treated at Lincoln Hospital after being bitten by a dog she tried to pet in the 1100 block of Main Street.

After a caller noticed a man with his head down inside a pickup truck parked in the pullout off SR 25 about 11 miles north of Davenport for the past two days, a responding deputy discovered the man was texting for long periods of time and that everything was fine.

Creston ambulance personnel transported an 88-year-old man to Lincoln Hospital in Davenport after he fell at a residence on Smart Road North.

At about 10 p.m., at least three deputies and a Davenport ambulance responded to a report from a residence on Hart Road where a possibly suicidal man with four to six loaded pistols had consumed alcohol and drugs and made threats against himself and others. The man’s wife, also believed to be intoxicated, became lost in nearby woods without a flashlight and a fully powered phone. She was eventually found in good condition. During the incident, a staging area was set up near the Apostolic Lutheran Church and deputies talked with the man on the phone. Later, he was found face down on the grass, unable to stand. He was transported by ambulance to Lincoln Hospital, from which mental health personnel were contacted, and early the next morning was airlifted to a Spokane hospital.

Friday, July 26: Emergency personnel were called into action on behalf of a 52-year-old Reardan man who may have suffered a stroke.

Help from Wilbur and Grant County firefighters was requested for a structure fire in the 10 block of South 4th Street in Almira, where flames fully engulfed a mobile home. A preliminary investigation determined the fire was started by a candle in the bedroom.

An Odessa caller requested information on disposal of unused medications and offered to donate a large metal crate that could be used with a police dog, should the local department acquire one in the future.

Municipal personnel from Wilbur advised that a newly installed parking curb was removed from its position on Railroad Avenue and placed against the town shop. The mayor expressed concern that the malicious mischief could result in the town losing a portion of its $700,000 grant. A deputy contacted an identified suspect – a resident who had been unable to back onto his property while the curb was in place.

A driver fell asleep and his car went into a ditch on SR 231 near Edwall.

Deputies investigated a report that someone broke through a gate at Barr-Tech near Sprague and entered a building, leaving damages totaling about $4,000.

An Edwall property owner reported more than $3,000 damage had been done to a rental unit on North Oregon Street.

A caller reported garbage had been dumped on property adjacent to Silver Court North in Lincoln.

A woman found lying on the side of Interstate 90 near Sprague was transported to a hospital.

A request from Spokane County for extrication equipment to be used at Wood and Martha roads, where a vehicular collision and fire had occurred, was passed along to Reardan firefighters.

A caller expressed concern when she saw a woman strike a young child “hard in the head” after being asked for ice cream at a Wilbur store.

Deputies investigated a caller’s claim that while kayaking near the Keller ferry boat launch, he and his young daughter were threatened by a man with a pistol who accosted them on motorized watercraft because “he didn’t like people poking around” in that area. The pistol was fired into the water and a nearby bank “multiple times.” After the caller made “small talk to defuse the situation, the man left, only to return with an apology for being “pretty aggressive.” The man repeated his apology to National Park Service personnel and a responding deputy confiscated the firearm and planned to file charges.

A caller discovered another man limping, possibly as a result of being assaulted with sticks near a shooting area by railroad tracks in the vicinity of Lake Valley Loop and Old Sprague Highway. The man was treated at a Spokane hospital.

Firefighters from Almira and Odessa were summoned to a smoldering field adjacent to LaFollette Road North near Almira, to “get water on it” before 2 mph winds adversely affected the situation there.

Deputies pursued, but were unable to catch up with, a motorcycle traveling at speeds between 89 and 100 mph on U.S. 2 east of Davenport and passing “multiple” other vehicles.

Sounds of illegal fireworks and/or gunshots were reported in the vicinity of the Wilbur clinic.

Deputies dealt with an injured deer and a dead coyote within five miles of each other on U.S. 2 in the Reardan area.

Saturday, July 27: Responding to a residence on Whispering Pines Drive in the Reardan area, emergency personnel assisted a 1-year-old boy who suffered a seizure.

A Reardan area caller reported a woman had just walked through an open front door into her house on Little Falls Road, uninvited, and asked for gas for a vehicle.

A woman suffered small cuts as a result of a one-vehicle rollover collision on Rocklyn Road. She was treated at Lincoln Hospital in Davenport.

Sprague Motel personnel requested a deputy’s help to tell an evicted individual to move a mobile home before the property owner was forced to have it towed.

A 70-year-old woman suffered cuts to her head after she fell while at the Big Bend Golf and Country Club in Wilbur. Creston ambulance personnel transported her to Lincoln Hospital in Davenport.

A jet boat caught fire near the Pacific Lake boat launch in the Odessa area.

A caller reported two women in a vehicle were observed looking into a mailbox along Wagner Road North near Wilbur. They turned out to be substitute U.S. Postal Service workers who provided a responding deputy the proper identification.

A deputy responded to a reported domestic disturbance at a residence on Whispering Pines Drive near Reardan. Alcohol and/or drugs may have contributed to the incident.

LifeFlight aerial ambulance personnel transported a 40-year-old man from property on West Airport Loop in Seven Bays to a Spokane hospital after an angle grinder struck his calf. A tourniquet helped slow the bleeding.

Sunday, July 28: Odessa Police attempted to locate a vehicle observed leaving the 300 block of East 2nd Avenue after someone smashed the back window on a residence.

Calling from a residence on Huddle Corner Road, a Harrington area caller said someone came to his front porch and started cursing at him.

Responding to the 100 block of Eleventh Street in Davenport, a deputy dealt with a verbal argument between a man and woman, apparently concerning dirty dishes.

Emergency personnel from Sprague and Ritzville were advised of a 57-year-old man at the Sprague I-90 rest area who may have suffered a stroke or from dehydration.

Sprague firefighters were dispatched to a field fire in the vicinity of Kallenberger and Snider roads.

An individual was hurt as a result of a vehicle leaving Mill Canyon Road north of Davenport and hitting a tree. The driver’s airbag was deployed.

JAIL BOOKINGS

July 24: Matayo Mattamcdougall, 20, Spokane, arrested by Lincoln County Sheriff’s Office (LCSO) for illegal possession of a firearm, first-degree assault, possession of methamphetamine with intent to manufacture and/or deliver, attempting to elude, and driving while license suspended.

July 26: Griselda Rivera, 23, Brewster, Wash., arrested by LCSO for driving while license suspended.

Additionally, 12 individuals were held in the Lincoln County Jail under contract with the Washington State Department of Corrections, along with one each for the U.S. Marshal’s Service and the City of Airway Heights.
