Commissioners negotiate PEB plan with 1254

DAVENPORT—The newspaper-proclaimed “county insurance saga” appears to have been settled. The Lincoln County Commissioners reached an agreement with Union 1254 and 1254C, which represents county roads and the courthouse, on a medical-only plan with PEB through open negotiations Tuesday, Nov. 8.

The plan that was negotiated will be what is offered to non-unionized employees as well, commissioner Scott Hutsell said. Deputies from the Lincoln County Sheriff’s Office voted to move to the Teamsters medical plan offered by their union in October, a move approved by the commissioners.

The county will offer three plan options: a classic plan, select plan and consumer-directed health plan.

The classic plan has a $250 deductible for one person and $750 for a family.

The county will pay $1,000 for an employee, $1,234.73 for employee and spouse, $1,087.49 for employee and child and $1,676.44 for employee and family monthly, according to a spreadsheet provided by the commissioners Tuesday. The employee would be responsible for $461.14 for employee and spouse, $405.28 for employee and child and $628.75 for employee and family.

The county’s $1,000 per month contribution for employee-only is greater than the premium figure, which is $884.45. The excess $116.55 per month would go into a VEBA fund for that employee.

The select plan has a $750 deductible for one person and $2,250 for the family.

The county will offer the same monthly rates for each plan. The VEBA contribution under the select plan would be $192.78. The employee would pay $308.68 for employee and spouse, $271.87 for employee and child and $419.11 for employee and family.

The consumer-directed health plan has a $1,500 deductible for one person and $3,000 deductible for a family.

The VEBA contribution would be $217.49. An employee would be responsible for $257.48 for employee and spouse, $241.88 for employee and child and $304.30 for employee and family.

The new plan will take effect at the beginning of 2023.
