The State of Washington appealed a July 5 Lincoln County District Court decision (issued by visiting judge Adalia A. Hille) that declared invalid a restraining order against Jeffrey S. Phillips, of Ephrata, and dismissed three counts of violating a protection order made against him.

William L. Steed, 18, of Davenport, is charged with third-degree rape in connection with a June 21 incident in Davenport that involved a teenage girl.

Gilbert Allan Helm, Gold Bar, Wash., driving under the influence, amended at prosecutor’s request to first-degree negligent driving, pleaded guilty, $1,201 court assessments, 12 months supervised and 12 months unsupervised probation, alcohol/drug evaluation and recommended treatment, DUI victims' panel, no possession or consumption of alcohol, marijuana or illegal drugs (monitored by random testing), comply with mandatory ignition interlock device requirements as imposed by the state Department of Licensing.

Nicholas Richard Holmes, Millwood, Wash., driving under the influence, pleaded guilty, 1 day jail (credited as served), $2,703 court assessments, 36 months supervised and 24 months unsupervised probation, alcohol/drug evaluation and recommended treatment, DUI victims' panel, no possession or consumption of alcohol, marijuana or illegal drugs (monitored by random testing), comply with rules and requirements of state Department of Licensing regarding installation and use of a functioning ignition interlock device.

Keith James Frazier, Sprague, third-degree malicious mischief, pleaded guilty, $200 court assessments, 12 months supervised and 12 months unsupervised probation, no-contact order in place; third-degree theft, dismissed at prosecutor’s request.

Joshua Ryan Granchie, Davenport, probation violation (resisting arrest), 3 days jail (credited as served).
