Commissioners envision new fairground

Request being developed for 2021 legislative session

DAVENPORT--The Lincoln County Commissioners are starting to collect bids for improvement projects at the county fairgrounds that they hope will make the short list for legislative funding in 2021.

Several of the fairground buildings are showing their age and need torn down or fixed, said Lincoln County Commissioner Scott Hutsell.

"Some of our buildings are really showing their age and we would like to make improvements to the fairgrounds so it can be multi-use," Hutsell said. "We are collecting bids on the various projects in order to estimate some total replacement costs."

At their July 20 meeting, the commissioners accepted bids on two projects: tearing down the 1930s era beef barn and re-roofing the main building attached to the cafeteria.

Two bids were submitted for the beef barn project. Ladd Construction bid the project at $16,200. Halme Construction bid $73,440.


Removal and replacement of the roof on the main building received three bids. Casey's Roofing bid the project at $150,000; Spokane Roofing bid $57,447 and Halme Construction bid $99,360.

Both sets of bids will be referred to the fair improvement committee for final selection. The completion of any of the bid projects is contingent on the fairgrounds receiving monies during the 2021 legislative session.

Lincoln County Commissioner Mark Stedman said the commissioners plan to ask for $1 million in capital improvement funds to cover all of the potential costs.

Once the beef barn is removed, the plan is to build a covered arena at the fairgrounds that could be used for a variety of events.


Commissioner Hutsell said the request is timely, as Lincoln County has not pursued capital improvement funds for the last two budget cycles.

"Every year the legislature has dedicated capital improvement funds and it would be good to see some of those come to Lincoln County," he said.
