INCIDENT LOG

Editor's note: Most items in this section reflect the starting point for response by local police and emergency agencies. Names of individuals who report possible criminal or suspicious activities to dispatchers are generally not listed in this column.

March 28: A caller who found an abandoned custom bicycle without wheels stashed in bushes near the state park sign along the Keller grade and asked if he could keep it for his son was advised he could if its owner didn't claim it in 60 days.

A woman in a vehicle running and playing music for two hours while parked in the Davenport US Bank parking lot aroused suspicion and told a responding deputy that she was waiting for her brother who was training at the Subway restaurant across the street.

The private Jones Bay campground was the scene of vandalism that resulted in damage to seven power boxes, meters and two bathroom doors.

A county jail inmate who complained of severe stomach cramps was given permission by a judge to be examined at Lincoln Hospital.

A Spring Canyon Road resident advised his mail had been stolen and he had recently received charges for merchandise he hadn't ordered along with notices that credit cards had been cancelled without his permission.

Wilbur Police responded to a report of two individuals yelling and screaming at a woman in the 500 block of SE Co Road.

Odessa Police responded to a report of an assault involving local school students.

March 29: Deputies detained a man after a domestic incident in the 1100 block of Adams Street in Davenport.

A deputy issued an infraction after observing a woman providing tobacco to a girl while outside the sheriff's office.

A Davenport man told dispatchers that a woman almost hit him with a vehicle in the 500 block of Thirteenth Street. Contacted by a deputy, the woman denied she was trying to run over him.

Deputies and mental health personnel were involved in providing assistance to a young Davenport boy who had a dispute with his father and expressed "disturbing things" to a caller who then contacted dispatchers for help.

In a separate incident, a Davenport man advised dispatchers that his son had run away after a verbal argument that occurred after the father took the son's iPod away as discipline for poor grades at school.

A red van ran a Wilbur school bus, with students aboard, off the road within the town limits.

Wilbur Police investigated a theft of firearms and a set of speakers from a vehicle in the 400 block of SE Regent.

March 30: Deputies investigated the February theft of a bicycle parked outside Davenport Elementary School.

A deputy determined that a silver Dodge Ram pickup truck traveling "all over the road" on SR 2 between Reardan and Davenport, tailgating vehicles and attempting to pass on the right side of the roadway was operated by a driver who was eating at the time.

Wilbur Police investigated the theft of an iPod valued at about $150 from a student's backpack.

Odessa Police responded to a report of continuously barking dogs at a residence in the 500 block of South Alder.

A Reardan man told local police that he believed brake lines on his vehicle had been cut while parked in the 300 block of North Birch.

March 31: Graffiti was discovered at the Davenport skate park.

An apparently intoxicated man who was asked to leave Davenport Family Foods got into a truck outside, prompting a store employee to contact deputies who convinced the man to wait it out in the sheriff's office lobby while they held his keys until he was legally able to drive again.

A property owner found a "suspicious" truck in his shed in the vicinity of Telford and Seven Springs roads.

Deputies brokered an arrangement for a woman in the process of moving to Airway Heights to retrieve belongings from her mother's residence in Harrington, where she had been staying for about two years with a young child.

A small child was observed throwing rocks into SR 2 on the west end of Reardan, forcing vehicles to swerve around them.

A Sprague man told dispatchers he had been assaulted during a domestic dispute in the 100 block of West Third Street. Deputies took a woman into custody.

A Harrington man reported that his door had been kicked in at a residence in the 200 block of West Willis Street.

A Reardan woman told police that a couple of large dogs tried to attack her ducks in the 300 block of North Aspen.

April 1: A Davenport woman reported an intruder in her home in the 700 block of Washington Street. A responding deputy placed a man into custody for trespassing.

A man was reportedly verbally abusive and breaking items inside a residence in the 100 block of West Third in Sprague.

April 2: Two deputies responded to a report that a teenage boy had pushed his mother at a residence in the 900 block of Maxwell Street in Davenport.

