The Tribune Smokehouse in Davenport has reopened its dining room.

DAVENPORT- With Lincoln County firmly in Phase 2 of Gov. Jay Inslee's four-phased plan to reopen the economy, most downtown businesses have reopened their doors.

Subway, Tribune Smokehouse and El Ranchito have all opened their dining rooms to reduced seating. At Subway and El Ranchito, tables have been moved to prevent seating from surpassing 50% capacity.

Edna's Drive-In is a notable exception. Their management doesn't plan on opening its dining room this summer, telling The Times that they will keep it closed until they can be sure they can stay safe.

In Phase 2, retail stores are also allowed to reopen. Downtown, they mostly have.

Grant Zahajko Auctions' downtown gallery is open for curbside pickup and by appointment. Hardy Hardware is also open.

Pharmacies and grocery stores never closed.

Personal service businesses, such and hair salons and tattoo parlors, are also allowed to reopen.

Phase II Hair Design has reopened by appointment only. Staff is only allowing one customer in the store at a time.

Cast Iron Tattoo remains closed. Owner Morgan Hughes says she plans on opening when the county is a bit closer to moving to Phase 3.

She says when she does reopen, it will be by appointment only.

Lincoln County government offices remain closed to the public at this time, as does Davenport City Hall.

Lincoln County was one of the first eight counties to enter Phase 2..

Last week, neighboring Spokane and Adams counties began reopening as well. Much of the state remains in Phase 2.

Inslee says each county must spend at least three weeks in each phase before moving on to the next one.

Phase 2 also allows for gatherings of up to five people from different households. Phase 3 will allow gatheringss of up to 50 people.

Restaurants will be allowed to increase their seating to 50% capacity.
