INCIDENT LOG

Editor’s note: Most items in this section reflect the starting point for response by local police and emergency agencies. The Lincoln County Sheriff’s Office does not release names of individuals who report possible criminal or suspicious activities to dispatchers or alleged victims for this column.

Monday, Sept. 19: Sprague ambulance personnel and the Washington State Patrol responded to a one-vehicle collision on Interstate 90 at the westbound Sprague rest area.

An Odessa man was arrested after deputies responded to a report of a stolen vehicle originating from the 300 block of West 8th Avenue.

Deputies investigated a reported assault involving two juveniles at a football game at Emerson Park in Wilbur.

Deputies responded to a verbal dispute between two individuals over what turned out to be a mistaken attempt to repossess a vehicle in the 400 block of West 5th in Sprague.

An individual was treated at Lincoln Hospital after being bitten by a dog in the 1000 block of Main Street in Davenport. The animal was described as “always coming at people and very aggressive.”

A caller expressed concern about the sound of someone using a hammer and making other noises at “all hours of the night” in the 1300 block of Logan Street in Davenport.

A man and woman, described by a caller as “aggressive panhandlers,” were observed stopping people near Davenport Family Foods and across Morgan Street at Pioneer Plaza.

Odessa Police responded to a report of a woman having been thrown to the floor of a residence in the 400 block of East 3rd Avenue, resulting in her legs “not working” and a request for medical assistance.

Odessa Police responded to a report of an individual’s attempt to end his life by jumping off a bridge at 1st and 2nd avenues. An officer successfully removed the person from the bridge but a struggle ensued while mental health personnel were contacted.

Reardan Police investigated fraudulent charges reported on a local man’s bank account.

Damage resulted when a woman’s vehicle was reportedly backed into while parked outside the Reardan school on East Spokane Street.

Tuesday, Sept. 20: Transients were observed camping out under the Third Street bridge in Davenport.

A Wilbur man told dispatchers that someone using a knife may have stabbed two tires on a boat trailer parked in the 10 block of NW Raymond. One tire was punctured about 15 times. The total loss was estimated at $170.

Personnel at the liquor store within Paul’s Lincoln County Pharmacy in Davenport reported that a woman stole an unknown quantity. A similar incident was reported at Kathy’s Market in Sprague with two suspects identified.

A caller reported that eight cows had eaten his garden adjacent to Halverson Canyon Road.

A Davenport woman reported that her car had been keyed while parked in the 400 block of Ross Street.

Residents along Hawk Creek Ranch Road reported being threatened personally and over the phone by an individual.

Wednesday, Sept. 21: After entering a contest to win a truck, a Wilbur woman reported receiving a check for $1,200 from a company claiming to represent Chevron that would “wrap her car in ads” in exchange for a payment of $800 from that check.

A Davenport man reported the theft of a yellow lab about two months old from a yard in the 500 block of Ross Street.

A Creston caller told dispatchers he lost $200 while playing an online game he now believes is part of a scam.

People claiming to represent DISH Network left cut wires hanging in a yard in the 200 block of Marshall Street in Davenport. Actual DISH representatives contacted by phone said they had no knowledge of what the caller was talking about.

A collision involving a vehicle and deer took place on Cottonwood Creek Road near Davenport.

A collision involving a car and semi-truck was reported near Wagner Lake and Schuster roads.

Malicious mischief took place on property in the 200 block of South 3rd in Almira and items were reported missing from the residence there.

Thursday, Sept. 22: A deputy warned a driver that negligent driving charges could follow another incident of falling asleep behind the wheel.

A collision involving a vehicle and deer was reported on SR 231 at Hampton Road.

A Sprague man said someone took fuel from a vehicle’s gas tank while parked in the 300 block of West 3rd Street.

A miniature stallion reportedly caused problems for owners of other horses on property adjacent to Whitney Road East near Davenport.

Friday, Sept. 23: Sprague ambulance personnel assisted a 34-year-old man after suffering a panic attack and chest pains.

Almira and Wilbur EMTs assisted a woman experiencing difficulty breathing.

Someone found lying in a ditch along SR 25 about six miles north of Davenport was later given a courtesy ride to Airway Heights.

Deputies responded to a trespassing incident at a residence on Starkel Road north of Almira.

In Grand Coulee, deputies executed a search warrant in connection with incidents of burglary at the Wilbur cemetery.

A swather leaking fluid started on fire while working farmland along U.S. 2, which was blocked in the Creston area for a brief period.