A driver in a green pickup truck left Davenport Food Mart without paying for $25 in fuel.

Residents of the Porcupine Bay area disputed over shots fired at dogs chasing deer through a yard.

A caller reported that a vehicle "having a hard time staying in its lane" almost was involved in a head-on collision on SR 28 south of Davenport.

Occupants of a vehicle were seen shooting at bighorn sheep along Welch Creek Road in the Creston area. The matter was turned over to the state Department of Fish and Wildlife.

An almost-dead battery was blamed for a horn going off on a woman's vehicle in Edwall.

Odessa Police took a report that a "Nigerian prize patrol" was on the phone with a local woman's elderly mother "asking lots of questions and saying they are going to be at their house soon."

After a visit from two men at Piper Farm Toys in Reardan, its owner noticed that two toy tractors, valued at $150 and $250, were missing.

April 3: A Harrington woman reported that an Olympus camera valued at nearly $293 had been stolen from her residence in the 100 block of North Second.

A Davenport man filed a telephone harassment complaint after his cell phone company told him there may be spyware on his device.

Two children riding bicycles nearly became victims of a recklessly driven Ford pickup truck in the vicinity of South Elm and Cottonwood streets in Reardan.

A Wilbur patrolman called in a report that while making a traffic stop on Wilbur Airport Road, he was passed by a motorcycle traveling at about 70 mph.

April 4: A woman was taken into custody after a man phoned in a report that a threat, accompanied by a gasoline carrier, had been made to burn down a residence on Laney Brothers Road East. Responding deputies enlisted help from mental health personnel after a knife had been used to threaten one of the officers attempting to make the arrest.

Jacob R. Warner, 30, Davenport, arrested by Lincoln County Sheriff's Office (LCSO) for failing to appear for two counts of contempt of court.

Kylie S. Powers, 32, Odessa, arrested by LCSO for two counts of possession of a controlled substance with intent to manufacture, deliver or distribute to a minor.

March 31: Michael T. Thompson, Jr., 25, Redmond, Wash., arrested by Washington State Patrol for failing to appear for driving while license suspended.

Juvenile Offender Disposition

A 17-year-old Grand Coulee boy pleaded guilty March 29 to unlawful use of drug paraphernalia in connection with the discovery of marijuana during a random test last November. A deferred disposition included nine months community supervision, 30 hours community service and the revocation of his driver's license.

Civil Judgments

In a 2004 Connecticut judgment filed in Lincoln County, Discover Bank won a $4,058.02 judgment against Randall L. Dickerson, who was last known to be an Edwall resident.

Myrtle C. Glinski and Gary B. Martin, doing business as The Viking in Sprague, must pay $383.46 in unpaid industrial insurance taxes to the Washington State Department of Labor and Industries.

Woody's Asphalt Seal Coating, Inc., of Edwall, must pay $1,968.05 in unpaid industrial insurance taxes to the Washington State Department of Labor and Industries. In a separate judgment dated Dec. 27, 2010, and forwarded from Spokane County Superior Court, the firm must pay an additional $3,257.05 to the state Department of Revenue.

The court on March 29 issued an order of protection requested by Tina Marie Cates, of Sprague, against Douglas Robert Coy, of Davenport, in a domestic violence matter.

After the court determined that respondent Jeffery C. Sanders, of Almira, failed to file a response to a foreclosure petition from the Town of Almira, the latter was awarded $10,041.29 for unpaid water and sewer utility service and repairs involving property at 209 N. Fourth Street.

Because it contained no specific incidents or dates, Harold E. Myrick's request for an anti-harassment protection order against Ashley N. Baarstad, of Davenport, was denied by the court, but Baarstad was advised that her behavior involving the use of the phone was "not acceptable."

Karl Dean Homola, 25, listed as a transient, is charged with residential burglary and second-degree theft in connection with the taking of a computer and about $70 in cash from a Teel Hill Road residence north of Davenport. Homola was taken into custody in Clark County.
