Council passes three items, tables one

Further discussion needed on possible airport lease termination

DAVENPORT—A resolution to terminate a private lease with a tenant at the airport here was tabled by city council pending further discussion at council’s regular meeting Wednesday, May 25.

The airport committee met prior to council’s meeting and discussed a resolution going before council to allow Mayor Brad Sweet to revoke Gary Stuckle’s lease “for non-compliance,” according to council documentation.

The committee, chaired by Jonathan Chapman, however, recommended that the resolution should be tabled to allow for further discussion by the committee. That recommendation passed council.

Stuckle spoke to council last Wednesday and said he’s been a good tenant and his lease doesn’t say he can’t store other items in his leased hangar.

“I feel like I’m being persecuted and harassed by the city,” Stuckle said, according to meeting minutes.

He added that he had three airplanes registered with the FAA.

Three items were passed by council, including a resolution disbursing COVID-19 relief funds to local organizations.

The fire department got the highest allotment of $80,000 for air packs. Wilbert Precast received $54,000 for columbarium’s at the cemetery, while city employees received a total of $50,000. $8,000 went to the Lincoln County Historical Society.

The motion also disbursed $3,000 each from the tourism fund to Celebrate Davenport and the Historical Society and $1,000 to the local FBLA Garage Sale.

Council also voted to change the fee schedule for leases at the airport and approved a motion to allow the city to sign a lease agreement with Capital Rivers, Inc. for air ambulance services.