Saturday, Sept. 24: A woman was arrested after deputies responded to a possible domestic assault at a residence on East Mill Drive in Lincoln.

An individual was described as “critical” after being ejected during a one-vehicle rollover collision on I-90 near Sprague.

A caller reported a cow appears to have been shot or attacked by a cougar while pasturing adjacent to Teel Hill Road about a mile from Hanson Road.

Illegal dumping was reported at the Wheatridge elevator on SR 21 at Monson Road.

Damage to a back door and a window was reported as a result of a break-in at St. John’s Lutheran Church in Sprague. Five churches or schools in Whitman County reported similar circumstances, prompting deputies from both counties to launch an investigation and search for possible suspects.

Law enforcement personnel checked out a report that a girl had duct tape over her mouth and around her wrists while sitting in a vehicle near Angel Springs Drive northeast of Davenport. It turned out that a brother and sister were arguing, but “nothing physical” had occurred.

A caller reported hearing a loud argument involving a man and woman in the 900 block of Logan Street in Davenport.

A Davenport area man reported a $1,000 loss from the unauthorized use of a debit card.

Sunday, Sept. 25: A Davenport woman reported kids threw rocks at her house in the 700 block of Marshall Street and that a front window had been broken.

A caller reported a man appearing to steal a dog from a vehicle parked at the Davenport Safeway store.

As a result of a break-in at the Sprague Community Church, a 50-inch TV set and DVD player were reported stolen.

Someone knocking on a door in the 600 block of Maxwell Street in Davenport during the wee hours of the morning put dents in it.

Sprague Chevron personnel reported a shoplifter took a can of beer from the store. A woman later was placed into custody on a theft charge.

A man was arrested for driving under the influence after deputies responded to a one-vehicle collision at U.S. 2 and Waukon Road east of Reardan.

A collision involving a vehicle and deer was reported near the intersection of Mondovi and Zeimantz roads.

Sept. 19: Robert D. Gesner, 31, Puyallup, Wash., arrested by Lincoln County Sheriff’s Office (LCSO) for second-degree taking a motor vehicle without the owner’s permission.

Micah R. Davison, 25, Odessa, arrested by LCSO for second-degree taking a motor vehicle without the owner’s permission.

Sept. 21: Nicholas W. Finley, 28, Fruitland, arrested by LCSO for third-degree theft.

Sept. 22: Cristian Contreras, 22, Othello, Wash., arrested by LCSO on a Wenatchee warrant.

Russell D. Wynne, 33, Reardan, serving a seven-day Lincoln County District Court commitment for third-degree malicious mischief.

Sept. 24: Dawn M. Reid, 46, Creston, arrested by LCSO for fourth-degree assault (domestic violence).

Sept. 25: Stephanie R. Schooler, 27, Sprague, arrested by LCSO for third-degree theft.

Derek F. Adeniran, 37, Airway Heights, arrested by LCSO for driving under the influence.

From Sept. 19 to 25, one individual was held in the Lincoln County Jail under contract with the Kalispel Tribe of Indians, and two for the City of Airway Heights.

Criminal Sentencing

Vincent Wade Birdtail, 22, Malott, Wash., entered an Alford plea of guilty Sept. 20 to third-degree theft (amended through plea negotiations from possession of a stolen vehicle). His sentence included seven days jail (credited as served), and $700 court costs and $150 public defender reimbursement. The original charge was filed after deputies recovered a vehicle reported stolen in Spokane at U.S. 2 and Fictenberg Road on July 16.

Civil Judgment

Larry M. Brown, of Sprague, must return $1,765.25 in overpaid benefits to the Washington State Employment Security Department.

New Criminal Cases

Andy Aaron Colt, 43, is charged with three counts of tampering with a witness, accused of urging individuals to testify falsely or withhold information from law enforcement in connection with theft and burglary charges filed against Bobbie Jo Callihan last May. In a related case, Mark Allen Martinez, 43, is charged with intimidating a witness.

New Civil Cases

In a domestic violence matter filed by Farrah Ann Brittain, of Sprague, against Erick Thomas Brittain, of Hayden, Idaho, the court issued a temporary protection order requested by the petitioner until an Oct. 4 hearing occurs. The respondent is permitted to attend a daughter’s school athletic events.

In a foreclosure matter, Roosevelt Views Community Association seeks $1,647.75 in annual assessments it claims is owed by respondent Kent Maynard Crawford, involving property in Roosevelt Views purchased in 2006.
